In pursuance of the resolution of the President of the Republic of Uzbekistan of January 14, 2012 No. PP-1687 "About the Program for construction of individual housing for standard projects in the rural zone for 2012" and for the purpose of further enhancement of the mechanism of the organization and carrying out the competitive biddings, on a turnkey basis the Cabinet of Ministers decides providing competitive environment in case of selection of podkryadchik in the field of construction of individual housing in the rural zone according to standard projects:

1. Approve Regulations on procedure for carrying out the competitive biddings by determination of contract organizations for construction of individual housing in the rural zone according to standard projects on a turnkey basis, according to appendix.

2. To develop OAKB "Kishlok Kurilish Bank" together with IK "Kishlok Smoke-lish Investment" in week time according to requirements of the Provision approved by this resolution and to coordinate with Asian Development Bank the standard tender documentation by determination of contract organizations for construction of individual housing in the rural zone according to standard projects on a turnkey basis.

3. In a month after approval of the standard tender documentation to provide to Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas carrying out the competitive biddings by determination of contract organizations on construction of individual housing in the rural zone according to standard projects on a turnkey basis according to requirements of the Provision approved by this resolution and the standard tender documentation coordinated with Asian Development Bank.

4. To Gosarkhitektstroy of the Republic of Uzbekistan together with the interested ministries and departments to make offers in the Cabinet of Ministers of the Republic of Uzbekistan on the changes and amendments in the legislation following from this resolution in a month.

5. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan B. I. Zakirov.

Regulations on procedure for carrying out the competitive biddings by determination of contract organizations for construction of individual housing in the rural zone according to standard projects on a turnkey basis

I. General provisions

1. This Provision determines procedure for the organization and carrying out the competitive biddings by selection of contract organizations for construction of individual housing in the rural zone according to standard projects on a turnkey basis.

Requirements of this provision are obligatory in case of selection of contract organizations within program implementation of construction of individual housing according to standard projects in the rural zone irrespective of financing sources.

If conditions of provision of the foreign credits and grants establish other rules, than those which are provided by this Provision then are applied the rules established in the relevant regulating documents of foreign creditors and grantors.

2. The competitive auction is held only in that case when the subject of the competitive biddings is provided with the financial resources supported by the relevant documents (the credit agreement, the loan agreement, the address list of buildings, etc.).

3. In this Provision the following basic concepts are used:

the investor - the financing bank making own, borrowed or other raised funds on construction of individual housing in the rural zone according to standard projects on a turnkey basis;

the customer/organizer of the competitive biddings - Specialized subsidiary engineering company "Kishlok Kurilish Investment";

the competitive biddings - method of selection of the optimum contractor according to requirements of this provision, and also criteria and conditions of the tender documentation;

subject of the competitive biddings - the list of the works necessary for construction and commissioning of the apartment house or complex of apartment houses on a turnkey basis determined according to the working project;

lot - indivisible subject of the competitive biddings;

the starting cost of subject of the biddings - the estimated cost of the works exposed on the competitive biddings, determined by the customer and approved with the investor;

the tender documentation - document package, containing initial information on technical, financial, commercial, organizatsikonny and other characteristics of subject of the competitive biddings, on conditions of the organization and the procedure of carrying out the competitive biddings;

tender committee - the body created by Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas for accomplishment of functions on selection of contract organizations according to requirements of this provision and the tender documentation;

the applicant - the legal entity who declared the intention to participate in the competitive biddings on the offered terms, before registration of its offer by the customer;

the offerer - the applicant who provided the offer prepared according to conditions of the tender documentation and registered by the customer;

the offer - the proposal of the applicant concerning subject of the competitive biddings provided according to the conditions determined in the tender documentation;

estimative group - the temporary body created by competitive kokmissiya for detailed studying, assessment and comparison of the arrived offers;

the agreement - the works agreement signed between the customer and the bidding winner about implementation of construction of individual housing in the rural zone according to standard projects on a turnkey basis.

4. The main stages of the organization and carrying out the competitive biddings are:

preparation for carrying out the competitive biddings; carrying out the competitive biddings; summing up the competitive biddings.

The scheme of the organization and carrying out the competitive biddings is given in appendix to this Provision.

II. Tender committee

5. For the purpose of selection of contract organizations for construction of individual housing in the rural zone according to standard projects on a turnkey basis the decision of Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas creates tender committee.
