About approval of the Regulations on council on protection of theses for degree of the candidate of science, for degree of the doctor of science

1. Approve the enclosed Regulations on council on protection of theses for degree of the candidate of science, for degree of the doctor of science (further - the Provision).

2. Bring till May 31, 2012 the councils on protection of doctoral and master's theses created before entry into force of this order into compliance with the Provision.

3. To department scientific and research and educational personnel of the Ministry of Education and Science of the Russian Federation (Nechayeva E. K.) based on the conclusion of the Highest certifying commission under the Ministry of Education and Science of the Russian Federation to prepare offers on suspension since June 1, 2012 of activities of councils on protection of the doctoral and master's theses which are not conforming to requirements of this provision.

4. Recognize invalid orders of the Ministry of Education and Science of the Russian Federation:

I. General provisions

1. This Provision determines procedure for forming and the organization of work of council on protection of theses for degree of the candidate of science, for degree of the doctor of science (further - dissertation council), the rights and obligations of the organization based on which the dissertation council is created.

2. In the activities the dissertation council is guided by the Constitution of the Russian Federation, the Federal constitutional Laws, the Federal Laws, decrees and orders of the President of the Russian Federation, orders of the Government of the Russian Federation, orders of the Ministry of Education and Science of the Russian Federation (daleeminobrnauk of Russia) and this Provision.

3. The dissertation council bears responsibility for objectivity and justification of the made decisions and is called to provide the high level of requirements in case of determination of compliance of theses to the criteria established by the Regulations on procedure for award of academic degrees approved by the order of the Government of the Russian Federation of January 30, 2002 N 74 (The Russian Federation Code, 2002, N 6, Art. 580; 2003, N 33, Art. 3278; 2006, N 18, Art. 1997; 2008, N 19, Art. 2170; N 23, of Art. 2714; 2009, N 14, Art. 1663; 2011, N 26, the Art. 3799) (further - Regulations on procedure for award of academic degrees).

4. Dissertation council:

determines compliance of the theses provided for scientific degree competition to the criteria established by Regulations on procedure for award of academic degrees;

awards academic degrees of the candidate of science and doctor of science;

draws the additional conclusions according to theses which protection was carried out in other dissertation councils;

makes decisions on deprivation (recovery) of academic degree of the candidate of science, academic degree of the doctor of science;

draws the conclusions on consideration of appeals on solutions of dissertation council concerning award, deprivation (recovery) of academic degrees of the candidate of science and the doctor of science;

performs other powers established by Regulations on procedure for award of academic degrees.

5. Members of dissertation council carry out the obligations on a voluntary basis.

6. The organization based on which the dissertation council is created provides holding meetings of dissertation council and preparation of certification cases of job seekers.
