About prevention of iodine-deficiency diseases

Chapter 1. General provisions

Article 1. The basic concepts used in this Law

In this Law the following basic concepts are used:

1) food salt - the salt intended for the food purposes;

2) authorized body in the field of health care (further - authorized body) - the central executive body performing state regulation in the field of protection of public health, medical and pharmaceutical science, medical and pharmaceutical education, drug circulation, control of quality of medical services;

3) counterfeited salt - salt, obviously and intentionally changed (counterfeited) and (or) having the hidden properties and qualities, information on which is obviously doubtful or incomplete;

4) fodder salt - the salt used in livestock production as mineral additive in food by animal;

5) iodine-deficiency diseases - the pathological condition of organism caused by dysfunction of thyroid gland, connected with insufficient intake of iodine in organism;

6) prevention of iodine-deficiency diseases - system of the actions directed to the prevention of iodine-deficiency diseases;

7) not iodinated salt - the salt which is not enriched with compounds of iodine;

8) salt iodination - salt enrichment production process by compounds of iodine;

8-1) authorized body in the sphere of sanitary and epidemiologic wellbeing of the population - the state body performing management in the sphere of sanitary and epidemiologic wellbeing of the population.

Article 2. Legislation of the Republic of Kazakhstan on prevention of iodine-deficiency diseases

1. The legislation of the Republic of Kazakhstan on prevention of iodine-deficiency diseases is based on the Constitution of the Republic of Kazakhstan and consists of this Law and other regulatory legal acts of the Republic of Kazakhstan.

2. If the international treaty ratified by the Republic of Kazakhstan establishes other rules, than those which contain in this Law then are applied rules of the international treaty.

Article 3. Purposes and tasks of this Law

The purposes and tasks of this Law are:

1) protection of health of the population;

2) holding the approved actions for prevention of iodine-deficiency diseases in the territory of the Republic of Kazakhstan;

3) state regulation in the field of prevention of iodine-deficiency diseases;

4) development of production and realization of the foodstuff enriched with compounds of iodine.

Chapter 2. State regulation in the field of prevention of iodine-deficiency diseases

Article 4.

It is excluded according to the Law of the Republic of Kazakhstan of 29.12.2014 No. 269-V ZRK

Article 5. Competence of the Government of the Republic of Kazakhstan in prevention of iodine-deficiency diseases

Government of the Republic of Kazakhstan:

1) develops the main directions of state policy in the field of prevention of iodine-deficiency diseases;

2) the subitem 2) of Article 5 is excluded according to the Law of the Republic of Kazakhstan of 03.07.2013 No. 124-V ZRK

3) performs management of activities of the central and local executive bodies concerning iodination of salt and prevention of iodine-deficiency diseases;

4) performs other functions according to the laws and acts of the President of the Republic of Kazakhstan in the field of prevention of iodine-deficiency diseases.

Article 6. Competence of authorized body

Authorized body within the competence:

1) pursues single state policy in the field of prevention of iodine-deficiency diseases;

2) is approved by the list of iodine-deficiency diseases;

3) participates in work of the international organizations for implementation of the international projects and programs for prevention of iodine-deficiency diseases;

4) performs other powers provided by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

Article 6-1. Competence of authorized body of the sphere of sanitary and epidemiologic wellbeing of the population

Authorized body in the sphere of sanitary and epidemiologic wellbeing of the population:

1) exercises the state control and supervision of fulfillment of requirements of the legislation of the Republic of Kazakhstan on prevention of iodine-deficiency diseases;

2) is approved by the list of separate types of food products in which production not iodinated salt is used;

3) establishes sanitary and epidemiologic requirements for iodination of salt and other foodstuff enriched with compounds of iodine;
