About the Ministry of emergency situations of the Kyrgyz Republic

1. Approve:

- Regulations on the Ministry of emergency situations of the Kyrgyz Republic according to appendix 1;

- the scheme of management of the Ministry of emergency situations of the Kyrgyz Republic according to appendix 2.

2. Recognize invalid:

- Item 1 of the resolution of Provisional Government of the Kyrgyz Republic "About approval of the Charter of the state company "Spaspromservice" under the Ministry of emergency situations of the Kyrgyz Republic" of June 16, 2010 No. 91;

- Item 3 of the order of the Government of the Kyrgyz Republic "About the Center of preparation and retraining of specialists of Civil protection under the Ministry of emergency situations of the Kyrgyz Republic" of February 9, 2011 No. 35.

3. This resolution becomes effective from the date of official publication.

Regulations on the Ministry of emergency situations of the Kyrgyz Republic

1. General provisions

1. The ministry of emergency situations of the Kyrgyz Republic (further - the Ministry) is the authorized state body of the executive authority of the Kyrgyz Republic performing single state policy in the field of Civil protection, fire, radiation safety, safety of people on water objects and hydrometeorology.

2. In the activities the Ministry is guided by the Constitution of the Kyrgyz Republic, the laws and other regulatory legal acts of the Kyrgyz Republic, international treaties which came in accordance with the established procedure into force which participant is the Kyrgyz Republic, and also this Provision.

1) Functions of industry policy:

- develops and realizes single state policy in the field of Civil protection, fire, radiation safety, safety of people on water objects and hydrometeorology;

- performs according to the decision of the Government of the Kyrgyz Republic of measure for the organization and conducting Civil protection;

- will organize development of regulatory legal acts in the field of Civil protection, fire, radiation safety, safety of people on water objects and hydrometeorology;

- performs international cooperation in the field of Civil protection, fire, radiation safety, safety of people on water objects and hydrometeorology, implements and provides accomplishment of the international treaties and agreements which came in accordance with the established procedure into force which participant is the Kyrgyz Republic;

- performs package of measures for safe content of the preserved tailings dams, mountain dumps and radioactive waste which are under authority of the Ministry;

- will organize development and implementation of concepts, strategy, target programs in the field of Civil protection.
