About approval of Health regulations "Sanitary and epidemiologic requirements to facilities for production of the alcoholic products, nonalcoholic products and drinking water which is packed up in reservoir"

According to the subitem 2) of article 6 of the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system" the Government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed Health regulations "Sanitary and epidemiologic requirements to facilities for production of the alcoholic products, nonalcoholic products and drinking water which is packed up in reservoir".

2. This resolution becomes effective after ten calendar days after the first official publication.

Health regulations "Sanitary and epidemiologic requirements to facilities for production of the alcoholic products, nonalcoholic products and drinking water which is packed up in reservoir"

1. General provisions

1. Health regulations "Sanitary and epidemiologic requirements to facilities for production of the alcoholic products, nonalcoholic products and drinking water which is packed up in reservoir" (further - Health regulations) are intended for the physical persons and legal entities which are engaged in the business activity connected with production of the alcoholic, nonalcoholic products and drinking water which is packed up in reservoir (further - object), establish sanitary and epidemiologic requirements to activities of these objects which non-compliance creates threat of life or to health of the person, and also origin and spread of diseases.

Production of alcoholic products, nonalcoholic products, the drinking water which is packed up in reservoir (further - products), is performed according to these Health regulations, technical regulations existing in the field of safety of food products and other regulatory legal acts.

2. In these Health regulations the following terms and determinations are used:

1) alcoholic products - food products with volume fraction of ethyl alcohol more than one and a half percent (further - %), made with use of ethyl alcohol from food raw materials and (or) alcohol-containing food products, except for the alcohol-containing products of medical appointment registered as medicine according to the legislation of the Republic of Kazakhstan;

2) bacteria autochthonic - set of naturally renewable, including specific physiological groups of the bacteria which are constantly present at underground water, characteristic of this source of drinking water supply;

3) table wine - wine, with volume fraction of ethyl alcohol from 8,5 to 15,0 of percent, made as a result of complete or incomplete spirit fermentation of the whole or crushed berries of fresh grapes or fresh grape mash with addition or without addition of sacchariferous substances of grape origin;

4) the aerated pearl wine - wine with volume fraction of ethyl alcohol from 8,5 to 12, percent and carbon dioxide pressure in bottle from 100 to 250 kilopascal at temperature plus 20 degrees Celsius received by artificial saturation by carbon dioxide of table wine material with addition or without addition of sacchariferous substances (concentrated or the mash preserved by sulfur dioxide, sugar);

5) the aerated wine - wine with volume fraction of ethyl alcohol from 8,5 to 12,5 of percent and carbon dioxide pressure in bottle at least 300th kilopascal at temperature plus 20 degrees Celsius received by artificial saturation by carbon dioxide of table wine material with addition or without addition of sacchariferous substances (concentrated or the mash preserved by sulfur dioxide, sugar);

6) pellet - the shattered barley grain;

7) "portable bed" - the special equipment for barley prorashchivaniye;

8) crown cap - corking means in the form of metal cap of koronchaty form with sealing laying;

9) kega - reservoir metal cylindrical or from other materials permitted for application for contact with foodstuff, equipped with special fitting with hermetically sealed internal surface;

10) kupazher - reservoirs for mixing of various foodstuff in certain ratios for improvement of quality, product receipt of certain type and structure;

11) preform from polyethyleneterephthalate (PETF) - the procurement intended for production of bottles, cans, bottles for packing of food and non-food products;

12) saturator - the device for saturation of liquids carbon dioxide;

13) sanitary special clothes (further - special clothes) - set of the protective clothes of personnel intended for protection of raw materials, auxiliary materials and ready-made product against pollution by mechanical particles, microorganisms and other pollution;

14) sanitary processing - set of the processing methods providing quality of washing and disinfection of the equipment, stock, ware;

15) sanitary day - specially allotted time (once a month suffices) for carrying out clear-out of rooms, washes of the equipment and stock, if necessary - disinfection, disinsections, deratization;

16) tonics - the energy drinks containing the toning substances including phytogenesis, in the quantity sufficient for ensuring the toning effect on human body as a part of which content of easily usvoyaemy carbohydrates, mineral substances, vitamins and vitaminopodobny substances, substrata and stimulators of energy exchange is allowed;

17) transmission - the device or system for transfer of rotation from the engine to working machines (crushers);

18) processing equipment - set of the mechanisms, machines, devices, devices necessary for production work;

19) malt - product of germinated grains of cereals;

20) fitting - the adaptation connected to liquid supply tube, getting to the bottom keg, giving the chance to wash out, fill and empty keg;

21) osmolka - processing of reservoirs special substances, for giving of products of specific properties (smell, taste).

3. In these Health regulations the terms which are specially not determined in this Section are used in the values established by the legislation of the Customs union and Eurasian economic community on sanitary measures and also the legislation of the Republic of Kazakhstan in the field of health care and technical regulation.

2. Requirements to products conditions of production

4. Space-planning and design solutions of rooms irrespective of capacity and type of activity of object provide:

1) ensuring threading of engineering procedures;

2) isolation of dirty processes from the net, excluding counter or cross flows of the raw materials and finished goods polluted and net stock, ware;

3) mechanization and automation of engineering procedures, convenient communication between shops;

4) the prevention or minimization of air pollution of production rooms for prevention of pollution of products.

5. Internal finishing of rooms is made of non-toxical finishing materials, structurally corresponding to the used production technology.

6. In the territory of object allocate the following main zones:

1) administrative on which buildings of administration rooms, check-point and the platform for the parking of automobile transport are placed;

2) production on which buildings of the main production, and also production laboratory, medical aid station or health center, sanitary and household rooms, the dining room, car park for specialized transport with canopy are located;

3) economic, with buildings of auxiliary appointment, storage facilities, mechanical-repair workshops, constructions for storage of reserve construction materials, container and fuel, the platform with containers for collection of garbage and domestic toilets.

7. In the territory of object it is provided separate entrance and departure for transport, except for objects of low power. Handling platforms, transitions from railway and automobile platforms, storage areas of construction materials, fuel, container, the road for motor transport and walking paths equip with equal waterproof covering.

8. For acceptance (sending) of food products cargo handling gears, with equipment of separate load-lifters for transportation of raw materials and finished goods are provided. In places of loading unloading of food products canopies are arranged.

9. In production rooms and buildings of objects provide:

1) rooms for storage, sinks and disinfection of stock and the reusable tare used in case of production of foodstuff and rooms for storage of harvest stock and the equipment, their sink and disinfection;

2) toilet in separate, from all manufacture workshops for foodstuff, rooms which doors do not leave directly to production rooms, equipped with the washout connected to the operating sewer network for sanitary and household drains;

3) flushing cranes for cleaning at the rate of one crane on 500 square meters (further - m 2) in shops, but at least one on the room; for storage of hoses the arms equipped with valves tips are provided;

4) wash basins for washing of the hands equipped with eyeliner of hot and cold flowing water, located in case of entrance and at distance no more than 15 meters (further - m) from workplace equipped with mixers, means for washing of hands and disposable materials for wipe of hands or the equipment for drying of hands, (at least one) in each production room, toilet, household rooms.

10. It is not allowed:

To place 1) in the territory of buildings, constructions and in rooms of object residential buildings or premises for accommodation of personnel of object, the room for provision of the works and services which are not connected with object, Items on sagination of pets and birds;

2) placement of production rooms of object in basement and first floors of the building, except rooms on production of beer with production volume no more than hundred thousand decalitres a year, soft drinks;

3) placement of locker rooms for personnel in production rooms;

4) the device of suspended sewer pipes with technological and household drains over workplaces and processing equipment;

5) passing of struts for withdrawal of household drains through production rooms;

6) placement of toilets, shower, laundry and washing over manufacture workshops and the dining room;

7) laying of plumbing and sanitary in the protecting designs of refrigerating chambers, and also via such cameras and platforms;

8) use of hot water from system of water heating for engineering procedures, sanitary processing of the equipment and rooms;

9) work in case of the disconnected forced-air and exhaust ventilating systems and recirculation of air in the production rooms having open technological reservoirs and processes;

10) placement of lamps over processing equipment with open engineering procedures;

11) carrying out repair work and disinfection of rooms during development of products, except for carrying out repair of the equipment on condition of its barrier;

12) storage of spare parts, fine details, nails in production rooms;

13) storage in production rooms and refrigerators of the production waste, any substances and materials which are not used in case of production of the foodstuff including washing and disinfectants;

14) use of recirculation of air for systems of ventilation, air conditioning and air heating in premises of spirtopriyemny and spirtootpuskny departments, departments of the alcoholized infusions, warehouses of sugar, ammoniac and carbon dioxide compressor, departments of crushing of barley and malt, sulfitatsionny departments, osmolochny shops;

15) storage of the failed gas, energy saving discharge tubes and measuring devices with the mercury filler which is subject to utilization;

16) attraction to technological transactions of the personnel which do not have professional training (qualification, specialty), not undergone hygienic training.

11. It is allowed:

1) placement of objects in coordination with bodies of the state sanitary and epidemiological surveillance in separate buildings, in the rooms attached, built-in attached to non-residential buildings, in multi-profile factory buildings of food productions (administrative, production, trade) on condition of lack of harmful effects on personnel of the main building, respect for the principle of isolation of engineering procedures;

2) use of technical water for chilling of compressors, waterings of the territory, eyeliner to flushing tanks and urinals in toilets, external obmyvka of cars.

12. Natural mineral and spring waters are extracted on fields of underground waters with the approved operational water-supplies on industrial categories in the presence of the established zones of sanitary protection of underground sources of drinking water supply, with their corresponding device.

13. Use of natural mineral waters is allowed after obtaining on them the balneological conclusion of scientific centers of balneology.

14. In the absence of centralized system of hot water supply and vapor own sources of heat, water heaters are arranged. Vapor coming into direct contact with products or with the surfaces contacting to products is developed from drinking water without addition of hazardous substances.

15. On object for storage of reserve of water on the production and drinking purposes, depending on capacity of production, the accumulative reservoirs equipped with cranes for sampling of water on the analysis, brackets, ladders and hatches are provided.

16. Hatches of reservoirs for water-supply are closed on the lock, sealed up, marked by text "Drinking water". Recirculation of water is made each 48 hours (further - h), for storage of the water arriving on pouring - 24 h. Mechanical cleaning and disinfection of reservoirs is made monthly.

17. When using on object for the technical purposes of nondrinking water, apply distinctive marking on systems of circulation of drinking and nondrinking water.

18. Accidents and repair work on water supply system and water disposals, lack of water, couple and cold are registered in register of identification and accident elimination and repair work on plumbing and sanitary in form according to appendix 1 to these Health regulations.

19. After elimination of emergencies, carrying out repair work the water supply system and the reservoir are washed out and disinfected with the subsequent laboratory researches of water.

20. On object the device of the separate economic and household and production sewerage with connection to city (settlement) water disposal is carried out, in case of its absence the independent system of the sewerage is arranged.

21. Production rooms equip with ladders with a diameter of 10 centimeters (further - cm) and grids for collection of flushing waters. Pipelines for drain of the fulfilled waters from processing equipment and machines are connected to sewer network with the device of siphons.

22. Production rooms (with permanent stay of working) without natural lighting or with natural lighting, insufficient on biological effect (the coefficient of natural illumination is at least % 0,5), which placement is allowed according to production requirements of designing of production, in the presence of special reasons, are equipped:

1) artificial lighting;

2) the device for eritemny radiation;

3) rooms for short-term rest no more than 100 m working at distance from workplaces with natural lighting;

4) permanent forced ventilation.

23. Sources of lighting are equipped with special lighting fixtures, in the rooms connected with exudation of moisture and dust - in moisture-dustproof execution. On workplaces the additional sources of lighting which are not creating patches of light are established.

24. For survey of internal surfaces of devices and reservoirs it is allowed to use figurative, put in protective grids, lamps no more than twelve Volts.

25. All opening apertures in warm and transitional season from penetration of insects are equipped with removable protective grids.

26. Lighting instruments, armature, the glazed surfaces of windows and apertures keep clean and clear in process of pollution.

27. In factory and auxiliary buildings and rooms, except for the platforms of open type intended only for storage of ethyl alcohol the forced-air and exhaust system of ventilation on natural and artificial motives, emergency ventilation and/or conditioning is provided.

28. In household rooms, bathrooms, shower and laboratories autonomous (independent) systems of all-exchange and local ventilation, in household rooms - mainly with natural motivation are arranged.

29. Systems of ventilation and conditioning are equipped with exception of possibility of intake of air of the polluted zone in net zone, with ensuring access to the filters and other parts requiring cleaning or replacement.

30. The air intake is performed from the places excluding possibility of pollution of the working area, raw materials and finished goods hazardous substances.

31. The intake of stitched air for production rooms is carried out from zone not lower than 2 m from earth level. In shops with open engineering procedure purification of the given external air on filters of thin cleaning is provided.

32. Airintakes of the exhaust ventilation of carbon dioxide compressor departments, shops of fermentation and dobrazhivaniye have in the lower part of the room at m 0,2 height from floor, in engine and hardware rooms of ammoniac compressor installations in the upper and lower zones of rooms.

33. The engineering procedures connected using the toxic and irritating substances are carried out in certain rooms or on the special isolated sites equipped with supply and exhaust ventilation.

34. Emissions from systems of local suctions are made at the height at least 2 m over roof of higher part of the building if distance to its ledge less than 10 m.

35. In production rooms natural airing, is provided in cases if it is allowed by engineering procedure. The equipment which is source of intensive heat production of moisture and hazardous substances is supplied with supply and exhaust ventilation with the device of local suctions.

36. The transport equipment of podrabotochny shops of spirit, brewing productions, in connection with pylevydeleniye, is pressurized or concluded in the closed casings supplied with dust removal and pyleotsasyvayushchy devices. Zavalny holes and bunkers equip with the local exhaust ventilation.

37. The air deleted by ventilating systems, containing toxic substances before its emission in the atmosphere is exposed to cleaning.

38. In case of shift or replacement of processing equipment, reconstruction of ventilating systems is carried out.

39. Installations on vyduva of bottles are equipped with local ventilating devices.

40. In cases if it is provided by the production technology, the conditioning device is provided.

41. In the absence of platforms at entrances to production and storage facilities, except production rooms for storage and aging of wine, the device of "air" veils with air heating is provided.

42. Ventilating channels, air ducts are cleared of processing equipment at least once a quarter.

43. Air ducts, lattices, air-ventilation chambers and other devices are kept clean, without mechanical damages, traces of corrosion, hermeticity violation.

44. Object is equipped with centralized system of heating, in case of its absence, it is allowed local. At the same time, availability of heating devices in case of all types of heating for carrying out cleaning, survey and repair is provided.

45. Threshold limit values of hazardous substances in air of production rooms, noise levels, vibrations, lighting and microclimate in production rooms shall conform to health regulations "Sanitary and epidemiologic requirements to atmospheric air in settlements, to soils, content of the territories of settlements, working conditions with sources of the physical factors making impact per capita".

46. Release of new types of products, replacement of separate ingredients in the made products is allowed in the presence of the sanitary and epidemiologic conclusion.

47. The equipment, the equipment and reservoirs intended for production of storage and transportations of raw materials and products are used meeting requirements imposed to safety of machines and the equipment.

48. The surfaces of the equipment and stock which are directly contacting to products are provided smooth, made of the waterproof, not absorbing and non-toxical materials steady against corrosion impact, easily giving in to sanitary processing washing and disinfectants.

49. The used metal designs having contact with raw materials and finished goods are made of corrosion-proof materials.

50. Rubber hoses which pump water for sink of plates and tubs are stored suspended on special hooks. It is not allowed to leave the ends of hoses on floor. Surface of plates and tubs have with bias to spuskny ladder.

51. All equipment, devices and stock requiring control of parameters of engineering procedure of production of foodstuff are provided with the corresponding instrumentations. Control of operation of processing equipment are organized by economic subjects in compliance with requirements of the Law of the Republic of Kazakhstan of July 21, 2007 "About safety of food products" to traceability of food products.

52. The intra shop transport (turnover) container and tarooborudovaniye are used net, dry, strong, without foreign smell. The reusable tare before use is subjected to obligatory processing.

At the same time, it is not allowed to bring transport (turnover) container in manufacture workshop without preliminary processing also transportation of packaging container through production rooms.

53. All production processes, packings, storages, transportations of raw materials and finished goods, are carried out in the conditions of protection them from pollution and spoil, from hit of foreign objects to them and substances.

54. Each batch of raw materials, food ingredients, auxiliary materials and finished goods is followed by the documents confirming their quality, safety and the documents providing their traceability.

55. Batches of food staples of phytogenesis are followed by information on the pesticides used in case of cultivation of crops, fumigation of rooms and container for storage for the purpose of pest control of food inventories.

56. Food ingredients and nutritional supplements are stored in packaging of manufacturing plant, prepare for use in the certain room.

At the same time, oversleeping, transfusion of nutritional supplements, fragrances, technological supportive applications in other ware is not allowed. Their storage is made in the separate closed cases, with observance of conditions and storage temperatures, enrichment exception their unusual smells and taste.

57. All loose auxiliary materials before use are passed through magnetocatchers.

58. The raw materials struck with wreckers or semifinished products isolate and peresortirovyvat. The sorted raw materials are allowed in conversion, the struck raw materials are destroyed.

59. Storage of raw materials is made taking into account specifics of storage separately according to the requirements established to it. Each batch of raw materials in case of revenues to the plant is exposed to incoming inspection.

60. In the warehouses intended for storage of food raw materials and finished goods joint storage of raw materials and the ready, not packed products, not food materials, waste and smet of grain, sugar, and also their storage near water and sewer pipes, heating devices, out of storage facilities, storage of the dangerous foodstuff together with other foodstuff and raw materials which is not concerning production is not allowed.

61. Storage facilities for food and nonfoods, and also for alcoholic products provide separate. At the same time, warehousing of foodstuff directly on floor is not allowed.

62. Storage facilities, refrigerating chambers equip with instrumentations for temperature measurement, relative air humidity and time, the information about them stores during the term of validity/storage of the turned-out products. Temperature and humidity of cameras, rooms are supported in compliance by requirements of the regulating documentation of the stored products.

63. Warehouses for storage of finished goods and raw materials for their production contain dry, net, heated, well aired, with the ventilation device, not infected wreckers protected from atmospheric precipitation from penetration in them of rodents, birds and insects, equip with the racks established at the height at least 25 cm from floor and at least-50 cm from walls with gap between stacks and passes at least one meter.

64. Storage of malt and barley is made in the warehouses equipped with systems of supply and exhaust ventilation, aspiration, thermometers and psychrometers. Hop is stored in the dry, dark and cooled room. Storage of malt in the refrigerator is allowed. Irrespective of type and quality of hop products their storage is made at temperature from 0 to +2 °C. Before acceptance of hop and barley of new harvest warehouses are repaired and disinfected.

65. Production and auxiliary rooms are exposed to cleaning, sink and disinfection. For sanitary processing, disinsection and deratization of rooms, sanitary processing of the equipment, stock, container, vehicles, the methods and frequency excluding possibility of secondary pollution of finished goods and ensuring their safety are used.

66. Rooms for storage of food products, including refrigerating chambers, cargo compartments of vehicles and containers for transportation are exposed to regular sanitary processing, disinsection and deratization in the terms established by business entity and providing purity of rooms. Storage locations of loose foodstuff (raw materials, semifinished products) carry out gas processing against granary wreckers. Cleaning of storage facilities (ceiling, walls, floor) is made at least once a week.

67. Storage of products is performed in case of the temperature moisture conditions providing preserving indicators of its safety and quality.

68. For cleaning of production, storage, auxiliary facilities, toilets allocate the separate marked stock which is stored in the allocated places (in separate cases - for objects of low power) or indoors for storage, cleaning and drying of harvest stock, adjacent to toilet.

69. The room for storage of harvest stock, washing and disinfectants is equipped with discharge for dirty water, sinks with supply of cold and hot water, the device for drying of rags.

The stock for washing of toilets has alarm coloring, after each cleaning is processed in disinfecting solution, dried and stored separately. Its use for other purposes is not allowed. Cleaning of toilets is assigned to the technicians which do not have contact with foodstuff and processing of ware.

70. Storage washing, disinfectants in the dry, aired room equipped with racks according to technical documentation of the manufacturer.

71. Washing and disinfection of stock, container and vehicles is carried out by the trained personnel, in the allocated room with supply of vapor, hot and cold water, discharge for removal of sewage, ventilation. For manual sink section washing bathtubs are provided 3rd.

72. Glass bottles before loading in bathtubs of butylomoyechny machines are exposed to inspection. Bottles with availability of the damaged nimbus, agnails, bubbles or foreign smell are rejected.

73. Sink of bottles (manually or in butylomoyechny machines) is carried out using the detergents allowed for use according to the technological instruction of technical documentation of the manufacturer. Bottles are rinsed under pressure of at least 1,5 of the atmospheres (further - atm). Concentration of solutions is checked by production laboratory each change.

74. The washed-up glass bottles are exposed to control on the light screen and insufficiently washed up return to repeated sink.

75. Cleaning and disinfecting of butylomoyechny machines is carried out at least two times a week. After dumping of the washing solution into the sewerage washing bathtubs are cleared of remaining balance of labels, glass and other garbage. The internal surface of washing bathtubs is disinfected and rinsed with water. The washed-up bathtubs are filled with the new washing solution.

76. Behind operating mode of butylomoyechny machines establish engineering and production laboratory supervision which results are registered in accounting documentation of object.

77. For collection of the broken glass equip the special bunker. Release of the bunker is carried out by drift directly to car body.

78. Corking material arrives to the shop in the closed container which is opened just before loading of caps in the bunker of the corking automatic machine. Acceptance of corking material in the damaged sacks is not allowed. Corking material is stored in conditions according to specifications of producers.

79. The corked bottles control on the filling level, condition of stopper and lack of foreign inclusions. Check is made on pouring and on expedition.

80. New bottles check for availability of glass dust and are tested on chemical stability and thermal durability.

81. Acid-base washing of ware is carried out in the isolated room, in special washing bathtubs or machines.

82. Before start-up the butylomoyechny machine is filled with alkaline solutions, the condition of devices for shpritsevaniye and external obmyv of bottles is checked and centering of syringes in relation to necks of bottles is carried out.

83. Control of operating mode of butylomoyechny machines is exercised by each 2 h (temperature, alkali content). Daily after work the water bathtub of the butylomoyechny machine is exempted from water and washed out.

84. Periodically, but at least once in change, filters for water open, grids clear and wash out. The scum which is formed on spuskny pipelines and other parts of the machine is removed in the mechanical or chemical way.

85. The washed dishes are looked through on light screens.

86. Bottles with products after packing subject to visual inspection by inspection machines.

87. The bottles with products which passed through the corking automatic machine and remained not corked exempt from content and send to repeated sink.

88. In case of production stop (during lunch break and for other reasons) it is not allowed to leave not corked bottles with products in front of the corking automatic machine.

89. In case of detection in finished goods of foreign inclusions, all batch which is on the line of pouring is subjected to repeated inspection.

90. The cullet received in the course of work is collected in the special closed boxes (bunkers) exempted in process of filling upon termination of work boxes (bunkers) delete from production to specially allotted places in the territory of object.

91. In case of manual sink of bottles water in washing bathtubs changes at least two times in change. Upon termination of change washing bathtubs subject to mechanical cleaning and wash out water.

92. For wash of tanks on transportation of kvass and beer the platform with eyeliner of cold, hot water and couple is equipped.

93. Truck tanks before filling clear of deposit brushes, wash out flowing water, steam within 5-6 minutes (further - mines) in case of the closed hatch. Hatches of reservoirs for production, storage and transportation of kvass provide possibility of washing of internal surfaces with service personnel with mechanical brushes from within.

94. Barrels, keg before pouring are washed out by cold water, the washing solution, are blown by air, then are rinsed with hot water and processed by vapor.

95. For sink and disinfection of the modern high-productive equipment the stations of centralized sink of the closed type working according to the installed program of sink, except for the objects of low power which do not have this equipment are used.

96. The container from synthetic materials arriving in untight packaging before application is subject to sink with the subsequent rinsing.

97. Corking means arrive on object in not damaged container which is opened just before their use.

98.
