1. Approve the enclosed standard of the state service "Carrying Out Registration and Re-registration of Persons Performing Missionary Activities".

3. Recognize invalid:

Standard of the state service "Carrying Out Registration and Re-registration of Persons Performing Missionary Activities"

1. General provisions

1. The state service turns out territorial Departments of the Agency of the Republic of Kazakhstan for religions (further - Departments) which addresses are specified in appendix 1 to this standard.

2. Form of the rendered state service: not automated.

3. The state service is performed based on article 8 of the Law of the Republic of Kazakhstan of October 11, 2011 "About religious activities and religious associations".

4. Information on the state service is placed on the portal of the electronic Government www.e.gov.kz, Internet resource of the Agency of the Republic of Kazakhstan for religions of www.din.gov.kz, at information stands of Departments.

The certificate is drawn up in writing on paper, in form according to appendix 2 to this standard.

7. Terms of rendering the state service:

1) the term of rendering the state service since the moment:

delivery by the consumer of the necessary documents determined in Item 11 of this standard - thirty calendar days;

the term of registration or re-registration stops when conducting theological examination for receipt of the conclusion on the materials provided by the consumer. Expertize is carried out in time, not exceeding thirty calendar days from the date of receipt in Departments of object of examination. The term of conducting examination can be prolonged for thirty calendar days in need of studying by the expert (experts) of additional materials and information for conducting examination;

2) the most allowed time of expectation before receipt of the state service rendered on the place in day of the address of the consumer - no more than 40 minutes;

3) the most allowed time of servicing of the receiver of the state service rendered on the place in day of the address of the consumer - 30 minutes;

4) waiting time in case of receipt of the certificate - no more than 1 hour.

8. The state service is provided free of charge.

9. The state service is rendered daily, according to the working schedule of Departments specified in appendix 1 to this standard.

Acceptance is performed in turn, without making an appointment and the accelerated servicing.

10. The state service is performed in the Department building. Room mode: the entrance to the building is performed according to the one-time omission issued in bureau of omissions which has separate entrance. The one-time omission is drawn up according to the telephone request of the official of the department which is directly rendering service.

For support of law and order the building has the round-the-clock post of protection, fire-proof alarm systems and other security measures. The entrance to entrance is equipped with the ramps intended for physically disabled people.

2. Procedure for rendering the state service

11. For receipt of the state service the consumer (or the representative by proxy) submits the following documents to departments:

1) passport copy or identity certificates;

2) the statement with indication of the territory and the term of missionary activities;

3) the document issued by religious consolidation on the right of implementation of missionary activities on behalf of religious consolidation;

4) copies of the certificate on state registration in the Republic of Kazakhstan and the charter of religious consolidation which representative is the missionary;

5) the religious literature, other information materials of religious content, objects of religious appointment intended for missionary activities.

Foreigners and stateless persons in the Republic of Kazakhstan for registration as the missionary in addition submit the following documents to Departments:
