1. Approve the enclosed Rules of certification of the experts who are carrying out expert works and engineering services in the field of architectural, town-planning and construction activities.

Rules of certification of the experts who are carrying out expert works and engineering services in the field of architectural, town-planning and construction activities

1. General provisions

1. These rules of certification of the experts who are carrying out expert works and engineering services in the field of architectural, town-planning and construction activities (further - Rules) are developed according to the Law of the Republic of Kazakhstan of July 16, 2001 "About architectural, town-planning and construction activities in the Republic of Kazakhstan" determine procedure for carrying out certification of the experts who are carrying out expert works and engineering services.

2. In these rules the following concepts are applied:

1) engineering services in the field of architectural, town-planning and construction activities - the range of services (technical and author's supervisions) providing preparation and implementation of construction for the purpose of achievement of optimum project indicators;

2) expert works - works on examination of projects and carrying out technical inspection of reliability and stability of buildings and constructions;

3) the expert - the physical person performing certain types of expert works and engineering services in the field of architectural, town-planning and construction activities;

4) the certificate of the expert - the competence certificate (certificate) of the established sample certifying the status of the expert and his right to accomplishment of expert works and engineering services in the field of architectural, town-planning and construction activities;

5) the applicant - the physical person applying for receipt of the status of the expert or the expert who is subject to the next certification;

6) certifying commission - the collegiate organ created by the order of authorized body for architecture, town planning and construction (further - authorized body) which considers documents on conformance to requirements, approves the list of the experts allowed to testing and the schedule of conducting testing, and also makes the decision on passing by experts of certification. The number of members of the commission shall make at least five people. The secretary of the commission is not member of the commission and has no right to vote.

3. Certification is carried out for the purpose of determination of the professional training level and competence of experts, knowledge of the state standard rates in the field of architecture, town planning and construction, improvement of quality of the works which are carried out by them, studying of new requirements, taking into account the changes happening in building sector.

4. The next certification is carried out once in five years for the experts performing the following types of expert works and engineering services:

1) examination town-planning, preproject and design estimates;

2) test authority;

3) designer's service;

4) technical inspection of reliability and stability of buildings and constructions.

5. Examination experts town-planning, preproject and the design estimates are subdivided on the following specializations:

1) town planning;

2) preproject documentation;

3) architecture;

4) constructive part;

5) engineering networks and systems (by types of engineering networks and systems);

6) technological part (depending on purpose of object);

7) special Sections of projects.

6. Experts in implementation of test authority are subdivided into the following specializations:

1) on objects of the first level of responsibility - regarding the bearing and protecting designs;

2) on objects of the first level of responsibility - regarding engineering networks;

3) on objects of the first level of responsibility - regarding processing equipment;

4) on objects of the second and third levels of responsibility - regarding the bearing and protecting designs;

5) on objects of the second and third levels of responsibility - regarding engineering networks;

6) on objects of the second and third levels of responsibility - regarding processing equipment.

7. Experts in implementation of designer's service are subdivided on the following specializations:

1) on objects of the first level of responsibility - regarding architecture;

2) on objects of the first level of responsibility - regarding the bearing and protecting designs;

3) on objects of the second and third levels of responsibility - regarding architecture;

4) on objects of the second and third levels of responsibility - regarding the bearing and protecting designs.

8. The following persons are allowed to certification:

1) for certification as the examination expert town-planning, preproject and the design estimates - persons with higher education on appropriate sections town-planning, the design estimates and work experience on development of appropriate sections town-planning, preproject and to the design estimates is at least five years;

2) for certification as the expert of test authority in objects of the first level of responsibility regarding the bearing and protecting designs - person with higher education in the field of construction and work experience the expert at least five years;

4) for certification as the expert of test authority in objects of the first level of responsibility regarding processing equipment - person with higher education in the field of construction and work experience the expert at least five years;

5) for certification as the expert of test authority in objects of the second and third levels of responsibility regarding the bearing and protecting designs - person with higher education in the field of construction and work experience in case of production of building and construction works at least three years;
