1. Approve the enclosed Regulations on licensing of activities for development and production of remedies of confidential information.

2. Recognize invalid:

Item of 20 changes which are made to acts of the Government of the Russian Federation concerning the state control (supervision), approved by the order of the Government of the Russian Federation of April 21, 2010 No. 268 (The Russian Federation Code, 2010, No. 19, the Art. 2316);

Item of 21 changes which are made to orders of the Government of the Russian Federation concerning the state fee, approved by the order of the Government of the Russian Federation of September 24, 2010 No. 749 (The Russian Federation Code, 2010, No. 40, the Art. 5076).

Regulations on licensing of activities for development and production of remedies of confidential information

1. This Provision determines procedure for licensing of the activities for development and production of remedies of the confidential information (which is not containing the data which are the state secret, but protected in accordance with the legislation of the Russian Federation), performed by legal entities and individual entrepreneurs.

Implementation of the activities specified in paragraph one of this Item, foreign legal entities is not allowed.

2. Licensing of activities for development and production of remedies of confidential information (further - the licensed type of activity) is performed by the Federal Service for Technical and Export Control, and regarding development and production of the remedies of confidential information established on objects of Administration of the President of the Russian Federation, Security Council of the Russian Federation, Federal Assembly of the Russian Federation, Government of the Russian Federation, the Constitutional Court of the Russian Federation and the Supreme Court of the Russian Federation - Federal Security Service of the Russian Federation (further - licensing authorities).

3. When implementing activities for development and production of remedies of confidential information the following work types and services are subject to licensing:

a) development of remedies of confidential information, including:

technical means of information security;

the protected technical means of information processing;

technical means of performance monitoring of measures of protection of information;

program (program and technical) means of information protection;

the protected program (program and technical) means of information processing;

program (program and technical) control facilities of security of information;

b) production of remedies of confidential information, including:

technical means of information security;

the protected technical means of information processing;

technical means of performance monitoring of measures of protection of information;

program (program and technical) means of information protection;

the protected program (program and technical) means of information processing;

program (program and technical) control facilities of security of information.
