1. Approve the enclosed Rules of use of target current transfers from the republican budget of 2012 by regional budgets, budgets of the cities of Astana and Almaty on holding antiepizootic actions.

2. This resolution becomes effective since January 1, 2012 and is subject to official publication.

Rules of use of target current transfers from the republican budget of 2012 regional budgets, budgets of the cities of Astana and Almaty on holding antiepizootic actions

1. General provisions

1. These rules of use of target current transfers from the republican budget of 2012 regional budgets, budgets of the cities of Astana and Almaty on holding antiepizootic actions (further - Rules) determine procedure for use of target current transfers from the republican budget regional budgets, budgets of the cities of Astana and Almaty on holding antiepizootic actions for the republican budget program 009 "Target current transfers to regional budgets, budgets of the cities of Astana and Almaty on holding antiepizootic actions" (further - target current transfers).

2. Target current transfers are directed to covering of the expenses connected with transportation, temporary storage and use of the veterinary medicines which were purchased on a centralized basis by the Ministry of Agriculture of the Republic of Kazakhstan (further - the Ministry) at the expense of means of the republican budget for the budget program 053 "Antiepizootic actions, liquidation of the centers of sharp and chronic infectious diseases of animals and birds" and provide implementation of purchase of services and goods on:

1) to transportation of veterinary medicines;

2) to temporary storage of veterinary medicines;

3) to use of veterinary medicines;

4) to acquisition of disposable system of vacuum blood sampling (vakuteyner).

3. Use of target current transfers is performed according to the budget legislation of the Republic of Kazakhstan and the legislation of the Republic of Kazakhstan on public procurements.

4. Target current transfers are allocated for the actions provided by the plan of veterinary actions for prevention and diagnosis of especially dangerous diseases of animals for 2012 (further - the Plan of veterinary actions) approved by the Ministry.

In case of incomplete development by any area, the cities of Astana, Almaty of allocated funds, the Ministry in the procedure established by the legislation makes the offer in the Government of the Republic of Kazakhstan on funds redistribution on holding antiepizootic actions for areas, cities of Astana and Almaty within the means provided in the republican budget for 2012 on implementation of the budget program.

As the organizer of tenders on public procurement of services in temporary storage of veterinary medicines and on use of veterinary medicines Deraptments of Agriculture of the cities of Astana and Almaty, departments of veterinary science of areas (the cities of regional value) act.

8. Transportation of veterinary medicines, is performed from the free warehouses located in the cities of Astana, Aktobe and Almaty.

9. Deraptments of Agriculture of areas perform distribution of veterinary medicines, disposable system of vacuum blood sampling (vakuteyner) between areas (the cities of regional value) according to the directions of use of target current transfers, according to the Plan of veterinary actions.

10. Deraptments of Agriculture of the cities of Astana and Almaty, departments of veterinary science of areas (the cities of regional value) perform distribution of veterinary medicines, disposable system of vacuum blood sampling (vakuteyner) between service providers on use of veterinary medicines of the corresponding administrative and territorial units according to the directions of use of the amounts of target current transfers, according to the Plan of veterinary actions.

11. In Deraptments of Agriculture of areas, cities of Astana and Almaty (daleeupravleniye), departments of veterinary science of areas (the cities of regional value) the commissions on assessment of the performed works are created (further - the Commission).

Working bodies of the Commission are departments of veterinary science of management, areas (the cities of regional value) (further - Department).

12. Service providers on transportation of veterinary medicines, on temporary storage of veterinary medicines, on use of veterinary medicines in process of performance of works monthly, according to the Plan of veterinary actions, but no later than December 15, 2012, submit the following documents to Department:

1) appraisal reports of the rendered services in form, according to appendix 1 to these rules;

2) acts of the rendered services, in form according to appendix 2 to these rules.

13. The department monthly in process of receipt of documents within five working days, but no later than December 20, 2012, checks the submitted documents specified in Item 12 of these rules. In case of their compliance to the requirements established by these rules submits collected documents for consideration and payment in management, departments of veterinary science of areas (the cities of regional value).
