1. Approve the enclosed Instruction about procedure for registration of the international commodity-transport superimposed CMR.
2. Determine that the forms of the international commodity-transport superimposed CMR made before entry into force of this resolution are valid before their complete use.
3. Recognize invalid:
the resolution of the Ministry of Transport and Communications of the Republic of Belarus of June 24, 2004 No. 23 "About approval of the form of the international commodity-transport superimposed CMR and the instruction for its filling" (The national register of legal acts of the Republic of Belarus, 2004, No. 141, 8/11404);
the resolution of the Ministry of Transport and Communications of the Republic of Belarus of October 20, 2004 No. 41 "About entering of amendment into the resolution of the Ministry of Transport and Communications of the Republic of Belarus of June 24, 2004 No. 23" (The national register of legal acts of the Republic of Belarus, 2004, No. 173, 8/11630).
4. This resolution becomes effective after its official publication.

1. This Instruction determines procedure for registration of the international tovarnotransportny superimposed CMR (further - CMR delivery note) by form according to appendix to this Instruction when implementing the international motor transportation of loads beginning with the territory of the Republic of Belarus.
In case of departure of load from the territory of other states Cmrnakladnaya in form according to appendix to this Instruction can be applied.
The CMR delivery note constituted according to the Convention on the Contract for the International Carriage of Goods by Road (KDPG) accepted in Geneva on May 19, 1956 confirms the conclusion of the agreement of the international motor transportation of load.
2. The CMR delivery note represents the form consisting of six and more pages.
Details of the form of CMR delivery note are given in the Russian and German languages.
Filling of necessary data in CMR delivery note is made by authorized persons. In CMR delivery note it is allowed to enter the additional information which is not provided by this Instruction.
3. The number of the pages of CMR delivery note having signs and seals (stamps) of the sender, the signature of the representative of carrier (the driver, the freight forwarder) shall be sufficient for implementation of the international motor transportation of loads. Pages of CMR delivery note intend for the sender, the receiver, carrier, the freight forwarder, customs and other authorities.
One page of CMR delivery note remains at the sender, the others accompany load.
One page of CMR delivery note is transferred by the driver (freight forwarder) to the consignee.
Two pages with signs and seals (stamps) of the sender and consignee remain with carrier for settlings with the customer - the payer of transportation (it is applied to the carriage bill) and accounting of the rendered transport services.
When making customs transactions at least three pages of CMR delivery note certified by signs and seals (stamps) of the shipper and signatures of the representative of carrier (the driver, the freight forwarder) are transferred to customs authorities.
In transit loads to several receivers the CMR delivery note is filled on each consignee.
If the load which is subject to transportation to one receiver shall be submerged on several vehicles (structures of vehicles), Cmrnakladnaya is drawn up on load for each vehicle (structure of vehicles).
4. The procedure for registration of marks about arrival time and departure of cars from loading points and unloading in the territory of the Republic of Belarus in transit of loads in the international message is established by the Rules of motor transportations of loads approved by the resolution of Council of Ministers of the Republic of Belarus of June 30, 2008 No. 970 (The national register of legal acts of the Republic of Belarus, 2008, No. 173, 5/27990).
5. In case of need in the column of the 20th CMR delivery note the following data can be specified:
payments which the sender shall perform;
the amount, payable in case of delivery of load;
instructions of the sender to carrier concerning cargo insurance;
agreed time frame during which it shall be transported.
Agreement parties of transportation can introduce any other data which will be acknowledged as them necessary in the column of the 20th CMR delivery note.
When unloading load in places of temporary storage of goods for implementation of the declared customs procedure or for making of other actions the representative of warehouse of temporary storage specifies in column 20 of the CMR-delivery note the date of receipt of load, arrival time of the car under unloading and departure after its termination in hours and minutes. The responsible person of warehouse of temporary storage appends the signature (with disaggregation) and seal (stamp), and also specifies number and date of the warehouse document confirming acceptance of goods on storage.
6. Column 1-15, 21, the 22nd CMR delivery note are filled with the shipper.
