1. Approve the enclosed Standard Regulations of Admission to training in the organizations of education realizing educational programs of postsecondary education.

2. This resolution becomes effective after ten calendar days from the date of the first official publication.

Standard Regulations of Admission to training in the organizations of education realizing educational programs of postsecondary education

1. General provisions

1. These Standard Regulations of Admission to training in the organizations of education realizing educational programs of postsecondary education (further - Rules) establish procedure for acceptance on training in the organizations of education realizing educational programs of postsecondary education (further - the organizations of education) according to the Law of the Republic of Kazakhstan of July 27, 2007 "About education" (further - the Law).

2. In the organization of education the citizens of the Republic of Kazakhstan, foreign citizens and stateless persons having general average (average general), technical and professional (initial professional and average professional), postaverage, the highest (the highest professional) education are accepted.

3. In case of revenues to training the acceptance quota for persons determined by Item 8 of article 26 of the Law is provided in the organizations of education.

4. In the organizations of education for reception of applications of persons on training, carrying out admission examinations and transfer in the list of students by heads of the organization of education create selection committee which begins the work no later than June 1.

5. Questions of the organization of work of selection committees of the organization of education for acceptance of persons with departure to regions decides on training in coordination with authorized body of the respective sphere.

6. Information on results of transfer is brought to the attention arriving on full-time courses till August 30, on evening and correspondence forms of education - till September 30, selection committees by placement at information stands or on the Internet resources of the organization of education.

7. Reception of applications of persons on training in the organization of education is performed on full-time courses - from June 20 to August 20, on evening and extramural studies - from June 20 to September 20. Admission examinations on full-time courses are carried out - from August 1 to August 28, on evening and correspondence forms of education - from August 1 to September 25.

8. On training in the organizations of education arriving enclose the original of the education document, the medical certificate to the application for admission in form No. 086-U with appendix of flyurosnimk (for disabled people, and the II group and disabled people since the childhood - the conclusion of medico-social examination) and 4 photographs of 3 x 4 in size.

Identity documents of arriving, are shown personally, parents or legal representatives.

Foreigners and persons without citizenship submit the document determining them the status with mark about registration in the place of residence:

1) the foreigner - the residence permit of the foreigner in the Republic of Kazakhstan;

2) the stateless person - the certificate of the stateless person;

3) the refugee - the certificate of the refugee;

4) person who is looking for shelter - the certificate of person who is looking for shelter;

5) the oralman - the certificate of the oralman.

Persons which provided the certificate of complex testing (the graduates of last years participating in complex testing in the current year for receipt in higher educational institutions) or the certificate on results of ENT (the graduates of the current year participating in single national testing) are exempted from admission examinations and are allowed to tender according to the conditions specified in Item 14 of these rules.

9. Admission examinations for arriving on training, having:

1) general secondary education about three objects (Kazakh or Russian, history of Kazakhstan and subject of specialty profile) are carried out;

2) the technical and professional, postsecondary, higher education which is not corresponding to specialty profile are carried out in profile subject of specialty;

3) the technical and professional, postsecondary, higher education corresponding to specialty profile are carried out in the form of interview.

The list of general education objects of profile of specialties of postsecondary education is determined according to appendix to these rules.

10. Forms of admission examinations for persons having the general secondary education and also for persons having technical and professional, postsecondary, higher education in case of revenues to related specialties with the reduced training term - testing or examinations in objects, are established by the organization of education.

Admission examinations are carried out to the organizations of education in the Kazakh or Russian languages according to statements of arriving.

11. When carrying out admission examinations:

1) in the form of testing quantity of test tasks (questions) in each subject - 25; the correct answer to each test task is estimated by 1 point; for testing in three objects 2 hours 15 minutes, and in two objects - are allotted 1 hour 30 minutes; codes of the correct answers are hung out right after the end of testing; results of testing appear in day of its carrying out;
