About approval of requirements for placement of systems of video surveillance in customs control zones

According to the Actions plan on strategy implementation of development of Customs Service of the Kyrgyz Republic for 2011-2013 approved by the order of the Government of the Kyrgyz Republic "About approval of the Development strategy of Customs Service of the Kyrgyz Republic for 2011-2013 and the Actions plan on strategy implementation of development of Customs Service of the Kyrgyz Republic for 2011-2013" of December 30, 2010 342, the Government of the Kyrgyz Republic decides No.:

1. Approve the enclosed Requirements for placement of systems of video surveillance in customs control zones.

2. This resolution becomes effective after fifteen days from the date of official publication.

Requirements for placement of systems of video surveillance in customs control zones

1. General provisions

1. These Requirements determine locations of systems of video surveillance in customs control zones.

2. System of video surveillance - the equipment for record of the image and sound with possibility of the subsequent reproduction.

3. The customs control zone - the temporary or permanent place determined by the Customs code of the Kyrgyz Republic for implementation of procedures for customs control and customs clearance.

4. The check point - the territory within the railway, automobile station, the station, the airport, airfield open for the international messages, and also on specially equipped places where are performed boundary, customs, sanitary and quarantine, veterinary, phytosanitary and other types of control according to the legislation of the Kyrgyz Republic of persons crossing frontier, goods, vehicles and other property.

2. Locations of systems of video surveillance at check points

5. The system of video surveillance at check points is installed in the following places:

- in places of arrival of the vehicle to the check point through frontier of the Kyrgyz Republic to the customs control zone;

- in case of entrance/departure of the vehicle on customs area of the Kyrgyz Republic and departure from the customs control zone on customs area of the Kyrgyz Republic;

- in places of customs examination, survey and/or weight control of vehicles, with possibility of complete scope of process of examination and/or survey of the vehicle, and also with fixation of registration plates of the vehicle and trail car (semitrailer truck) to the vehicle;

- in customs control zones using system of double corridor;

- in places of primary customs clearance of vehicles on arrival on the check point. In places of passing of transport, sanitary and quarantine, veterinary, phytosanitary control;

- in other places determined by authorized body in the field of customs affairs.

3. Placement of systems of video surveillance in places of customs clearance

6. The system of video surveillance in places of customs clearance is installed on the following sites:

- in places of arrival of vehicles in the customs control zone, in warehouses of temporary storage, customs warehouses, with fixation of registration plates of vehicles, trail cars and semitrailer trucks;

- in places of customs examination, survey and/or weight control of vehicles, with possibility of complete scope of process of examination and/or survey of the vehicle, and also with fixation of registration plates of the vehicle and trail car (semitrailer truck);

- on perimeter of the customs control zone (the place of customs clearance, warehouse of temporary storage, customs warehouse);

- in places of customs clearance, with possibility of complete scope of process of customs clearance of vehicles and goods, and also payments of customs payments, etc.;

- in other places determined by authorized body in the field of customs affairs.

4. Access and requirements to the control panel system of video surveillance

7. The authorized officers of customs authorities determined by the head of authorized body in the field of customs affairs are allowed to the control panel of system of video surveillance.

8. The control panel of system of video surveillance shall be equipped with protection against unauthorized access for strangers.

9. The system of video surveillance shall have possibility of safe remote access.

10. The system shall provide protection of the software and the registered information against unauthorized access from users, service personnel and strangers.

5. Other requirements to system of video surveillance

11. The materials fixed by system of video surveillance shall be stored within three months.

12. The equipment and the equipment the systems installed out of rooms shall be steady against external impacts in the conditions of sharp and continental climate, including against impact of lightning discharges, and are performed in anti-vandal option.

13. All external cable lines shall be protected since both ends on current and tension from lightning discharges.

14. The equipment and the equipment the systems installed in rooms shall be steady against external impacts (for rooms without artificially regulated climatic conditions).

15. Places of laying of cable routes are determined and approved at design stage. In places of connection of the equipment and entrance (exit) of building constructions cable lines shall be marked.

18. Power supply of the equipment shall be provided from single-phase power network, of 220 W, the industrial frequency of 50 Hz, in case of voltage fluctuations ranging from +10 to-10%, the frequency of +1 Hz, with speed of change of no more 0,1 of Hz/sec.

19. Power supply of the equipment shall be performed from special network in which surge protectors and uninterruptible power supply units shall be provided. The maximum capacity consumed from networks is determined in case of project development.

20. In case of the termination of power supply the possibility of functioning of system from sources of reserve food within at least 4 hours shall be provided.
