Questions of the Commission of the state awards and heraldry

According to Item I decide 28 parts one of article 106 of the Constitution of Ukraine:

1. Approve:

1) the Regulations on the Commission of the state awards and heraldry (are applied);

2) Ceased to be valid according to the Presidential decree of Ukraine of 14.01.2015 No. 12/2015

2. Recognize invalid:

The presidential decree of Ukraine of August 27, 2003 No. 935 "About new structure of the Commission of the state awards and heraldry";

3. This Decree becomes effective from the date of its publication.

Regulations on the Commission of the state awards and heraldry

1. The commission of the state awards and heraldry (further - the Commission) is advisory body which is formed in case of the President of Ukraine for preliminary consideration of the questions connected with rewarding with the state awards of Ukraine, and ensuring single approach to development of prize and heraldic case.

2. In the activities the Commission is guided by the Constitution and the laws of Ukraine, acts of the President of Ukraine, the Cabinet of Ministers of Ukraine, and also this Provision.

3. The main tasks of the Commission are:

preparation of drafts of regulatory legal acts concerning the state awards of Ukraine and heraldic case;

preparation of conclusions of the petitions for rewarding with the state awards of Ukraine, deprivation of the state awards of Ukraine, renewal which are rather lifted before the President of Ukraine in the rights to the state awards of Ukraine, issue of duplicates of awards or documents on rewarding;

generalization of practice of rewarding with the state awards of Ukraine and development of prize and heraldic case, preparation of relevant proposals to the President of Ukraine;

consideration of questions of transfer of the state awards to the museums on temporary or permanent storage;

Implementation of examination of projects: drawings and descriptions of signs of the state awards of Ukraine; samples of documents on rewarding with the state awards of Ukraine; drawings and descriptions of symbolics of the central executive bodies, other state bodies; drawings and descriptions of departmental incentive differences; stipulated by the legislation signs of distinction of the military personnel, and also organizational and methodical support of the processes connected with development of heraldic case.

4. The commission for accomplishment of the tasks assigned to it has the right in accordance with the established procedure:

receive from executive bodies, other state bodies, the companies, organizations and the organizations necessary information, materials and documents;

involve representatives of executive bodies, other state bodies, the companies, organizations and the organizations (in coordination with their heads) and other specialists in preparation and consideration of the questions belonging to competence of the Commission;

form working, expert groups for study of the questions belonging to its competence. In the cases provided by charters and regulations on the state awards of Ukraine, education of working, expert groups is obligatory;

initiate carrying out tenders, meetings, exhibitions, conferences on the questions belonging to its competence.

5. The commission is formed as a part of the chairman, the vice-chairman, the responsible secretary and other members of the commission.

The commission chairman is appointed by the President of Ukraine.

The responsible secretary of the Commission is on position the Head of Department concerning nationality, pardon, the state awards of Office of the President of Ukraine

The staff of the Commission affirms the President of Ukraine.

Offers concerning staff of the Commission to the President of Ukraine are submitted for consideration by the commission chairman.

The commission works on a voluntary basis.

6. Organizational form of work of the Commission are the meetings held as required.

The commission chairman performs the common directorship of activities of the Commission, determines procedure for its work, convokes commission sessions, determines the agenda of meetings, presides over its meetings.
