According to article 20 of the Law of Ukraine "About state registration of legal entities and physical persons - entrepreneurs", Items 3, 4 Provisions on the Ministry of Justice of Ukraine, No. approved by the Presidential decree of Ukraine of April 06, 2011 395, ORDER:

1. Approve the Procedure for provision of the State financial inspection of Ukraine and to its territorial authorities of data in electronic form from the Unified State Register of Legal Entities and physical persons - entrepreneurs which is applied.

2. To the public registration service of Ukraine (Efimenko L. V.) provide reduction by the state company "Information and Resource Center" (Koval S. M.) of software of maintaining the Unified State Register of Legal Entities and physical persons - entrepreneurs in compliance with Procedure for provision of the State financial inspection of Ukraine and to its territorial authorities of data in electronic form from the Unified State Register of Legal Entities and physical persons - entrepreneurs, the approved this order, within a month from the date of its official publication.

3. To department of interaction with authorities (Zerkal O. V.) to provide this order on state registration according to the Presidential decree of Ukraine of October 03, 1992 to No. 493 "About state registration of normative legal acts of the ministries and other executive bodies".

4. This order becomes effective from the date of its official publication, except Item 1 of this order which becomes effective in month from the date of its official publication.

5. To impose control over the implementation of this order on the director of the department of interaction with authorities Zerkal O. V.

Procedure for provision of the State financial inspection of Ukraine and to its territorial authorities of data in electronic form from the Unified State Register of Legal Entities and physical persons - entrepreneurs

I. General provisions

1. This Procedure establishes the procedure of provision of the State financial inspection of Ukraine and to its territorial authorities of data in electronic form from the Unified State Register of Legal Entities and physical persons - entrepreneurs (further - the Unified state register).

2. In this Procedure terms are used in the following values:

analytical selection about the list of the legal entities under control to bodies of the State financial inspectorate of Ukraine determined by article 2 of the Law of Ukraine "About the basic principles of implementation of the state financial control in Ukraine" concerning which state registration of the termination is not carried out (further - analytical selection) - the document and contains data from the Unified state register on legal entities or physical persons in the Excel (*.xls) format which is created by the technical administrator of the Unified state register by the corresponding criteria of search - entrepreneurs, stipulated in Item 4 Sections III of this Procedure which are urgent for the date determined by the State financial inspection of Ukraine;

the user - the official of the State financial inspection of Ukraine or its territorial authority who has powers on implementation of the state control and access to the Unified state register according to the procedure, determined by this Procedure, for the purpose of data acquisition in electronic form in the form of the expanded statement from the Unified state register through the Registration portal;

The registration portal - the software provided in the form of the Internet page which provides access for users to the Unified state register according to the procedure, established by this Procedure, and also accounting of the electronic requests and excerpts from the Unified state register created by users;

the expanded statement - the document created by the user through the Registration portal by the corresponding criterion of search also contains data from the Unified state register, stipulated in Item the 6th the Section III of this Procedure which are urgent for date of forming of the statement or for the date determined by the user in electronic request or information on lack of such data in the Unified state register;

the technical administrator of the Unified state register (further - the technical administrator) - the state company "Information and Resource Center", performs measures for creation and support of the software of the Unified state register, provides provision of access to the Unified state register, performs material and technological support of maintaining the unified state register, complex of program, technological and organizational actions for ensuring the information security containing in the Unified state register from unauthorized access, performs other functions provided by this Procedure.

Other terms in this Procedure are used in the values given in the Laws of Ukraine "About state registration of legal entities and physical persons - entrepreneurs" and "About the digital signature".

3. The key of the digital signature of the user shall be compatible to the Registration portal and meet the requirements of the legislation to formats, structures and protocols which are implemented in well-tried remedies of the digital signature (further - the EDS) and are used in electronic document management systems.

4. The state financial inspection of Ukraine and its territorial authorities perform material logistics of access for users to the Unified state register.

5. Requirements for equipment of workplace of the user on condition of which observance high-quality access to the Unified state register is guaranteed, the list of the accredited centers of certification of keys which keys of the EDS are compatible to the Registration portal, and the instruction of the user of the Registration portal are published on the website of the technical administrator.

The technical administrator does not bear responsibility for opportunity and quality of access to the Unified state register in case of non-compliance with requirements for equipment of workplace of the user and/or requirements for compatibility of keys of the EDS with the Registration portal.
