1. These rules of content of common property of object of condominium (daleepravil) are developed according to the Law of the Republic of Kazakhstan of April 16, 1997 "About the housing relations" (further - the Law) and govern the relations arising in the course of content of common property of object of condominium in the apartment houses entering housing stock of the Republic of Kazakhstan.
2. In Rules the following basic concepts are used:
the subject of service activities - the physical person or legal entity performing activities for content of object of condominium;
common property - parts of object of condominium (entrances, ladders, elevators, roofs, attics, cellars, extra room or all-house engineering systems and the equipment, subscriber mailboxes, the parcel of land, including elements of improvement and other property public), except the rooms which are in individual (separate) property;
the parcel of land - the land territory assigned to the apartment house (residential building) according to the procedure, established by the legislation of the Republic of Kazakhstan;
running repair of the building (construction, the equipment, communications, subjects to housing-and-municipal appointment) - the repair which is carried out for recovery of serviceability or operability of the building (construction, the equipment, communications, subjects to housing-and-municipal appointment), partial recovery of its resource with replacement or recovery of components of the limited nomenclature in the amount established by regulating and technical documentation;

governing body of object of condominium - the physical person or legal entity performing functions on management of object of condominium.
3. Content of common property of object of condominium is performed by the subject of service activities according to the contract signed with governing body of object of condominium. Before the conclusion of the agreement owners of rooms (apartments) on general meeting consider candidacies of subjects of service activities and constitute the protocol on determination of the subject of service activities.
4. The governing body of object of condominium opens the current account on each object of condominium in bank of the second level on which fees (payments) of owners of placements (apartments) on content and running repair of common property of this object of condominium and the savings account for accumulating of the amounts on capital repairs of common property of this object of condominium are listed.
5. Content of common property of object of condominium is performed in the way:
1) carrying out routine maintenance and overhaul repairs according to arkhitekturnostroitelny regulations, ecological requirements and standard rates, actions for sanitary servicing;
2) observance of regulations of ecological safety in places of warehousing of municipal waste;
3) current technical, sanitary content of common property of object of condominium, all-house engineering systems and equipment, parcel of land;
4) calculation of expense budget on content of common property of object of condominium;
5) capital repairs of common property of object of condominium, or its separate building constructions, all-house engineering systems and equipment.
6. In case of the conclusion of contracts between governing body of object of condominium and the subject of service activities complex accomplishment of the following works is included in the list of services:
1) planned and not planned surveys of technical condition of designs and the engineering equipment of object of condominium (except for the gas, lift equipment and refuse chute on which separate agreements with the relevant organizations are constituted);
2) sanitary cleaning of refuse chute, the house adjoining territories, garbage removal (in not canalized houses - cleaning of cesspools, cleaning and whitewashing of domestic bathrooms);
3) gardening;
4) disinfection, deratization, disinsection of basements and other places public;
5) preparation for the spring and summer and winter periods;
6) elimination of accidents;
7) cleaning of ventilating channels and flues;
8) running repair of common property of object of condominium;
9) capital repairs of common property of object of condominium;
10) servicing of systems of central heating, water supply, vodotvedeniye, electric utility service in places of general use, ventilation.
7. The size of monthly fee on content of common property of object of condominium affirms at meeting of owners of rooms (apartments).
8. Owners of rooms (apartments):
1) use and manage common property of object of condominium, and also the parcel of land;
2) ensure safety and safe operation of common property of object of condominium;
3) participate in maintenance costs of the apartment house (residential building);
4) for carrying out capital repairs of common property of object of condominium monthly deposit on the savings account money in the amount determined at meeting of owners of rooms (apartments), but 0, suffice 02-fold monthly settlement indicator established for the corresponding financial year by the law on the republican budget per one square meter of the usable space of the residential (non-residential) room;
