The national strategy of creation and implementation of system of integrated management of frontier of the Kyrgyz Republic for the period till 2022 (further - the Strategy of KUGG) is organic part of the Concept of homeland security of the Kyrgyz Republic approved by the Presidential decree of the Kyrgyz Republic of February 18, 2009 No. 115, and determines bases of ensuring boundary safety of the state, creates rules of interaction between the ministries, the state committees and administrative departments, determines the rights and obligations of participants of ensuring boundary safety by establishment of the interstate relations in the field of cooperation on integrated management of frontier.
The Kyrgyz Republic on the basis of the principles of democratic development observes and supports the universal (humane) rights, regulations and values, international agreements and conventions, undertakes and declares responsibility for the present and the future of citizens of the country, and also bears responsibility for safety of citizens of other states during their stay in the territory of the Kyrgyz Republic.

Active and system participation of the state in continuous improvement of this sphere provides the leading line item when upholding national interests in border space, promotes creation of condition of security of frontier and border territory of the state, creates conditions for growth of quality of life of the population and effective functioning of state bodies.
From the moment of independence acquisition, the Kyrgyz Republic had no the reasonable basic strategic documents determining the directions of development of forces responsible for ensuring boundary safety.
Strategy of KUGG is developed for the purpose of cardinal reorganization of all system of ensuring boundary safety in the changed external and internal conditions of activity of the state and Central Asian region, it is basis for planning and coordination of specific actions of reorganization and development of system of boundary safety of the state and is used in case of development (refining) of concepts and development strategies of the relevant ministries and departments. The executive document of Strategy is the Action plan on realization of National strategy of creation and implementation of system of integrated management of frontier of the Kyrgyz Republic for the period till 2022 (further - the Action plan KUGG).
The strategy of KUGG is the main document determining the directions of development of the bodies responsible for ensuring boundary safety, training, development of boundary infrastructure, material equipping, and also creation of measures for functioning of all system of integrated management of frontier.

- observance by the established legislation of procedure and rules of implementation of all types of activity;
- elimination of economic, political, demographic, ecological and information interventions;
- neutralization of military threat through frontier.
Proceeding from the major national interests, also the main threats of boundary safety of Kyrgyzstan are determined:
- incompleteness of international legal registration of frontier;
- activities of the international narcocrime in the Central Asian region;
- expansion of scales of the international terrorism and religious extremism;
- aggravation of hydro-electric problems in the region;
- decrease in educational and cultural potential of the population;
