Contract on eternal friendship between the Kyrgyz Republic and Republic of Uzbekistan

of December 24, 1996

The Kyrgyz Republic and the Republic of Uzbekistan, the High contracting parties which further are referred to as,

expressing readiness for creation of necessary base for development of versatile cooperation in the spirit of friendship and the mutual understanding based on proximity of history, culture, language and traditions of two countries

expressing satisfaction with the level which was reached by the relations of friendship and cooperation between two countries and the people,

emphasizing the commitment to the principles and the purposes of the Charter of the UN, the Helsinki Final Act and other documents accepted within OSCE

considering necessary deepening of economic cooperation of two countries within the Common economic space, creating favorable conditions for its further development, establishment of direct connections between business entities of all patterns of ownership,

for the purpose of further development of the relations of friendship and cooperation existing between them,

agreed as follows:

Article 1

The Kyrgyz Republic and the Republic of Uzbekistan, being the brotherly and friendly states, build the relations on the basis of cooperation and mutual trust.

High contracting parties confirm the determination to actively develop the relations on the basis of respect of independence, sovereignty, territorial integrity and inviolability of borders of both states, the principles of non-interference to internal affairs of each other, equality and mutual advantage.

Article 2

High contracting parties not allow use of the territory for the purpose of the armed aggression or hostile activities against other High contracting party.

In case of situation which according to one of High contracting parties represents threat of armed attack from the third states High contracting parties without delay will hold the corresponding consultations with each other both on bilateral basis, and within the international organizations which members they are, for the purpose of taking measures, promoting peaceful settlement of this situation.

Article 3

High contracting parties will develop bilateral cooperation, giving versatile support, first of all, in questions of prevention of threat of independence and to sovereignty, territorial integrity and carrying out independent policy.

High contracting parties will perform bilateral cooperation in military area and will take necessary measures for more effective implementation of the agreements on military questions signed between them, will update in case of need them, and also to conclude new.

Article 4

For the purpose of ensuring sustainable development of the bilateral relations, exchange of opinions on the international regional problems High contracting parties will hold mutual consultations.

During consultations High contracting parties will make efforts for review of line items on the regional and global issues infringing on common interests of High contracting parties by their consideration in the international organizations which members High contracting parties are.

Article 5

High contracting parties agreed about implementation of cooperation with the purpose of the most complete use of capacity of the UN. For this purpose High contracting parties will use the best efforts for strengthening of role of the UN in preservation of peace and the international security and in other spheres.

Article 6

High contracting parties agreed about need of development of bilateral economic, trade relations, bonds in the field of science, culture, technology and the environment on wide basis, taking into account long-term perspectives and on optimum conditions.

For this purpose High contracting parties will create necessary legal, economic, financial and trade conditions for gradual transition to broad and effective movement of goods, services and the capital between both countries. High contracting parties will strengthen cooperation, first of all, in the field of the industry, agricultural industry, tourism, communication and telecommunications, power, the environment, and also High contracting parties will study possibilities of effective use of labor power will support joint bilateral and multilateral investment projects to the or third countries. In these activities High contracting parties will make efforts for ensuring financing on the most advantageous conditions.

Article 7

High contracting parties will encourage regular consultations, exchange of information and experience in economic, scientific and technical areas, and also to support expansion of contacts at all levels for the purpose of closer acquaintance with potential of both countries in this sphere and its uses.

High contracting parties recognize reasonable implementation of measures for creation of joint financial and industrial groups, holding and leasing companies. They will promote development of progressive forms of cooperation of the national capitals in production, investment, bank and commercial spheres, to provide favorable conditions for mutual investments.

High contracting parties, according to the national legal system, will provide favorable legal, economic and financial conditions for business and other economic activity in the territory for physical persons and legal entities of other High contracting party, including for creation of joint financial and industrial groups, banks and other organizations.

High contracting parties will encourage mutual investments and to provide their protection on the basis of the agreements signed for this purpose.

Article 8

The legal regime of state-owned property, property of legal entities and citizens of one High contracting party which is in the territory of other High contracting party is regulated by the legislation of the High contracting party in the location of property if other is not provided by other agreement between the High Finishing speaking Parties.

Article 9

High contracting parties will perform cooperation in the field of development of transport communications, transit of goods and services on favorable and mutually advantageous conditions.

High contracting parties confirm need of use of their economic potential for forming of trans-Asiatic railway and automobile highways, and also development of cooperation and area of transit transportations.

Article 10

High Agreeing the Parties will encourage contacts and cooperation between cultural and educational institutions of both countries, and also exchange of specialists. Each of High contracting parties will provide to the citizens broad access to studying of language, culture, works of art, literatures and seals of other High contracting party.

Article 11

High contracting parties cooperate in case of public health care, development of medical science and practice, strengthening of its material and technical resources.
