For the purpose of ensuring social protection of employees, federal government civil servants and employees of the investigating bodies of the Investigative Committee of the Russian Federation performing office activities in the territory of North Caucasus region of the Russian Federation, and members of their families I decide:

1. Pay to employees, federal government civil servants and employees of the investigating bodies of the Investigative Committee of the Russian Federation located in the territories of the Republic of Dagestan, Republic of Ingushetia, Kabardino-Balkar Republic, Karachay-Cherkess Republic, Republic of North Ossetia-Alania and Chechen Republic (further - the staff of the investigating bodies located in the territory of North Caucasus region), and also to employees, federal government civil servants and employees of investigating bodies of the Investigative Committee of the Russian Federation, directed (sent) for accomplishment of tasks on law enforcement and law and order in the territories of the specified subjects of the Russian Federation (further - the staff of investigating bodies directed for accomplishment of tasks in the territory of North Caucasus region), taking into account time of their actual accomplishment, official pay rates (salaries) and surcharges for special rank (salaries for the class rank) with increase for 50 percent.

Estimate and pay lump sum payments, insurance sums and pensions proceeding from official pay rates (salaries) and surcharges for special rank (salaries for the class rank) without their increase provided by this Item.

2. Set off to the employees (except for federal government civil servants and workers) the investigating bodies located in the territory of North Caucasus region and to the employees (except for federal government civil servants and workers) investigating bodies directed for accomplishment of tasks in the territory of North Caucasus region in length of service for award of pension:

a) one month of service or one month of the actual accomplishment of tasks on law enforcement and law and order - in one and a half months;

b) time of continuous stay on treatment in medical institutions in connection with the wound, contusion, mutilation or disease got on duty - at the rate of one month of service in one and a half months.

3. Keep to the staff of investigating bodies directed for accomplishment of tasks in the territory of North Caucasus region from the region of the Far North equated to them areas and other areas with severe and adverse climatic conditions, payment of district coefficients and percentage allowances for service (work) in these areas and areas.

Not to apply the specified coefficients and percentage allowances to daily allowance, the stipulated in Item 4 presents of the Decree.

4. Pay to the staff of investigating bodies directed for accomplishment of tasks in the territory of North Caucasus region, daily allowance in 3-fold extent of the established regulation.

5. Provide children of the died (dead) or missing persons or the service duties of staff of the investigating bodies located in the territory of North Caucasus region which became disabled people in connection with execution and the staff of the investigating bodies directed for accomplishment of tasks in the territory of North Caucasus region in extraordinary procedure with places in the preschool educational organizations.

6. To the Investigative Committee of the Russian Federation:

a) provide in extraordinary procedure the families of the died (dead) or missing persons needing improvement of housing conditions in connection with execution of service duties of staff of the investigating bodies located in the territory of North Caucasus region and the staff of the investigating bodies directed for accomplishment of tasks in the territory of North Caucasus region, premises on the regulations established by the legislation of the Russian Federation;

b) pay to children of the died (dead) or missing persons in connection with execution of service duties of staff of the investigating bodies located in the territory of North Caucasus region and the staff of the investigating bodies directed for accomplishment of tasks in the territory of North Caucasus region before achievement of 18 years by these children of age (to the children who became disabled people before achievement of age of 18 years - irrespective of age), and to the children studying in in the educational organizations for full-time courses - before the end of training, but no more than before achievement of age of 23 years by them, monthly allowance in the amount of: 1500 rubles - from January 15 to June 16, 2011; 1597, the 5th ruble - since June 17, 2011. The benefit is indexed in the amount of and terms which are provided by the Federal Law on the federal budget for the corresponding year and planning period, proceeding from established by the specified Federal Law of the forecast rate of inflation;

c) to annually provide to children of the died (dead) or missing persons or the service duties of staff of the investigating bodies located in the territory of North Caucasus region which became disabled people in connection with execution, and the staff of the investigating bodies directed for accomplishment of tasks in the territory of North Caucasus region, aged from six years six months (or not reached the specified age, but enlisted in the general education organizations for training in programs of the primary general education) up to 15 years inclusive on a grant basis permits in the organization of rest and improvement of children in the territory of the Russian Federation. In case of failure to provide permits to pay compensation in the amount of 16 870 rubles. Compensation is indexed in the amount of and terms which are provided by the Federal Law on the federal budget for the corresponding year and planning period, proceeding from established by the specified Federal Law of the forecast rate of inflation;

d) to annually provide to the needing spouses and parents of the died (dead) or missing persons in connection with execution of service duties of staff of the investigating bodies located in the territory of North Caucasus region and the staff of the investigating bodies sent for accomplishment of tasks in the territory of North Caucasus region, on a grant basis permits to sanatorium and improving organizations in the territory of the Russian Federation;

e) pay journey of family members (no more than three people) of the died (dead) in connection with execution of service duties of the employee of the investigating bodies located in the territory of North Caucasus region and the employee of investigating bodies directed for accomplishment of tasks in the territory of North Caucasus region to the place of his burial and back within the regulations provided in case of official journeys;
