About approval of the Procedure for provision of data on the main results of scientific, scientific and technical, innovative activities and in the field of transfer of technologies

 According to Item 12 of the Procedure for forming of scope of the scientific research and scientific and technical (experimental) developments financed by means of the government budget approved by the resolution of the Cabinet of Ministers of Ukraine of January 11, 2018 No. 13, and for the purpose of strengthening of responsibility of customers - the main managers of budgetary funds for implementation of results of the order and monitoring of realization of the priority directions of development of science and technology by them, innovative activities and transfer of technologies I ORDER:

1. Approve the Procedure for provision of data on the main results of scientific, scientific and technical, innovative activities and in the field of transfer of technologies (further - the Procedure) which is applied.

3. To management of science and innovations (Taranov I.) according to competence annually:

perform check of compliance of indicators of the reporting received from the main managers of budgetary funds, to the requirements determined according to the procedure;

generalize the indicators containing in the reporting received from the main managers of budgetary funds;

prepare on the basis of the analysis of the generalized indicators containing in the reporting received from the main managers of budgetary funds and place till June 15 of the year following for reporting on the official site of the Ministry of Education and Science of Ukraine research opinions about condition of scientific and scientific and technical activities; condition of innovative activities and activities in the field of transfer of technologies; realization of the priority directions of development of science and technology; realization of the priority directions of innovative activities;

provide informing till June 15 of the Cabinet of Ministers of Ukraine on results of realization by the main managers of budgetary funds of the priority directions of development of science and technology and the priority directions of innovative activities.

4. I reserve control over the implementation of this order.

5. The order becomes effective from the date of its official publication.

Procedure for provision of data on the main results of scientific, scientific and technical, innovative activities and in the field of transfer of technologies

І. General provisions

1.1. This Procedure is developed according to Item 12 of the Procedure for forming of scope of the scientific research and scientific and technical (experimental) developments financed by means of the government budget approved by the resolution of the Cabinet of Ministers of Ukraine of January 11, 2018 No. 13.

1.2. This Procedure is directed to strengthening of responsibility of customers for implementation of results of the order, providing continuity of accomplishment of stages of scientific process (basic researches, applied researches and scientific and technical developments) and control of bringing results of the order to stage of their practical application, and also determines the main requirements to the organization of preparation, structure and forms of submission by customers of data on the main results of order fulfillment (in particular regarding realization of the priority directions of development of science and technology), actions for ensuring their practical application and about results of monitoring of implementation of scientific (scientific and technical) products (further - NTP) which is performed within three years from the moment of its creation, about results of implementation of innovative activities and transfer of technologies for the accounting period (further - data).

ІІ. Organization of preparation and submission of data

2.1. For the organization of preparation and submission of data on the main results of order fulfillment customers provide:

provision of information on financing of the order, results of its accomplishment and implementation (in particular regarding realization of the priority directions of development of science and technology) in forms agrees appendices 1-8, 11;

provision of information on financing and implementation of innovative activities and transfer of technologies, realization of the priority directions of innovative activities for forms according to appendices 9, 12;

provision of information on the main directions and results of transfer of technologies for form according to appendix 10;

preparation of analytical note in the form according to appendix 13 by results of generalization and information analysis provided according to appendix 1-12;

submission of data of MON on paper and electronic media in the established forms not later than March 15 of year which comes behind reporting.

2.2. MON generalizes the data provided by customers, carries out the analysis of effectiveness of order fulfillment in different spheres of social production, efficiency of application by subjects of managing of scientific and technical developments and prepares research opinions about condition of scientific and scientific and technical activities; condition of innovative activities and activities in the field of transfer of technologies; realization of the priority directions of development of science and technology; realization of the priority directions of innovative activities.

ІІІ. General requirements to filling of forms No. No. 1-13

3.1. In the form of No. 1 "Dynamics of financing of the sphere of scientific and scientific and technical activities by the directions of budget financing" (further - No. form 1) data of rather planned and cash costs of the government budget in reporting year (taking into account changes are provided), planned targets the next year by budget programs of the customer and the directions of budget financing.

3.2. In the form of No. 2 "Budget financing of the scientific sphere by basic and program and target methods, work types and sectors of science" (further - No. form 2) data concerning amounts of cash expenses on carrying out basic and program target financing (expenses of the general fund of the government budget) in the directions of budget financing, sectors of science and types of scientific and scientific and technical works are provided.
