About approval of Rules of implementation of monitoring of implementation of the state social order

1. Approve the enclosed Rules of implementation of monitoring of implementation of the state social order.

2. This resolution becomes effective after ten calendar days after the first official publication.

Rules of implementation of monitoring of implementation of the state social order

1. General provisions

1. These rules of implementation of monitoring of implementation of the state social order (further - Rules) are developed according to the subitem 2) of article 4 of the Law of the Republic of Kazakhstan of April 12, 2005 "About the state social order" and determine procedure authorized body of monitoring of activities of state bodies for implementation of the state social order.

2. Monitoring is performed by authorized body for the purpose of acceptance of timely and operational measures on ensuring effective implementation of socially important projects within the state social order.

2. Procedure of monitoring of implementation of the state social order

3. Carrying out monitoring of implementation of the state social order by authorized body is performed step by step and includes:

1) data collection;

2) data processing;

3) data analysis.

4. Monitoring of implementation of the state social order by authorized body is carried out once a half-year on the following indicators:

1) influence of the social programs and social projects realized according to the state social order on achievement of the strategic objectives and tasks of state policy determined by the Strategy of development for Kazakhstan till 2030, annual President's letters of the Republic of Kazakhstan to the people of Kazakhstan, other strategic documents;

2) influence of the social programs and social projects realized according to the state social order on achievement of tasks of the strategic plan of state body;

3) completeness of scope of target audience within the programs, projects realized according to the state social order;

4) the level of interest and satisfaction of needs of target audience as a result of implementation of the state social order by state body;

5) amount of the budgetary funds spent for accomplishment of programs, projects within the state social order;

6) the qualification level of service providers on implementation of the state social order.

5. State bodies provide in authorized body information on achievement of the indicators specified in item 4 of these rules by July 25 and on December 25 annually.

6. The authorized body collects, processes, analyzes information provided by state bodies regarding compliance to the indicators specified in item 4 of these rules and submits the generalized data and recommendations about increase in efficiency of implementation of the state social order in the Government of the Republic of Kazakhstan by August 25 and on January 25 the accounting period.

7. State bodies are guided by the recommendations of authorized body developed as a result of monitoring according to these rules in case of work planning on implementation of the state social order for the next period.

8. By preparation of the summarized information on work condition in state bodies on implementation of the state social order the authorized body can along with information, provided by state bodies or arrived from state bodies, to use the information provided by non-governmental organizations and also results of social researches.
