In pursuance of the resolution of the President of the Republic of Uzbekistan of May 20, 2011 of N PP-1533 "About measures for strengthening of materialnotekhnichesky base of the highest educational institutions and cardinal improvement of quality of training of highly qualified specialists", and so - for the purpose of enhancement of activities of the Special commission on program implementation of upgrade of material and technical resources of the highest educational institutions and to cardinal improvement of quality of training of specialists for 2011 - 2016 the Cabinet of Ministers decides:

1. Approve Regulations on the Special commission on program implementation of upgrade of material and technical resources of the highest educational institutions and to cardinal improvement of quality of training of specialists for 2011 - 2016 according to appendix.

2. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan R. S. Azimov and deputy prime ministers of the Republic of Uzbekistan A. N. Aripov and B. I. Zakirov.

Regulations on the Special commission on program implementation of upgrade of material and technical resources of the highest educational institutions and to cardinal improvement of quality of training of specialists for 2011 - 2016

I. General provisions

1. This Provision determines procedure of activities, task and power of the Special commission on program implementation of upgrade of material and technical resources of the highest educational institutions and to cardinal improvement of quality of training of specialists for 2011 - 2016 (further - the Special commission).

2. The special commission is the collegiate organ formed by the resolution of the President of the Republic of Uzbekistan of May 20, 2011 N PP-1533 "About measures for strengthening of material and technical resources of the highest educational institutions and cardinal improvement of quality of training of highly qualified specialists".

3. The special commission in the activities is guided by the Constitution of the Republic of Uzbekistan, the laws of the Republic of Uzbekistan, resolutions of chambers of Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, other regulatory legal acts, and also this Provision.

II. Main objectives of the Special commission

4. The main objectives of the Special commission are:

ensuring system monitoring of the course of program implementation of upgrade of material and technical resources of the highest educational institutions and to cardinal improvement of quality of training of specialists for 2011 - 2016 (further - the Program) and introduction following the results of every half-year and year in general for consideration of cabinet meetings of the Republic of Uzbekistan of results of its current execution;

implementation of the common directorship and the organization of accomplishment of the tasks assigned to Fund of development of material and technical resources of the highest educational institutions under the Ministry of Finance of the Republic of Uzbekistan (further - Fund);

according to offers of the Ministry of Economics, Ministry of Finance and Ministry of the higher and secondary vocational education of the Republic of Uzbekistan approval of annual address programs of construction, reconstruction, capital repairs and equipment of buildings and constructions of the highest educational institutions, taking into account their actual technical condition, and also material security of each highest educational institution;

implementation of constant control behind ensuring stable forming of the income of Fund, timely financing and target use of fund;

attraction to the solution of the tasks set for Fund interested the ministries, departments, business entities and non-profit organizations and also rendering assistance to Fund in attraction of grants and means of philanthropists, including nonresidents of the Republic of Uzbekistan;

implementation of other tasks determined by the legislation.

III. Rights of the Special commission

5. For performance of works the Special commission has the right: request and receive in accordance with the established procedure from the ministries and departments information necessary for realization of tasks of the Special commission;

hear at the meetings information and reports of representatives of the ministries and departments, and also members of the Special commission on the questions which are within the competence of the Special commission;

make, if necessary, decisions on acceleration of holding competitive procedures, terms of examination of the project and tender documentation on objects of the highest educational institutions included in the list approved by the resolution of the President of the Republic of Uzbekistan of May 20, 2011 N PP-1533 "About measures for strengthening of material and technical resources of the highest educational institutions and cardinal improvement of quality of training of highly qualified specialists", having provided its high quality;

bring, if necessary, within calendar year of change and refining in forecast parameters of the income (on sources) and expenses of Fund, and also in forecast capacities of the address program on the basis of the conclusions of the Ministry of Finance, Ministry of Economics and Ministry of the higher and secondary vocational education of the Republic of Uzbekistan, and also the ministries and departments having the highest educational institutions in the maintaining;

create working groups for studying and preparation of offers on single questions within program implementation of upgrade of material and technical resources of the highest educational institutions and to cardinal improvement of quality of training of specialists for 2011 - 2016.

The special commission can have and other rights according to the legislation.

IV. Organization of activities of the Special commission

6. The special Commission is headed by the chairman into whose power are included:

determination of the agenda and convocation of meetings of the Special commission;

the organization of control over the implementation of the decisions made by the Special commission;

coordination of work of members of the Special commission on accomplishment of the tasks assigned to it;
