About Items of entrance (departure) for foreign inspection teams, observers and members of crews of inspection vehicles in the territory of the Republic of Belarus

For the purpose of ensuring activities of foreign inspection teams, observers and members of crews of inspection vehicles in the territory of the Republic of Belarus the Council of Ministers of the Republic of Belarus DECIDES:

1. Determine for foreign inspection teams, observers and members of crews of inspection vehicles as Items of entrance (departure) check points through Frontier of the Republic of Belarus:

when using air transport - "The national airport Minsk";

when using land modes of transport - road check points Grigorovshchina, Urbana, Benyakoni, Kotlovka, "the Stone Log", Privalka, Berestovitsa, Brest, "Bruzgi", Domachevo, "the Upper Terebezhov", Veselovka, Mokrana, "New Guta", "New Rudnya" and check points at railway stations (stations) - Bigosovo, Benyakoni, "Gudogai", Brest, Grodno, Horyn, Slovechno, Terekhovka, Teryukh.

2. Provide to the Ministry of Defence:

2.1. the notification of the Ministry of Foreign Affairs, Ministry of Transport and Communications, State boundary committee, State Customs Committee in case of receipt of the notification from the State Parties of international treaties in the field of arms control on Items of entrance (departure) through which foreign inspection teams, observers and members of crews of inspection vehicles arrive (decrease) to the territory of the Republic of Belarus (with indication of date and time of their arrival and departure);

2.2. holding actions in Items of entrance (departure), including:

meetings of foreign inspection teams, observers and members of crews of inspection vehicles after their arrival and representations of groups of support of Department of the international military cooperation of the Ministry of Defence;

the survey of the equipment and materials imported by foreign inspection teams for use during inspections;

approvals of plans of conducting inspections of foreign inspection teams;

2.3. placement, protection, servicing and fuelling of automotive vehicles of the inspecting states left in the territory of the Republic of Belarus.

3. To the Ministry of Foreign Affairs according to the request of the Ministry of Defence to perform execution of entrance visas to foreign inspectors, observers and members of crews of inspection vehicles within one hour after their arrival in Item of entrance (departure).

4. Provide to the Ministry of Transport and Communications:

allocation at the National airport Minsk rooms for holding the hospitality events specified in subitem 2.2 of Item 2 of this resolution;

landing and take-off of air vehicles in the terms specified in notifications of the inspecting states;

fuelling, maintenance and protection of air vehicles of the inspecting states;

approval of permanent numbers of diplomatic permissions for flight of air vehicles of the inspecting states at the request of the Ministry of Defence.

5. Provide to the state boundary committee:

the admission of groups of maintenance and their vehicles in regime zone of check points through Frontier of the Republic of Belarus and rendering assistance in allocation of the room (place) for holding the actions specified in subitem 2.2 of Item 2 of this resolution;

extraordinary conducting border control of foreign inspectors, observers and members of crews of inspection vehicles.

6. Provide to the State Customs Committee the simplified customs clearance of the goods and vehicles moved through Frontier of the Republic of Belarus with foreign inspectors, observers and members of crews of inspection vehicles in priority procedure.

7. Recognize invalid:

the resolution of Council of Ministers of the Republic of Belarus of October 28, 1992 No. 650 "About creation in the territory of the Republic of Belarus of Item of entrance departure for foreign inspection teams" (the joint venture of the Republic of Belarus, 1992, No. 30, the Art. 552);
