1. Approve enclosed:

1) Rules of use of target current transfers from the republican budget of 2012 regional budgets, budgets of the cities of Astana and Almaty on seed farming support;

2) standard rates of the budget subsidies for laying of matochnik of long-term plantings of fruit and berry cultures and grapes for 2012;

3) standard rates of the budget subsidies for 1 ton of elite seeds of agricultural plants for 2012.

2. This resolution becomes effective since January 1, 2012 and is subject to official publication.

Rules of use of target current transfers from the republican budget of 2012 regional budgets, budgets of the cities of Astana and Almaty on seed farming support

1. General provisions

1. These rules of use of target current transfers from the republican budget of 2012 regional budgets, budgets of the cities of Astana and Almaty on seed farming support (further - Rules) determine procedure for use of funds for development of seed farming of agricultural plants (further - the budget subsidies) taking into account the priority directions of development of crop production for the account and within the means provided by the Law of the Republic of Kazakhstan of November 24, 2011 "About the republican budget for 2012-2014" to the Ministry of Agriculture of the Republic of Kazakhstan (daleeministerstvo) in the form of target current transfers to regional budgets, budgets of the cities of Astana and Almaty for the budget program 082 "Target current transfers to regional budgets, budgets of the cities of Astana and Almaty on seed farming support".

2. The ministry makes transfer of target current transfers to regional budgets, budgets of the cities of Astana and Almaty according to individual funding plan of the budget program for payments (further - individual funding plan on payments) and agreements on results on target transfers between akims of areas, the cities of Astana and Almaty and the Minister of Agriculture of the Republic of Kazakhstan.

3. The budget subsidies intend for:

1) full recovery of costs of producers of original seeds (further - originator) on laying of matochnik of long-term plantings of fruit and berry cultures and grapes and servicing of work in progress of the pledged matochnik of long-term plantings of fruit and berry cultures and grapes;

2) partial cost recovery of seed-growing farms (further - semkhoza) and consumers of seeds for actually acquired elite seeds of agricultural plants (including the seeds imported from other areas of the republic according to the legislation of the Republic of Kazakhstan in the field of seed farming) except seeds of corn, sunflower, rice, sugar beet, cotton. If semkhoz is at the same time elite and seed-growing economy (further - elitsemkhoz) and for production of seeds of the first reproduction uses self-produced elite seeds, partial cost recovery is made to semkhoz taking into account scientifically based requirement of elite seeds for providing planned production volume of seeds of the first reproduction;

3) the partial reduction in cost of cost of elite seeds of corn, sunflower, rice, sugar beet, cotton and saplings of fruit crops and grapes (further - elite saplings) realized to domestic agricultural producers. In case of partial reduction in cost of cost of elite seeds of cotton the size of subsidies for 1 ton is established depending on technology of side job of seeds (mechanical and/or chemical method of stripping).

4. The budget subsidies specified in the subitem 1) of Item 3 of these rules are paid to the certified originator for actually executed actions for laying of matochnik of long-term plantings of fruit and berry cultures and grapes and servicing of work in progress of the pledged matochnik of long-term plantings of fruit and berry cultures and grapes.

5. The area of laying of matochnik of long-term plantings of fruit and berry cultures and grapes and servicing of work in progress of the pledged matochnik of long-term plantings of fruit and berry cultures and grapes for each originator is established by the Ministry taking into account requests of local executive bodies of areas, the cities of Astana and Almaty in the field of agricultural industry (further - local executive body of area) according to scientifically based regulations of need for stocks on the area of long-term plantings.

6. The budget subsidies specified in the subitem 2) of Item 3 of these rules are paid to the certified semkhoza and consumers of seeds for the amounts of elite seeds of the grades allowed to use in the Republic of Kazakhstan which are actually acquired on market value in the limits set by the Ministry of quotas of each type of seeds for each area, the cities of Astana and Almaty.

7. The budget subsidies specified in the subitem 3) of Item 3 of these rules are paid to the certified elitsemkhoza for the amounts of elite seeds of corn, sunflower, rice, sugar beet and saplings of the grades allowed to use in the Republic of Kazakhstan which are actually realized to domestic agricultural producers at the reduced the price cost in the limits set by the Ministry of quotas of each type of seeds and saplings for each area, the cities of Astana and Almaty.

The budget subsidies, are paid for the amounts of elite seeds of cotton which are actually realized to domestic agricultural producers at the reduced the price cost to the certified elitsemkhoza and offtakers of seeds.

Elitsemkhoza and offtakers realize elite seeds of corn, sunflower, rice, sugar beet, cotton and saplings to domestic agricultural producers at the prices which are not exceeding the marginal prices established by the order of the Ministry.

8. Quotas for each semkhoz and the consumer of seeds by each type of elite seeds, for each elitsemkhoz and the offtaker of seeds by each type of elite seeds of corn, sunflower, rice, sugar beet, cotton and saplings are established by local executive bodies of areas in accordance with the established procedure.
