About formation of the National commission on fight against drugs

Based on article 22 of the Law No. 64-XII of May 31, 1990 on the Government, for the purpose of accomplishment of National strategy for fight against drugs for 2011-2018 and the national plans of action for fight against drugs approved by the Order of the Government No. 1208 of December 27, 2010 and also accomplishment of obligations assumed by the Republic of Moldova on fight against illicit trafficking and consumption of drugs, the Government DECIDES:

1. Create the National commission on fight against drugs.

2. Approve:

structure of the National commission on fight against drugs according to appendix No. 1;

Regulations on the National commission on fight against drugs according to appendix No. 2;

structure of Executive committee of the National commission on fight against drugs according to appendix No. 3;

Regulations on Executive committee of the National commission on fight against drugs according to appendix No. 4

3. Determine that in case of release of members of the National commission from the held public positions of their function as a part of the commission persons who are again appointed to the corresponding positions without edition of the new order of the Government will carry out.

4. In the Order of the Government No. 1208 of December 27, 2010. "About approval of National strategy for fight against drugs for 2011-2018" (2011, Art. No. 1-4, 1) the words "National Committee on Fight against Drugs" shall be replaced with words the official monitor of the Republic of Moldova "The national commission on fight against drugs", and in case of the reference to the reduced name shall be replaced with words the word "Committee" "The national commission".

5. To impose control over the implementation of this Resolution on the National commission on fight against drugs.

Regulations on the National commission on fight against drugs

I. General provisions

1. The national commission on fight against drugs (further - the National commission) is the interdepartmental body created for the purpose of carrying out policy of the state in the field of drug trafficking, psychotropic substances and precursors.

2. In the activities the National commission is guided by the current legislation, international treaties and conventions which party the Republic of Moldova is, and also this Provision.

2-1. In case of reorganization or dissolution of the subjects provided in appendix No. 1, their place in the National commission, if necessary, the legal successor takes.

II. Obligations of the National commission

3. National commission:

a) implements the requirements provided by international conventions of the United Nations: Single convention on drugs (1961,г.), Convention on psychotropic substances (1971,г.) and the Convention against illicit trafficking in drugs and psychotropic substances (1988) which the Republic of Moldova joined the Resolution of Parliament No. 252-XIII of November 2, 1994;

b) creates platform for permanent communication with the bodies of the central and local public authority, the organizations promoting implementation of policy in the field of drugs for the purpose of accomplishment of the actions provided in the national plans of action for fight against drugs approved by the Resolution the Order of the Government No. 233/2020;

c) develops offers on enhancement of the legislation in the field of fight against drugs;

d) provides coordination between specialized agencies and non-profit organizations of the actions directed to decrease in demand and offers for drugs, implementation and implementation of the measures provided in the national plans of action for fight against drugs approved by the Order of the Government No. 233/2020;
