1. Approve the enclosed Rules of application of special customs procedure concerning the foreign goods imported into the Russian Federation intended for the organization and holding the XXII Olympic winter Games and the XI Paralympic Winter Games of 2014 in Sochi.

2. Represent to autonomous nonprofit organization "Organizing Committee of the XXII Olympic Winter Games and the XI Paralympic Winter Games of 2014 in Sochi" to the Federal Customs Service the list of the international sports federations, international Paralympic sports federations, National Olympic Committees and national Paralympic committees of the State Parties of the XXII Olympic winter Games and the XI Paralympic Winter Games of 2014 in Sochi and other organizations according to appendix to the Rules approved by this resolution.

3. Recognize invalid:

the order of the Government of the Russian Federation of December 21, 2009 N 1041 "About the goods exempted from customs duty payment moved through customs border of the Russian Federation for their use for the purpose of holding the XXII Olympic winter Games and the XI Paralympic Winter Games of 2014 in Sochi" (The Russian Federation Code, 2009, N 52, the Art. 6571);

Rules of application of special customs procedure concerning the foreign goods imported into the Russian Federation intended for the organization and holding the XXII Olympic winter Games and the XI Paralympic Winter Games of 2014 in Sochi

I. General provisions

1. These rules determine conditions of the room of the foreign goods imported into the Russian Federation intended for the organization and holding the XXII Olympic winter Games and the XI Paralympic Winter Games of 2014 in Sochi (further - the Olympic and Paralympic Games), under special customs procedure, the requirements of special customs procedure including methods and procedure for completion of action of special customs procedure, origin and the termination of obligation on payment of customs duties, taxes concerning the goods placed (placed) under special customs procedure, procedure for recognition of the goods placed under special customs procedure, not being under customs control, and also restrictions for use and the order with the goods placed under special customs procedure.

The foreign goods imported into the Russian Federation intended for the organization and holding the Olympic and Paralympic Games are located under special customs procedure without payment of customs duties, taxes, without application of measures of non-tariff regulation according to the procedure, stipulated in Item the 9th the list of types of goods concerning which special customs procedure and conditions of the goods placement under such customs procedure approved by the Decision of the Commission of the Customs union of May 20, 2010 N 329 can be established (further - the list of types of goods concerning which special customs procedure can be established), and these rules.

3. The foreign goods imported into the Russian Federation intended for the organization and holding the Olympic and Paralympic Games do not acquire the status of goods of the Customs union in case of their room under special customs procedure.

II. Goods placement conditions under special customs procedure

4. Special customs procedure is applied to the foreign goods imported into the Russian Federation intended for the organization and holding the Olympic and Paralympic Games including holding the actions provided by the list approved by the order of the Government of the Russian Federation of October 23, 2010 N 1841-p (further - test actions), in case of their first room under customs procedure after crossing of customs border of the Customs union, except for customs procedure of customs transit, temporary import (admission), customs warehouse, other special customs procedure.

5. Under special customs procedure the goods specified in paragraphs three, the fourth and ninth Item 9 of the list of types of goods concerning which special customs procedure can be established are not located.

6. As the customs applicant of the goods placed under special customs procedure persons according to appendix which according to article 186 of the Customs Code of the Customs Union are competent to act as the customs applicant act.

7. The goods included in the Section 2.14 "The Medicines and Pharmaceutical Substances Limited to Movement through Customs Border of the Customs Union when Importing" of the Single inventory to which prohibitions or import restrictions or export by state members of the Customs union within the Eurasian economic community in trade with the third countries approved by the Decision of the Commission of the Customs union of November 27, 2009 N 132 are applied (further - the Single list) are located under special customs procedure by persons specified in Item 2 appendices to these rules and also the athletes, representatives of teams and medical personnel of teams specified in appendix Item 6.
