1. Approve the enclosed Regulations on licensing of medical activities (except for the specified activities performed by the medical organizations and other organizations entering private health care system in the territory of the innovative center "Skolkovo").

2. Bring in the order of the Government of the Russian Federation of November 21, 2011 No. 957 "About the organization of licensing of separate types of activity" (The Russian Federation Code, 2011, No. 48, the Art. 6931) the following changes:

in the paragraph the second the subitem "an" of Item 2 of the word of "the organizations of municipal and private health care systems" shall be replaced with words "the medical organizations subordinated to the subject of the Russian Federation and being as of January 1, 2011 in municipal property, the organizations of municipal and private health care systems, individual entrepreneurs";

the paragraph third the Section Roszdravnadzor of the list of the federal executive bodies performing licensing of specific types of activity, approved by the specified resolution after the words "health care systems" to add with the words "except for the medical organizations subordinated to the subject of the Russian Federation and being as of January 1, 2011 in municipal property".

Regulations on licensing of medical activities (except for the specified activities performed by the medical organizations and other organizations entering private health care system in the territory of the innovative center "Skolkovo")

1. This Provision determines procedure for licensing of the medical activities performed in the territory of the Russian Federation by medical and other organizations, and also individual entrepreneurs, except for specified to the activities performed by the medical organizations and other organizations entering private health care system in the territory of the innovative center "Skolkovo".

1(1). Licensing of the medical activities performed in the territory of the international medical cluster by foreign legal entities - project participants of the international medical cluster, is performed according to this Provision taking into account the features established by the Federal Law "About the International Medical Cluster and Modification of Separate Legal Acts of the Russian Federation".

2. Licensing of medical activities is performed by the following licensing authorities:

a) The Federal Service on supervision in the field of health care in the relation:

the medical and other organizations subordinated to federal executive bodies, and also the organizations of federal executive bodies in which the Federal Law provides the military and equated to it service;

the medical and other organizations performing activities for rendering high-technology medical care;

other organizations and individual entrepreneurs performing medical activities regarding licensed control (except for the licensees who submitted applications for renewal of licenses), powers on suspension, renewal of action and cancellation of licenses;

b) authorized bodies of the executive authority of subjects of the Russian Federation (regarding provision and renewal of licenses, provision of statements from the register of licenses, implementation of licensed control concerning job seekers of the licenses and licensees who submitted applications for renewal of licenses, cancellation of licenses, forming and maintaining registers of the subjects of the Russian Federation of licenses presented by public authorities, approvals of forms of statements for provision and renewal of licenses, approvals of forms of notifications, statements from the specified registers of licenses and other documents used in the course of licensing, and also provision to interested persons of information on questions of licensing including placement of this information on the Internet on the official sites of public authorities of subjects of the Russian Federation with indication of e-mail addresses, by which inquiries can be sent by users of this information and required information) in the relation is obtained:

medical and other organizations, except for subordinated to federal executive bodies, and also the organizations of federal executive bodies in which the Federal Law provides the military and equated to it service, and the medical and other organizations performing activities for rendering high-technology medical care;

individual entrepreneurs;

foreign legal entities - project participants of the international medical cluster.

3. Medical activities are constituted by works (service) in the list according to application which is run when rendering primary medical and sanitary, specialized (including high-technology), the ambulance (including the ambulance specialized), palliative medical care, delivery of health care in case of sanatorium treatment, when conducting medical examinations, medical examinations, medical surveys and sanitary and anti-epidemic (preventive) actions within delivery of health care, in case of transplantation (change) of bodies and (or) fabrics, the address of donor blood and (or) its components in the medical purposes. Requirements to the organization and accomplishment of the specified works (services) for the purpose of licensing are established by the Ministry of Health of the Russian Federation.
