About theaters, circuses and the concert organizations
The Parliament adopts this organic law.
This law regulates theatrical and concert activities, organizational form of implementation of theatrical and concert activities, procedure for organization, reorganization, dissolution, financing and management of theaters, circuses and concert organizations, coordination of activities of these organizations of culture, and also the legal relations resulting from the activities performed by them.
Tasks of this law are:
a) preserving local traditions and identity of theatrical and concert culture and spectacular art, development and distribution of art achievements in the field of spectacular art, maintenance of the interethnic, regional and international cultural relations;
b) providing the rights of citizens to freedom of art creativity, on participation in art process of theaters, circuses and the concert organizations, access for public to performances and concerts;
b 1) promotion at the national and international level of domestic art values in the field of theatrical culture, support of public initiative and encouragement of private and citizens' initiative for the purpose of diversification and development of theatrical culture, and also cooperation with the independent sector of culture;
c) providing legal guarantees of preserving system of the organizations of culture, and also specialized educational institutions and harmonious development of such organizations and organizations irrespective of their form of business and type of property;
d) initiation and support of the local, national, international projects relating to the field of theater, circus and concert programs;
e) creation of conditions for discovery of new talents, permanent replenishment and updating of creative and artistic personnel of theaters, circuses, concert organizations;
f) creation of the legal base for financial and economic activities of theaters, circuses and concert organizations, and also systems of social protection of personnel in this sphere.
In this law the following basic concepts are used:
theatrical and concert activities – set of the managerial and art, educational, producer, economic, scientific, technical and logistic activity performed by actors, contractors and/or the performing subjects, realized in the art projects intended for public;
the organization of culture performing theatrical and concert activities (further also – the organization of culture), – theater, circus, the concert organization irrespective of form of business and type of property;
theater - the organization of culture satisfying cultural requirements of society and engaged in creative, productive, economic, technical, scientific, educational activity for the purpose of creation and representation alive before the audience of theatrical performances, holding other cultural events;
circus - the organization of culture satisfying cultural requirements of society, performing creative, productive, economic, technical, scientific, educational activity for creation and display alive before public of circus representations, holding other cultural events;
