Storage precautions and realization (shipments, acceptance) ethyl alcohol

1. General provisions

1. These rules of storage and realization (shipment, acceptance) ethyl alcohol (further - Rules) are developed according to the subitem 4) of article 3-1 of the Law of the Republic of Kazakhstan of July 16, 1999 "About state regulation of production and turnover of ethyl alcohol and alcoholic products" and determine procedure for storage and realization (shipment, acceptance) ethyl alcohol.

2. Storage and realization of ethyl alcohol are performed in the presence of the license for production of ethyl alcohol from storage facilities of the producer of ethyl alcohol. The license for production alcoholic (except beer) products grants the right to the producer on storage of the ethyl alcohol intended for production of alcoholic products in storage facilities in the location of the production of alcoholic products specified in the license.

3. Realization of ethyl alcohol is allowed:

1) to the organizations for production of medicines, products of medical assignment and the state organizations of health care in the presence of the license for the corresponding type of activity and also which notified on the beginning of the activities in accordance with the established procedure within allocated quotas;

2) to producers of alcoholic products on which development ethyl alcohol is used;

3) to the organizations using ethyl alcohol in the technical purposes for laboratory needs or in case of production of not alcoholic products.

10. Permission 1 is issued to suppliers by 1 authorized body no later than 30 calendar days from the date of receipt of the list of receivers approved by state body 1, of each receiver confirming requirement 1 in ethyl alcohol with indication of amount.

If during the term established by this Item, the authorized body does not issue Permission 1 or in writing the supplier 1 is not notified on causes of failure in issue of Permission 1, that from expiry date of issue, Permission 1 is considered issued.

Permission 1 is effective till December 31 of year on which it is received.

13. The authorized body annually no later than August 1 represents to state body supplier list 1 with indication of their location.

14. Requests with reasonable calculations (on the regulations considering the applied technologies) are represented by receivers 1 till October 1 of the current year to territorial authorities of state body.

15. Territorial authorities of state body represent annually no later than November 1 to state body summary requests with reasonable calculations for amounts of consumption by receivers of 1 ethyl alcohol next year by on each receiver 1.
