About basic electronic services

For the purpose of implementation of the resolution of Council of Ministers of the Republic of Belarus of August 9, 2011 No. 1074 "About rendering electronic services and realization of the state functions in electronic form by means of nation-wide automated information system" and developments of the state system of rendering electronic services to the organizations and citizens through the single portal of electronic services on the basis of the basic and other state information resources integrated into nation-wide automated information system, the Council of Ministers of the Republic of Belarus DECIDES:

1. Approve enclosed:

the list of basic electronic services * which provision is provided through the single portal of electronic services (further - the list);

the development plan for the state information resources necessary for provision of basic electronic services through the single portal of electronic services (further - the development plan);

the plan of phased transition to provision of electronic services by means of the single portal of electronic services (further - the plan of transition).

* For the purposes of this resolution the following term and its determination is used: basic electronic service - the electronic service which is carried out for the purpose of realization of one of functions of republican state body and other state organization subordinated to the Government of the Republic of Belarus, regional executive committee or Minsk Gorispolkom, provided to the consumer by means of the single portal of electronic services by 2015. Criteria of reference of electronic service to basic are its demand (mass character of provision), the social importance, orientation on elimination of administrative barriers.

2. Upon transition to provision of the basic electronic services provided by the list to provide to republican state bodies:

placement of data on the provided basic electronic services in global computer network the Internet on the websites of state bodies and state organizations and the single portal of electronic services;

reduction of regulatory legal acts in compliance with this resolution;

implementation of the development plan and plan of transition;

acceptance of other measures for implementation of this resolution.

3. Financing of the expenses connected with the organization of provision of basic electronic services is performed within the means provided in republican and local budgets on content of state bodies and other state organizations and also at the expense of own means and other sources which are not prohibited by the legislation.

4. To provide to the Ministry of Communications and Informatization in interaction with Operational analytical center in case of the President of the Republic of Belarus coordination and control over the implementation of this resolution.

5. This resolution becomes effective after its official publication.
