About approval of Health regulations "Sanitary and epidemiologic requirements to objects of education and education of children and teenagers"

According to the subitem 2) of article 6 of the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system" the Government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed Health regulations "Sanitary and epidemiologic requirements to objects of education and education of children and teenagers".

2. This resolution becomes effective after ten calendar days from the date of the first official publication.

Health regulations "Sanitary and epidemiologic requirements to objects of education and education of children and teenagers"

1. General provisions

1. These health regulations (further - Health regulations) establish sanitary and epidemiologic requirements to the choice of the parcel of land under construction, to designing, construction, reconstruction, repair, commissioning, water supply, the sewerage, heating, lighting, ventilation, microclimate, content and operation, conditions of education, accommodation, catering services, hygienic education (personal hygiene) of personnel, to conditions of education and training (to school textbooks), to work practice, medical support, on objects of education and education of children and teenagers.

2. These Health regulations extend to objects of education and education of the children and teenagers performing the following activities:

1) preschool education and training (children's day nursery and gardens of all types, the centers of preschool education with complete and short-term stay of children, services of the nurse);

2) implementation of educational programs of average of general (school, gymnasiums, lyceums), training programs technical and professional, after secondary education (professional lyceums, schools, colleges, the higher technical schools) and higher education (universities, academies, institutes and equated to them (conservatories, the higher schools, the highest schools), and also special and correctional;

3) education and the organization of the places of residence of children and teenagers (children's home, the organization of education for orphan children and children without parental support, the centers of adaptation of minors, the residential organizations, houses of youth, boarding houses, madrasah, shelters and others);

4) the organization of leisure, physical training and development of creative capabilities of children and teenagers (organization of additional education) - the centers of creativity of children and youth, music, sports and art schools, the centers for children and young people, domestic clubs, stations of young naturalists, industrial practice plants, training courses and other out-of-school organizations).

3. The objects of education and education of children and teenagers put into operation before adoption of health regulations are brought into accord with requirements of these Health regulations in the terms coordinated with state body in the sphere of sanitary and epidemiologic wellbeing of the population.

4. Control of accomplishment of these Health regulations is exercised by state body in the sphere of sanitary and epidemiologic wellbeing of the population.

5. When carrying out the state sanitary and epidemiological surveillance, laboratory and tool researches of objects of education and education of children and teenagers in compliance with appendix 1 to these Health regulations are conducted.

6. In these Health regulations the following concepts are used:

1) small school - comprehensive school with the small contingent of students, combined class sets and with specific form of the organization of studies;

2) special clothes - set of the protective clothes of personnel intended for protection of raw materials, auxiliary materials and ready-made product against pollution by mechanical particles, microorganisms and other pollution;

3) inspection - quality evaluation of food and ready dishes on organoleptic indicators;

4) gymnasium - the educational institution realizing general education training programs of initial, main average and on humanitarian profiles of general secondary education according to tendencies and capabilities of students;

5) billet - the room where preparation of food staples and development of semifinished products is made;

6) the food preparation station - the room in which preparation of finished food products from semifinished products is performed;

7) physical training - the field of activity directed to strengthening of health and development of physical capabilities of the person;

8) comprehensive school - the average general education educational institution realizing the main and additional general education programs consisting of three steps: initial, the main and senior, each of which can independently function;

9) semifinished products - the crude food which are previously prepared for thermal treatment;

10) expiration date - the period before which expiration the food products are considered safe for proper use in case of observance of conditions of processes (stages) of production (production), turnover of food products;

11) the organization of education for orphan children and children without parental support - public institution of education system in which favorable conditions for education, education with provision of the place of residence are created to orphan children, children without parental support;

Total 12) academic load - the amount of class periods with the hours allocated for holding facultative and section occupations, circles;

13) insolation - the normalized indicator of solar radiation for hygienic assessment of the room;

14) the residential organizations - the organizations of education providing the state guarantees of rights to education of certain categories of persons with provision of the place of residence;

15) interlinyazh - interval, gap between two lines in the book and other printing editions;

16) the centers of adaptation of minors (further - TsAN);

17) exhaustion - condition of temporary decrease in functionality of organism, decrease in working capacity;

18) line arrangement - arrangement of furniture and the equipment ranks in the center of the room, one after another;

19) size (kegel) - the font size including height of letter (point) and zaplechik (free spaces) over and under point is measured in Items - 1 Item is equal to 0,376 of millimeters (further - mm);

20) climatic zone - the territory allocated on climatic signs (temperature, humidity);

21) public catering - the activities connected with production, conversion, realization and the organization of consumption of food;

22) organizations of additional education of children - the out-of-school organizations intended for providing necessary conditions of personal development, strengthening of health and professional self-determination, creative activity of children and teenagers, forming of their general culture, adaptation of the personality to life in society, the organization of substantial leisure;

23) day regimen - established procedure of day in the organizations of education and education for children and teenagers;

24) letter - rectangular whetstone from typographical alloy, tree or plastic with the relief image of letter, figure or sign in end face;

25) lyceum - the average general education educational institution realizing the main and additional general education programs providing the profound, profile, differentiated training of pupils according to their tendencies and capabilities;

26) the organizations of preschool education and training (further - ODVO) - the preschool organizations with a capacity from 4 to 12 groups realizing the educational training programs of preschool education and training taking into account types of activity, specific to children of preschool age, and also rendering additional improving and other stipulated by the legislation services;

27) preschool classes - classes for children of five, six years at comprehensive schools at which one-year obligatory free preschool preparation is carried out;

28) the school textbook - the book for pupils in which material in certain knowledge domain at the modern level of achievements of science and culture is systematically stated;

29) class period - duration of lesson (occupations) or lecture from the beginning before change (break) for the organizations of technical and professional education

30) academic load - the total normalized employment of pupils and pupils in teaching and educational process for each age group which is measured in class periods;

31) the academic load, the mode of occupations of students and pupils is determined by the provisions approved by the organizations of education prepared on the basis of the state obligatory standards of education, sanitary and epidemiologic rules and regulations, curricula and recommendations of bodies of health care and education;

32) the education guidance - literature for pupils and pupils in which material on certain discipline is stated to the appropriate training program;

33) optimum microclimatic conditions - combination of quantitative indices of microclimate which in case of long and systematic impact on children provide preserving normal thermal state of organism without tension of mechanisms of thermal control;

34) the central arrangement - arrangement of furniture and the equipment in the center of the room groups;

35) point - the printing surface of the convex mirror image of letter or sign on letter, stereotype;

36) perimeter arrangement - arrangement of furniture, the equipment along walls (on perimeter);

37) brevier - the typographical font, size (size) of which is equal to 8 Items (about 3 mm);

38) recreation - the room for rest and recovery of forces of pupils during change and in time, free from occupations;

39) the spiritual (religious) organizations of education - the educational institutions realizing professional educational programs of training of priests;

40) storage duration - the period during which foodstuff in case of observance of the established storage conditions keeps all the properties specified in regulating documents;

41) the sanitary and domestic installations (SDI) - not channeled toilet located in the territory of object, at distance at least 25 meters (further - m) from buildings, having elevated part and cesspool. Elevated rooms construct from densely driven materials (boards, bricks, blocks). Removed it is made of waterproof material. Depth of vygreb depends on the level of ground waters, but no more than 3 m;

42) children's home - the public institution intended for education and delivery of health care to orphan children and children without parental support, children from the young mothers born out of scrap and also to children with defects of intellectual and physical development;

43) septic tank - construction for cleaning of small amounts of household sewage, the representing underground settler of horizontal type consisting of one or several cameras via which waste liquid proceeds;

44) sporting venues - the organizations which activities are connected with the organization and implementation of medical and improving, sports and improving, teaching and educational works and cultural leisure of children and teenagers;

45) fullness of classes - it the number of pupils in class is relative to the room space of educational class;

46) the commodity neighbourhood - the conditions excluding the joint storage and realization of crude and ready-made products preventing their pollution and penetration of the foreign smells affecting goods quality;

47) the morning filter - the preventive medical action directed to the prevention of drift of infectious disease;

48) perishable foodstuff - the foodstuff requiring special conditions of transportation, storage and realization in strictly regulated terms;

49) processing equipment - set of the mechanisms, machines, devices, devices necessary for production work;

50) coefficient of natural lighting (further - KEO) - the normalized indicator of natural lighting of the room;

51) balanced diet - the balanced food, taking into account physiological and age regulations of food;

52) group cell - set of rooms for children of the organization of preschool education and training of one group;

53) fullness of groups - the normalized number of children in group;

54) loading - the place of acceptance of food staples and foodstuff;

55) the fly-leaf - two four-page leaves, one of which connects the first leaf of the book block to the forward party of cover, and the second - the last leaf of the block with the back party;

56) handicapped national groups - disabled people, with violations and diseases of the musculoskeletal device, the moving on wheelchairs and/or by means of other supportive applications, and also visually impaired and/or deprived of sight citizens moving by means of attendants;

57) the small preschool educational organizations (mini-centers) - the preschool organizations with a capacity up to 3 groups are placed in the certain standing building, in the apartment apartment house, and also in is built-in - the attached rooms;

58) shmutstitul - heading of part of the textbook (heading) on separate, net, without text, usually odd page;

59) font of font - set of the fonts having various size (sizes) and tracings, but the identical drawing of point.

2. Sanitary and epidemiologic requirements to the choice of the parcel of land of objects of education and education of children and teenagers

7. The choice of the parcel of land under construction, designing, construction, reconstruction and commissioning of objects of education and education for children and teenagers (further - objects) is allowed in the presence of the sanitary and epidemiologic conclusion of state body in the sphere of sanitary and epidemiologic wellbeing in compliance with the established requirements of the legislation of the Republic of Kazakhstan.

8. Land areas of objects are accepted according to appendix 2 to these Health regulations.

The structure and the areas of zones of the site and platforms of special boarding schools of different type are specified in appendix 3 to these Health regulations.

9. The area of the parcel of land of special correctional educational institutions for the children having shortcomings of physical and intellectual development provide at least 2,2 of hectares (further - hectare) depending on profile of the organization.

10. The area of the parcel of land is accepted at the rate on one place for children with hearing disorder of 50 square meters (further - m 2), with violation of sight and intelligence of 60 m 2, with violations of the musculoskeletal device 65 of sq.m.

11. The out-of-school organizations placed in apartment apartment houses in private households, in it is built-in - the attached rooms can not have the separate parcel of land.

12. The territory of the site of institution of technical and professional postsecondary education (professional lyceums, schools, colleges, the higher technical schools (further - T and PO)), higher education - (universities, academies, institutes and conservatories equated to them, the higher schools, the highest schools (further - VUZ), the general education organizations and boarding schools, the out-of-school organizations is protected on height of at least 1,2 of m, in children's homes, ODVO, the organization of education for orphan children and children without parental support, the centers of adaptation of minors (further - TsAN) is at least 1,6 of m, special correctional organizations of education at least 2 m.

13. The area of gardening of the site of object is provided 30 percent (further - %) and more from total area of the site. In the territory planting of trees and the bushes with poisonous fruits and also giving the trimmed seeds when blossoming is not allowed.

14. Entrances and entrances on the site of object, drives, paths to economic constructions, to platforms for dustbins, to sanitary and domestic installations become covered with asphalt, concrete or other hard surface.

The viewing wells which are available in the territory are equipped with densely closed hatches.

15. Dustbins are equipped with densely closed covers, at least 25 m from buildings are established on the concreted or asphalted platform protected from three parties at distance. For collection of garbage of the objects placed on the first floors of the apartment apartment house in it is built-in - the attached rooms to use general dustbins of the apartment house.

16. In the territory of object and behind its barrier in radius of 5 m daily cleaning is carried out.

17. On the object parcels of land (except for the objects placed in it is built-in - the attached buildings), zones are allocated: placements of the main building(s), rest, sports and economic.

According to organization type zones are in addition provided: in children's homes, the organization of education for orphan children and children without parental support, ODVO - zone of group platforms, in T and ON, HIGHER EDUCATION INSTITUTION - industrial practice, military preparation, residential (hostels, objects of trade, public catering and consumer services), the open areas for the parking of cars and other vehicles. The educational-experimental zone is allocated depending on profile.

The quantity of zones and their sizes under out-of-school organizations can be determined by organizations depending on orientation of implementable programs.

18. The quantity and the size of sanitary devices of the organizations of preschool education and education provide depending on type and profile of objects, according to appendix of 6 these Health regulations.

19. On sports zone of the general education and residential organizations, organizations of education for orphan children and children without parental support, TsAN, T and ON, HIGHER EDUCATION INSTITUTION are provided zone for outdoor games (the football field, basketball and (or) volleyball platforms) with the equipment and apparatuses, racetrack, hole for jumps.

Sports and sports grounds shall be kept clean in the open air and to be equal, free from foreign objects which can be the cause of damages and injuries.

20. Holes for jumps fill with clean sand (without stones, branches, leaves) with impurity of sawdust, before jumps content is loosened and leveled. Wooden borta of holes shall be flush with the earth. The out-of-school sports organizations of borta of holes sheathe tarpaulin or rubber. The racetrack shall be with the firm, well draining covering, with dense not raising dust, resistant to atmospheric precipitation, the upper layer.

21. In economic zone place boiler room, fuel store, other economic constructions. In the territory of children's home, the organizations of education for orphan children and children without parental support, ODVO, TsAN, the residential organizations cultivation of vegetables is allowed. For stock holding of vegetables and fruit in economic zone equip vegetable storehouse.

22. The economic zone shall have hard surface (asphalt, concrete) and independent entrance. The entrance shall not crosses walking paths to group platforms of the organization, and also the rest area.

23. In the territory of the site of object provide removal of rain and thawed snow.

24. The external lighting equipment of the building of object shall provide uniform diffused light of the territory. In the evening in the territory of the site, including in sanitary and domestic installations, provide artificial lighting, proceeding from regulation at least 10th luxury (further - lx) on the earth in case of glow lamps, and 20 lx in case of luminescent lamps, for specially correctional organizations of education - 20 lx and 40 lx respectively.

25. Group platforms of children's home shall be separate for each children's group, the sq.m providing Ploshchad 7,5 at one place in nurseries and 7, sq.m - in preschool. The sizes of playgrounds of ODVO are accepted at least 6 sq.m on one place. All platforms isolate from each other green plantings (bushes).

26. Each group platform shall have shadow canopy, of 40 sq.m for protection against the sun and rainfall. The floor of shadow canopies shall be wooden. In the IV climatic zone and III B subdistrict shadow canopies protect from two parties.

On green sites of children's home place platforms for exercises.

27. It is allowed in ODVO placed on the first floor of the apartment apartment house in private household, in it is built-in - the attached rooms to provide in the house adjoining territory only the playground the area of at least 3,5 of sq.m on 1 child, at distance no more than 50 m from the building of ODVO and at least 10 m from external wall of the building of ODVO or the apartment apartment house.

28. Playgrounds of children's home and ODVO shall have convenient communication with exits from the rooms corresponding to group cells in the building. Platforms for children of ODVO of babyhood are placed in close proximity to exits from rooms of these groups.

29. The equipment on playgrounds shall be installed according to growth and age of children, reliably and steadily are fixed. The surface of the equipment shall be without ledges and roughnesses acting bolts, to have waterproof covering and it is good to give in to cleaning.

30. The covering of playgrounds for children of babyhood shall be grassy, for preschool age grassy or stamped soil, strengthened by sandy adding or small stone crumb. Application of paving slabs is allowed.

31. The parcel of land of object shall have distance from the building to the red line at least 25 m, in rural settlements at least 10 m.

The parcels of land are allocated at distance to garages and open parking with number of cars: to 10 machines - at least 15 m, from 10 to 100 machines - 25 m, over 100 machines - 50 m.

32. In the territory of the site for children with violations of the musculoskeletal device the bias of paths and sidewalks provide no more than 5 degrees (further - °), width of paths m 1,6 suffices. On turns and through each 6 m arrange platforms for rest.

33. On the site for blind and visually impaired children width of walking paths shall be at least 3 m and have bilateral barrier of two levels: handrail at the height of 90 centimeters (further - cm) and level at the height of 15 cm. Barrier provide for all objects which can be obstacle when walking children (trees, bushes, columns). Fences, walls, columns and other obstacles shall be established from border of playgrounds at distance of at least 2,5 - m 3,0.

3. Sanitary and epidemiologic requirements to designing, construction, reconstruction, repair, commissioning of objects

34. Objects shall be placed in the independent building or several certain buildings. Connection of buildings is allowed by warm transitions. For the buildings placed in the IV climatic area, the device of the heated transitions is not required.

35. Children's homes place in special separate 1 - two-storeyed buildings.

36. Objects of ODVO design no more than 3 floors. Objects of the general education organizations design no more than 4 floors, except for the general education organizations located in seismic countries. On the 4th floor placement of administrative rooms, the museum, laboratorian, preparatorsky is allowed. On second stores of the building of ODVO group cells of the senior age groupes of children (of 4 years), halls and other specialized rooms for work, office and household and recreational rooms have.

The objects placed on the first floor of the apartment apartment house shall have the separate entrance which is not combined with entrance of the apartment house.

37. Preschool and initial classes of the general education organizations place not above the second floor.

38. Buildings of the special correctional educational organizations, for children with violations of musculoskeletal system and blind children are provided no more than two floors. For deaf children and children with heavy violations of the speech the construction of three-storyed buildings is allowed.

Under the organization of groups of preschool age of the special correctional general education organizations group cells place in certain buildings or blocks no more than two floors high, for children with sight violations - in one-storey.

39. The floor area of children's homes, organizations of education for orphan children and children without parental support, ODVO shall correspond to appendix 4 to these Health regulations.

The area of training rooms in the special correctional educational organizations is accepted at the rate on one pupil:

1) for mentally retarded children and children with delay of mental development - sq.m 2,2;

2) for children with consequences of poliomyelitis and with cerebral paralyzes - sq.m 3,5;

3) for other children - sq.m 3,0.

40. Floor area in educational classes of the general education organizations are accepted by sq.m 2,5 on 1 pupil, in workshops - sq.m 3,75.

Floor area of audiences of T and PO and VUZ determine:

1) sq.m 2,5 on 1 pupil for 12-15 places;

2) sq.m 2,2 on 1 pupil for 25 places;

3) sq.m 1,8 on 1 pupil for 30 places.

In the organizations of primary and secondary professional education

Sq.m 1,2 on 1 pupil for 50 - 150 places.

In higher educational institutions and educational plants:

1) sq.m 1,5 on 1 pupil for 50 - 75 places;

2) sq.m 1,3 on 1 pupil for 75 - 100 places;

3) over 75 to 100 places - sq.m 1,3 on 1 pupil;

4) over 100 to 150 places - sq.m 1,2 on 1 pupil;

5) over 150 to 350 places - sq.m 1,1 on 1 pupil;

6) over 350 and more places - sq.m 1,0 on 1 pupil.

Audiences, educational offices, laboratories shall accommodate on elevated floors.

41. The sizes of the areas of the main and additional premises of out-of-school organizations are accepted according to requirements of these rules depending on program implementation of additional education, one-time capacity, technology of training process, the technical equipment, equipment by necessary furniture.

For workshops of oil painting rooms with the area - at least 4, shall be allocated to sq.m for 1 pupil, workshops for water color painting and the drawing - sq.m 4,0 on 1 pupil suffices, masterful sculptures - 3, suffice sq.m on 1 pupil; workshops of applied art and composition - sq.m 4,5 on 1 pupil suffices. In case of workshops of applied art and composition there shall be storage room at least 9 m of 2, in case of sculpture workshop - two storage rooms for storage of clay and plaster.

For holding musical occupations equip rooms for individual occupations on piano and other tools (string, wind, national) at least 12 sq.m; for group musical and theoretical occupations (to 15 pupils) - at least 36 sq.m; for occupations of chorus and orchestra - at least 2 sq.m on 1 person, height - not below m 4,0.

Under musical department there shall be rooms for storage of musical instruments - at least 10 sq.m.

Finishing of rooms for occupations on musical instruments shall provide sound-proof actions.

For occupations choreography equips the hall for occupations with rhythmics and dances by the square at the rate of 3 - 4 sq.m at one pupil.

Under the organization of theoretical occupations in organizations of additional education rooms with the area from calculation of at least 2,5 of sq.m per capita are allocated.

42. The number of children shall not exceed the project capacity of object. Under the organization of extramural studies, project capacity increases by 30%. The number of students on remote form of education does not join in total number.

43. The organization of the 2-shift mode of training, on condition of observance in each change of space allowance with 1 pupil, and requirements of these Health regulations to conditions of education and training of children and teenagers is allowed.

44. Educational premises for children of different age groupes shall be not the checkpoints isolated from each other from administration, economic and all-school rooms.

45. Ladder transitions between floors of object design with natural lighting through apertures in external walls. Height of barrier of ladders shall be at least 1,2 of m. In children's home and ODVO hand-rail for adults shall be located at m 0,85 height, for children of 0,5 of m, in barrier of ladders vertical elements shall have gleam of no more 0,1 of m, horizontal partitionings are not allowed.

46. In case of building designing ramps and handrail for handicapped national groups shall be established. In case of absence in the building of elevators and impossibility of the device of ramp installation of the special elevator or elevator adapted for individual use in wheelchairs is provided.

47. Rooms which mode of use is followed by noise and can cause trouble to children, stir or break operation of the pedagogical, medical or administrative machine (boiler rooms with pumping units, production rooms, repair shops, the cooled cameras with pumping department, air-ventilation chambers, compressor, industrial practice masterful and others), it is not allowed to place adjacently, over and under bedrooms, training, medical and diagnostic rooms.

48. Height of all rooms (except for screen) is provided not below 3,0 of m, m 6,0 suffices gym.

49. When designing the general education and residential organizations on the first floor of buildings or provide the gym with set of rooms in the separate case: 2 locker rooms with shower and bathrooms, the teacher's office, snaryadny or warehouse for storage of sports equipment and the room for storage of harvest stock.

50. All residential organizations provide the rooms for individual occupations of pupils from calculation of at least 2,5 of sq.m on one child placed in group of educational premises for children with consequences of poliomyelitis and cerebral paralyzes - sq.m 4,5.

51. Depending on profile in the special correctional educational organizations provide additional offices:

1) for deafs, hearing-impaired and with heavy violations of the speech - acoustical office for frontal works and offices for individual work of the teacher with the pupil on development of hearing and training of pronunciation; office for musical and rhythmic occupations with mirror wall and choreographic machines;

2) for mentally retarded children - logopedic offices;

3) for blind and visually impaired children - logopedic and language laboratory, offices of typewriting, electrical equipment, molding and the relief drawing, the room for individual music;

4) recreations - drawing rooms in educational and residential sections at the rate of at least 1 sq.m on one pupil;

5) in all organizations the gym of 162 sq.m and in case of the medical block offices or halls of physiotherapy exercises;

For blind people and poorly seeing children gyms divide 6) into two zones: snaryadny (smaller zone) and the main (big zone). Floor in smaller zone shall be 6 - 7 cm higher than floor of the main zone.

52. Entrance doors in buildings in the special correctional educational organizations provide monocotyledonous and have from the teacher. Ladders in the organizations for blind and visually impaired children above and below, designate hand-rail of the first and last step of ladder corrugation.

53. Rooms of personal hygiene, bathrooms for personnel have in zone of administration rooms.

54. In case of placement on floors of rooms it is necessary to consider their functional purpose, extent of communication with the site:

1) masterful sculptures, ceramics (connected with use of the materials stored in utility rooms on the site) it is necessary to place on the first floors, with exit to the site;

2) on the first floors it is reasonable to have rooms for military and sports occupations, technical creativity with the large-size or machine equipment, rooms for individual occupations on piano, halls for holding spectacular actions, office of the doctor, dining rooms, buffets;

3) on the last floors of buildings should be placed chemical and technical, astronomical (with observatories) laboratories, rooms for occupations on wind instruments; under the organization of the upper lighting on upper floors it is recommended to place painting workshops.

In buildings of organizations from workshops on processing of wood and the combined workshops on metal working and tree it is necessary to provide additional exit directly outside (through the warmed platform) or through the corridor adjacent to workshops in which there are no exits of offices of other appointment.

55. Under the organization of activities of humanitarian profile (historical, local history, geographical, literary, regional geographies and others) in the organization of additional education it is necessary to consider requirements for educational institutions.

56. The area of the gym shall be at least 4 sq.m on one engaged. Floor shall be wooden or have special covering, the surface of floor shall be equal, without cracks and defects.
