Based on subitems 7.1 and 7.3 of Item 7 of the Regulations on navigation activities approved by the Presidential decree of the Republic of Belarus of June 21, 2011 No. 260, Council of Ministers of the Republic of Belarus DECIDES:

1. 1. Approve:

The regulations on powers of state bodies and the organizations in the field of creation, development and use of navigation resources (are applied);

The regulations on procedure for equipment (are applied) by navigation aids of objects of navigation activities.

2. To the republican state bodies and other state organizations subordinated to the Government of the Republic of Belarus, regional executive committees and the Minsk Gorispolkom to bring the regulatory legal acts into accord with this resolution and to take other measures for its realization.

3. This resolution becomes effective from the date of its acceptance.

Regulations on powers of state bodies and the organizations in the field of creation, development and use of navigation resources

1. This Provision determines powers of the republican state bodies and other state organizations subordinated to the Government of the Republic of Belarus, regional executive committees, Minsk Gorispolkom (further - state bodies and other organizations) in the field of creation, development and use of navigation resources for the benefit of ensuring defense and safety of the state, social and economic development of the Republic of Belarus, expansion of international cooperation, and also in the scientific purposes.

2. In this Provision terms are applied in the values determined in Regulations on navigation activities and the Concept of creation of the Single system of navigation and time providing the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of July 4, 2011 No. 902.

3. The Ministry of Foreign Affairs assists in the organization of international cooperation in the field of creation, development, use of navigation systems and technologies, participates in preparation of the corresponding drafts of international treaties of the Republic of Belarus.

4. Ministry of Defence:

4.1. coordinates work on creation, development and use of regional system of navigation and time providing Armed Forces, other troops, military forming and paramilitary organizations, navigation aids for the benefit of ensuring defense and safety of the Republic of Belarus;

4.2. together with the State military-industrial committee coordinates the work specified in subitem 4.1 of this Item for the benefit of other consumers of services in the field of navigation activities;

4.3. for the benefit of ensuring defense and safety of the Republic of Belarus:

together with the interested state bodies and other organizations realizes state policy in the field of navigation activities;

together with the State committee on property will organize creation and updating of the state navigational charts in digital format of different scales;

will organize carrying out and implementation of results of research and development in the field of development of navigation aids and navigation technologies;

4.4. carries out monitoring of parameters, provides the set characteristics of the navigation field created by regional system of navigation and time providing Armed Forces, other troops, military forming and paramilitary organizations and data traffic with navigation information center of the network operator in the field of navigation activities;

4.5. together with the State military-industrial committee develops and realizes the state (interstate) programs and separate projects in the field of navigation activities, including for the benefit of military and technical cooperation with foreign states, regarding actions for ensuring defense and safety of the Republic of Belarus;

4.6. together with the State committee on standardization and the State military-industrial committee performs creation and development of subsystem of metrological support of the Single system of navigation and time providing the Republic of Belarus (further - the EU NVO).

5. Industry ministry:

5.1. together with the interested state bodies and other organizations realizes state policy in the field of navigation activities for production organization, serial release of navigation aids;

5.2. concerning development, production organization and serial release of navigation aids:

directs activities of the subordinate (subordinated) organizations;

interacts with the organizations (including international).

6. Ministry of Transport and Communications:

6.1. together with the interested state bodies and other organizations realizes state policy in the field of navigation activities for use of navigation resources for the benefit of navigation and time providing objects of navigation activities of the Republic of Belarus;

6.2. for the benefit of development of transport:

directs activities of the subordinate (subordinated) organizations for development and deployment of consumer subsystems of the EU of NVO and navigation aids;

will organize carrying out and implementation of results of research and development on development of navigation aids and navigation technologies;

together with the interested state bodies and other organizations performs project development of regulatory legal acts and other legal acts for the purpose of implementation and use of navigation technologies;

6.3. interacts with the organizations (including international) concerning use of navigation technologies in the field of transport;

6.4. provides creation and updating of aeronautical charts in digital format of different scales for the benefit of safety-of-life function in airspace of the Republic of Belarus.

7. State military-industrial committee:

coordinates work on creation, development and use of the EU as NVO;

together with the interested state bodies and other organizations performs project development of regulatory legal acts and other legal acts in the field of navigation activities;

together with the interested state bodies and other organizations enables development and the realization of the state (interstate) programs and separate projects in the field of navigation activities and implementation of their results for the benefit of social and economic development, defense and safety of the state;

coordinates international cooperation of state bodies and other organizations in the field of navigation activities;

creates conditions for implementation and development of navigation technologies of the EU to NVO for the benefit of social and economic development, defense and safety of the Republic of Belarus, and also in the scientific purposes;
