1. Approve the enclosed Regulations on licensing of activities for development, production, distribution of the cryptography (cryptographic) tools, information systems and telecommunication systems protected with use of the cryptography (cryptographic) tools, to performance of works, rendering services in the field of enciphering of information, to maintenance of the cryptography (cryptographic) tools, information systems and telecommunication systems protected with use of the cryptography (cryptographic) tools (except for case if maintenance of the cryptography (cryptographic) tools, the information systems and telecommunication systems protected with use of the cryptography (cryptographic) tools is performed for ensuring own needs of the legal entity or the individual entrepreneur).

This Provision determines procedure for licensing of activities for development, production, distribution of the cryptography (cryptographic) tools, information systems and telecommunication systems protected with use of the cryptography (cryptographic) tools, to performance of works, rendering services in the field of enciphering of information, to maintenance of the cryptography (cryptographic) tools, information systems and telecommunication systems protected with use of the cryptography (cryptographic) tools (except for case, if maintenance of the cryptography (cryptographic) tools, the information systems and telecommunication systems protected with use of the cryptography (cryptographic) tools is performed for ensuring own needs of the legal entity or the individual entrepreneur) performed by legal entities and individual entrepreneurs (further - the licensed activities).

1(1). Implementation of the licensed activities by foreign legal entities is not allowed.

2. To the cryptography (cryptographic) tools (means of cryptographic information security), including documentation on these means, belong:

a) means of enciphering - the hardware, program and hardware-software cryptography (cryptographic) tools realizing algorithms of cryptographic transformation of information for restriction of access to it including in case of its storage, processing and transfer;

b) means of imitozashchita - the hardware, program and hardware-software cryptography (cryptographic) tools (except for means of enciphering) realizing algorithms of cryptographic transformation of information for its protection against imposing of false information, including protection against modifying, for ensuring its reliability and not adjustability, and also possibility of identification of changes, imitation, falsification or modifying of information;

c) digital signature facilities;

d) means of coding - means of enciphering in which part of cryptographic transformations of information is performed with use of manual transactions or with use of the automated means intended for accomplishment of such transactions;

e) means of production of key documents - the hardware, program, hardware-software cryptography (cryptographic) tools which are providing possibility of production of key documents for the cryptography (cryptographic) tools, not being part of these cryptography (cryptographic) tools;

e) key documents - electronic documents on any data carriers, and also the documents on papers containing key information of limited access for cryptographic transformation of information with use of algorithms of cryptographic transformation of information (cryptographic key) in the cryptography (cryptographic) tools;

g) hardware cryptography (cryptographic) tools - devices and their components including containing key information, providing possibility of transformation of information according to algorithms of cryptographic transformation of information without use of programs for electronic computers;

h) program cryptography (cryptographic) tools - programs for electronic computers and their parts including containing key information, providing possibility of transformation of information according to algorithms of cryptographic transformation of information in the hardware-software cryptography (cryptographic) tools, information systems and telecommunication systems protected with use of the cryptography (cryptographic) tools;

i) hardware-software cryptography (cryptographic) tools - devices and their components (except for information systems and telecommunication systems) including containing key information, providing possibility of transformation of information according to algorithms of cryptographic transformation of information with use of programs for the electronic computers intended for implementation of these transformations of information or their part.
