Mechanism of implementation of decisions of Council of heads of states and Council of Heads of Government of the Commonwealth of Independent States

For the purpose of ensuring accomplishment of decisions of Council of heads of states and Council of Heads of Government of the Commonwealth of Independent States (the documents accepted within Council of heads of states and Council of Heads of Government of the Commonwealth) and based on conceptual provisions of the Mechanism of implementation of decisions of Council of heads of states and Council of Heads of Government of the Commonwealth of April 2, 1999 the following mechanism of implementation of decisions which provides is established:

voluntary and fair accomplishment by the State Parties of the assumed liabilities based on decisions taking into account national mechanisms of control and non-interference to internal affairs of the state;

compulsory and timely execution of decisions by bodies of the Commonwealth;

development by Executive committee of the CIS together with permanent plenipotentiaries of the State Parties of the Commonwealth under authorized and other bodies of the CIS of recommendations for the states of the Commonwealth about accomplishment of decisions. After decision making of heads of states by Council and Council of Heads of Government of the Commonwealth of the government of the State Parties if it is provided by relevant decisions, according to the national legal system provide passing of interstate procedures, adopt regulatory legal acts about implementation of each document with indication of specific measures and terms of accomplishment, appoint executives in charge what in two-month time inform Executive committee of the CIS on;

development by Executive committee of the CIS of recommendations about completion dates of documents, and also by determination of the bodies of the Commonwealth analyzing the course of their execution if those are not determined by decisions;

generalization by Executive committee of the CIS of the offers and notes stated by heads of states and heads of governments at meetings of Council of heads of states. dispute settlement, arising in case of obligation fulfillment according to documents of the Commonwealth, by negotiations of the State Parties of the Commonwealth;

hearing of heads of states of the Commonwealth of the Chairman of the board of heads of governments by Council and the Chairman of the board of Ministers of Foreign Affairs of the Commonwealth about the carried-out work on accomplishment of decisions of Council of heads of states;

hearing of messages of heads of bodies of the Commonwealth by Council of Heads of Government on the work on accomplishment of decisions of Council of Heads of Government of the Commonwealth which is carried out by them.
