1. Approve the enclosed Health regulations "Sanitary and epidemiologic requirements to working conditions with sources of the physical factors (computers and video terminals) making impact per capita".

2. This resolution becomes effective after ten calendar days from the date of the first official publication.

1. General provisions

1. Health regulations "Sanitary and epidemiologic requirements to working conditions with sources of the physical factors (computers and video terminals) making impact per capita" (further - Health regulations) regulate sanitary and epidemiologic requirements to working conditions with sources of the physical factors (computers and video terminals) including placement and operation of computers (personal computers, tablet personal computers, laptops) and video terminals, and also the requirement to microclimate, lighting and working conditions in case of impact of physical factors from computers and video terminals.

2. These Health regulations do not extend to the TVs used in life on set-top game consoles, on-board and portable computers.

Input of objects in operation for rendering services to the population by means of computers (personal computers, tablet personal computers, laptops) and video terminals is allowed in the presence of the sanitary and epidemiologic conclusion of bodies of the state sanitary and epidemiological surveillance.

3. In these Health regulations the following concepts are used:

1) the video terminal (further - VT) the device of visual display which is the user's terminal with the display screen, equipped by the input equipment (the entrance block) like the keyboard;

2) the level of vibration of category 3 the type "v" - general vibration on workplaces in rooms of educational Items, computer centers, health centers, office rooms, working rooms;

3) the personal computer (further - the personal computer) - the computer intended for autonomous use;

4) discomfort indicator - criterion for evaluation of the discomfortable blestkost causing unpleasant feelings in case of uneven distribution of brightness under review on the monitor screen;

5) illumination pulsation coefficient - the criterion for evaluation of relative depth of fluctuations of illumination as a result of change in time of light flow of gas-discharge lamps in case of food their alternating current, is estimated as a percentage;

4. In rooms for placement and operation of the personal computer, PLPK, laptops and VT conditions for observance of the normalized parameters of illumination, microclimate given in these Health regulations are provided.

In the organizations of education it is not allowed to place educational classes for work with the personal computer, PLPK, laptops and VT in socle rooms. Placement of workplaces with the personal computer and VT in places where power cables, high-voltage transformers, processing equipment are located is not allowed.

5. The square at one workplace of PC users and VT based on electron beam tube (further - ELT), including on objects of leisure for rendering services to the population, constitutes at least 6 square meters (further - m 2) in case of line, central and perimeter arrangement - 4 m 2, when using VT based on flat discrete screens (liquid crystal, plasma) in case of any arrangement - 4 sq.m.

The square at one workplace of users of PLPK, laptops is allowed in sq.m 2,5.

6. The polymeric materials used for internal finishing of interior of rooms in which are equipped the personal computer, PLPK, laptops and VT, are exposed to sanitary and epidemiologic examination and shall not emit harmful chemicals in air of the enclosed space. In the preschool organizations it is not allowed to use wood chipboards, layered plastic, synthetic carpets for finishing of rooms.

7. The floor surface in rooms where are equipped with the personal computer, PLPK, laptops and VT, is made without hollows and cracks, of the materials having antistatic properties.

At the same time, in these rooms, it is necessary to carry out daily damp cleaning.

8. Rooms where personal computers and VT are placed, are equipped with protective grounding, electric sockets are connected to grounding contour.

9. Rooms, the equipped personal computers and VT placed in residential buildings are equipped with separate entrance.
