About the organization of activities of student's groups in the territory of the Republic of Belarus

For the purpose of realization of the state youth policy in the Republic of Belarus, increases in efficiency of the organization of temporary employment of youth in time, free from study and work:

1. Determine that:

1.1. development of activities of student's groups is the priority direction in education of youth by attraction to socially useful work, acquisition of professional and management skills;

1.2. the student's group is voluntary consolidation of the young citizens receiving general secondary, professional, secondary vocational or higher education and also other categories of the young citizens who showed willingness in free from study and work time to perform labor activity;

1.3. forming of student's groups is performed by the organizations of education, public association "Belarusian republican union of youth" and its organizational structures given the rights of the legal entity (further - OO "BRSM"), other youth public associations (further - the directing organizations) in case of organizational, methodical and financial support of the interested republican state bodies and other state organizations subordinated to the Government of the Republic of Belarus, local executive and administrative organs.

Decisions on forming of student's groups are approved by the directing organizations with regional executive committees, the Minsk Gorispolkom in the location of the directing organization, and in case of the organization of work of student's group in the territory of other area (Minsk) - with regional executive committee (The Minsk Gorispolkom) in the place of activities of student's group;

1.4. the students who do not have the academic debt, pupils of organizations of professional and secondary vocational education, and also pupils of organizations of general secondary education, employees of organizations of education, members of OO "BRSM", other youth public associations who reached age of 14 years and other categories of young citizens can be enlisted in structure of student's groups (further - members of student's groups).

Transfer in student's group is made:

students and pupils of the organizations of professional, secondary vocational, general secondary education which reached age of 16 years, based on their statements on condition of the lack of medical contraindications to accomplishment of the performed types of activity (works) confirmed with the medical certificate about the state of health (further - lack of medical contraindications);

students and pupils of the organizations of professional, secondary vocational, general secondary education which did not reach age of 16 years based on their statements and written consent of one of parents (the adoptive father, the custodian), and also on condition of lack of medical contraindications;

other categories of young citizens based on their statements on condition of the positive characteristic from place of employment or the residence and lack of medical contraindications. At the same time transfer of persons under the age of of 16 years, is made in case of observance of the requirements established in paragraph three of this part.

Transfer of students and pupils in structure of student's groups during the period from September to May is made for work in coordination with the head of organization of education in the place of study of the student or pupil;

1.5. the head of student's group is determined by the directing organization from among full age members of student's group;

1.6. delivery of health care to members of student's groups is performed by the nearest territorial state organizations of health care for place of employment of data of groups according to the procedure, the established legislation on health care;

1.7. student's groups can perform activities, as a rule, during the period from May 1 to September 30 in the fields of education, health cares, environmental protections, constructions, agricultural industry, in the sphere of production of goods and rendering services in the organizations performing the corresponding types of activity (further – the accepting organization).

The republican state bodies, the state organizations subordinated to the Government of the Republic of Belarus local executive and administrative organs determine the organizations, objects, work types and quantity of workplaces for members of student's groups with compensation it is not lower than minimum wage in coordination with the accepting organizations or according to their requests and till December 1 of the current year send relevant proposals for the next calendar year to regional executive committees, the Minsk Gorispolkom in the location of the accepting organizations.

The directing organizations can independently perform search of the accepting organizations having objects for activities of student's groups annually till December 1 of the current year representing the offers for the next calendar year to regional executive committees, the Minsk Gorispolkom in the location of these organizations.

Lists of the accepting organizations, objects, work types and quantity of workplaces for members of student's groups affirm regional executive committees, the Minsk Gorispolkom annually till January 1. In need of these lists additions and changes can be made in accordance with the established procedure;

1.8. between the directing organization and the accepting organization it is signed the agreement determining conditions of activities of student's group taking into account requirements of the legislation on work including legislations on labor protection, and also obligations of the assuming organization for providing conditions of placement, food, compensation of members of student's group.

Matching of work types for student's groups which part pupils of professional and secondary vocational education, students are is whenever possible performed taking into account profile of their preparation.

The directing organizations provide training of members of student's group in bases of the legislation on work, including legislations on labor protection, briefings on the forthcoming activities;

1.9. before creation of student's group young citizens in time, free from study and work, if necessary can be trained to skills and working methods by means of implementation of educational programs of additional education or to master contents of the program of professional training of working (employees) by professions;

1.10. heads of student's group in accordance with the established procedure inform the directing organization on activities of student's group;

1.11. for violation of requirements of the regulatory legal acts regulating activities of student's group, requirements for labor protection and also for non-compliance with regulations members of student's group can be excluded from its structure;

1.12. performing medical examinations of members of student's groups, and also carrying out preventive inoculations by it is performed by the state organizations of health care on a grant basis according to the procedure, established by the legislation of the Republic of Belarus;
