1. Approve the enclosed Rules of assignment of personal identification numbers codes.

2. This resolution becomes effective after ten calendar days after the first official publication.

Rules of assignment of personal identification numbers codes

1. General provisions

1. These rules of assignment of personal identification numbers codes on oil products (further - Rules) are developed according to the subitem 7) of article 6 of the Law of the Republic of Kazakhstan of July 20, 2011 "About state regulation of production and turnover of separate types of oil products" and determine procedure for assignment of personal identification numbers codes (further - the PIN code) which are appropriated to producers of oil products, the wholesale suppliers of oil products performing import of oil products (further - applicants), and to each name of the oil product made in the Republic of Kazakhstan or imported on the territory of the Republic of Kazakhstan.

2. Procedure for assignment of PIN codes

The applicants staying on the registration registry in the relevant territorial subdivisions of authorized body in the field of turnover of oil products (further - territorial subdivision), submit applications according to appendix 1 to these rules, depending on type of activity, to territorial subdivisions for assignment of PIN codes, not later than 30 (thirty) calendar days to 1 date in which they are going to enable the realization of oil products. At the same time the applicant provides copies of the certificate of conformity on the corresponding type of gasoline, aviation and diesel fuel, the fuel oil registered in the state register, and producers of oil products - the copy of the license for operation of oil and gas processing productions, operation of objects of gas storage, oil and oil products, trunk gas pipelines, oil pipelines, oil pipelines.

Territorial subdivisions send the summary request for assignment of the PIN code to applicants and according to each name of the oil product made in the Republic of Kazakhstan or imported on the territory of the Republic of Kazakhstan according to appendix 2 to these rules to authorized body in the field of turnover of oil products (further - authorized body) not later than 25 (twenty five) calendar days to 1 date in which the applicant is going to enable the realization of oil products.

The authorized body provides assignment of PIN codes to producers of oil products, the wholesale suppliers of oil products performing import of the oil products, and also each brand of gasoline, aviation and diesel fuel, fuel oil made in the Republic of Kazakhstan and imported on the territory of the Republic of Kazakhstan by means of their inclusion in the summary register.

5. In case of creation of PIN codes the structure of facet system of coding according to appendix 3 to these rules is used.

6. The authorized body by means of information system notifies territorial subdivisions on the appropriated PIN codes not later than 15 (fifteen) calendar days to 1 date in which the applicant is going to enable the realization of oil products.

7. Territorial subdivisions not later than 5 (five) calendar days to 1 date in which the applicant is going to enable the realization of oil products in writing notify producers of oil products, wholesale suppliers of the oil products performing import of oil products about assignment of PIN codes.

8. The authorized body refuses assignment of the PIN code in case of non-presentation of the documents specified in Item 2 of these rules and also in the presence of the appropriated PIN code by sight of oil product.

9. The authorized body within 5 (five) calendar days from the date of the direction of the summary request in writing notifies territorial subdivisions and the applicant who is going to enable the realization of oil products on refusal in assignment of the PIN code.
