The agreement between the Government of the Kyrgvzsky Republic and Pravtiyelstvy of the Russian Federation on cooperation in the field of inofrmation

of January 13, 1999

The government of the Kyrgyz Republic and the Government of the Russian Federation which are hereinafter referred to as with the Parties

based on cultural proximity and traditional friendship of the people of two states, attaching great value to strengthening of mutual understanding between them,

being guided by provisions of the Universal Declaration of Human Rights of 1948 and the International Covenant on Civil and Political Rights of 1966,

proceeding from the provisions of the Final act of the Organization for Security and Co-operation in Europe of 1975 and the subsequent documents of OSCE concerning cooperation in the field of information and the humanitarian sphere

according to article 4 of the Agreement on creation of the Commonwealth of Independent States of 1991 providing assistance to broad information exchange and need of the conclusion of agreements in the specified area of interaction

confirming the commitment to provisions of the Agreement on cooperation in the field of information of state members of the CIS signed on October 9, 1992 in Bishkek

agreed as follows:

Article 1

The parties will promote creating favorable conditions for wide and free dissemination of information for the purpose of further increasing knowledge of life of the people of their states.

Article 2

Each of the Parties will promote broad and free exchange of information between information services (agencies) and the editorial offices of mass media, will not interfere with distribution in the territory of its state of products of mass media which are registered and operate on legal causes in the state of other Party provided that distribution of the data and materials forming such products does not contradict requirements of its national legal system.

Each of the Parties will not interfere with distribution of messages and information of diplomatic and other official representations of the state of other Party.

Article 3

The parties will support and encourage mutually beneficial cooperation between the editorial offices of mass media of the states, and also between the relevant departments and the organizations working in the field of mass information which specific conditions and forms will be determined by his participants, including by the conclusion of free standing agreements.

Article 4

The parties will promote equal and mutually beneficial cooperation between the professional organizations of journalists of the states of the Parties for the purpose of studying of the problems which are of professional interest, to carrying out exchanges, meetings, seminars, conferences. Forms of cooperation and conditions of exchanges will be determined on the basis of free standing agreements by the relevant organizations of both states.

Article 5

The parties will render assistance in the organization of broadcast of telea of the radio programs extended on legal causes in the territory of the state of other Party, transfer of both states of materials prepared by journalists to the editions when using of the corresponding communication systems by them.

For this purpose the Parties will sign the free standing agreement determining conditions and procedure for mutual distribution of TV and radio programs.

Article 6

Each of the Parties on the basis of reciprocity will render assistance to properly accredited representatives of the editorial offices of mass media of the state of other Party in creation of the conditions necessary for accomplishment of the professional obligations by them, including establishment of business contacts and preparation of information materials, television reportings, etc.

Each of the Parties on the basis of reciprocity will render assistance to activities of offices of editorial offices of the mass media of the state of other Party functioning in its territory.

For this purpose the Parties can sign the free standing agreement.

Article 7

The parties will encourage exchange of specialists in the field of TV and radio broadcasting, printing mass media, scientific and technical industries connected with information.

Article 8

The parties will render mutual assistance in training in the field of mass media and to encourage cooperation between educational both the research establishments and the organizations operating in this area.

Article 9

The parties through the relevant state bodies will perform cooperation and experience exchange in the field of legal regulation of activities of mass media, the statistical and other data concerning mass media and also exchange of data on periodic printing editions which registration certificates in the procedure established by the law are recognized as invalid.

Article 10

The parties will create favorable conditions for activities in the territory of their states of editorial offices of mass media in languages of the people of the state of other Party including representing their national and cultural organizations and associations.

Article 11

Provisions of this agreement do not mention obligations of the Parties according to other international treaties and agreements which participants they are.

Article 12

For ensuring accomplishment of this agreement of the Ministry of Foreign Affairs or other departments at the request of the Parties will carry out at least once in year of meeting for summing up cooperation and permission of possible matters of argument.

For the purpose of coordination of practical interaction on implementation of this agreement of the Party if necessary will create bilateral working groups or the commissions.

Article 13

This agreement becomes effective from the date of receipt of the last written notice of accomplishment of the interstate procedures by the Parties necessary for its entry into force.
