About approval of the Instruction about procedure for carrying out classification of aeronautical personnel of the Ministry of Emergency Situations of Ukraine

1. Approve the Instruction about procedure for carrying out classification of aeronautical personnel of the Ministry of Emergency Situations of Ukraine (further - the Instruction) which is applied.

2. Repeal the order of the Ministry of Emergency Situations of 17.01.2005 No. 29 "About enforcement of the Regulations on procedure for carrying out classification of aeronautical personnel of aircraft of the Ministry of Emergency Situations of Ukraine".

3. To aeronautical personnel of the Ministry of Emergency Situations of Ukraine to perform payment of the allowance for cool qualification according to the current legislation of Ukraine.

4. And aviation search and rescuing (Kushniruk M. B.) together with Legal support division (Povoroznik R. R.) in accordance with the established procedure to provide to aviation authority provision of this order on state registration in the Ministry of Justice of Ukraine.

5. To impose control over the implementation of this order on the deputy minister Booth V. P.

6. This order becomes effective from the date of its official publication.

The instruction about procedure for carrying out classification of aeronautical personnel of the Ministry of Emergency Situations of Ukraine

I. General provisions

1.1. This Instruction determines procedure for assignment, confirmation, lowering and deprivation of cool qualification, the requirement to aeronautical personnel, structure and obligations of the classification commission of aircraft of the Ministry of Emergency Situations of Ukraine.

1.1.1. For the purposes of this Instruction the following reducings are entered:

State unitary enterprise - control board flights;

KDP - command control office;

KP - control center;

UVP - Installation on accomplishment of flights in aircraft of the Armed Forces of Ukraine;

PMU - simple meteorological conditions;

PPLS - programs of training of flight personnel;

RTO - radio engineering providing;

SMU - close meteorological conditions;

TLF KV - voice short-wave radio communication;

TLF VHF - voice microwave radio communication;

TsDS - the central dispatching service.

1.2. Cool qualification is appropriated to aeronautical personnel of the Ministry of Emergency Situations of Ukraine by the order of the Ministry of Emergency Situations of Ukraine on representation of the chairman of the classification commission of aircraft of the Ministry of Emergency Situations of Ukraine.

1.3. Training level of aeronautical personnel which moves to assignment of cool qualification shall meet the requirements of this Instruction.

Requirements to training level of aeronautical personnel single both to the certified staff, and to employees of aircraft of the Ministry of Emergency Situations of Ukraine.

1.4. In aircraft of the Ministry of Emergency Situations of Ukraine faces of aeronautical personnel are subject to classification:

1.4.1. Members of crews of air vehicles (flight and lifting structure):

pilots (pilots);

navigators;

onboard engineers (engineers are operators, engineers, - instructors), onboard aviation technicians (technicians-operators, technicians-instructors), onboard mechanics (further - onboard engineers (technicians, mechanics));

air (onboard) radio operators.

1.4.2. Specialists state unitary enterprise.

1.5. Depending on the reached level and professional training cool qualification is entered:

1.5.1. For pilots (pilots):

pilot (pilot) of the third class;

pilot (pilot) of second class;

pilot (pilot) of first class.

1.5.2. For navigators:

navigator of the third class;

navigator of second class;

navigator of first class.

1.5.3. For onboard engineers (technicians, mechanics):

onboard engineer (technician, mechanic) of the third class;

onboard engineer (technician, mechanic) of second class;

onboard engineer (technician, mechanic) of first class.

1.5.4. For air (onboard) radio operators:

air (onboard) radio operator of the third class;

air (onboard) radio operator of second class;

air (onboard) radio operator of first class.

1.5.5. For specialists state unitary enterprise:

specialist of control board flights of the third class;

specialist of control board flights of second class;

specialist of control board flights of first class.

1.6. In case of assignment to the highest positions, and also in case of receipt in higher educational institutions of Ukraine on the specialty specialists who under equal conditions have the top cool skills have advantage.
