1. Approve the enclosed Procedure for holding the unified state examination.

2. To Federal Service for Supervision in Education and Science (L. N. Glebova) to organize:

technological support of the organization and holding the unified state examination at the federal level;

production of forms of the unified state examination and providing State Examination Boards with them in subjects of the Russian Federation.

3. Recognize invalid orders of the Ministry of Education and Science of the Russian Federation:

of March 9, 2010 N 170 "About modification of the Procedure for holding the unified state examination approved by the order of the Ministry of Education and Science of the Russian Federation of February 24, 2009 N 57" (it is registered by the Ministry of Justice of the Russian Federation on July 16, 2010, registration N 17858);

Procedure for holding unified state examination

I. General provisions

1. This Procedure for holding the unified state examination (further - the Procedure) determines rules of the organization and holding the unified state examination in the territory of the Russian Federation and beyond its limits, including participants of the unified state examination, their right and obligation, procedure for test of examination-papers, giving and considerations of appeals.

The system of assessment of results of the unified state examination is installed by Regulations on forms and procedure for carrying out the state (final) certification of the students who mastered the main general education programs of the secondary (complete) general education * (1).

2. The unified state examination (further - the USE) represents form of objective quality evaluation of training of persons who mastered educational programs of the secondary (complete) general education with use of the control measuring materials representing complexes of tasks of the standardized form which accomplishment allows to establish the level of development of the federal state educational standard * (2) (further - KIM) * (3).

3. The USE is held in the following general education objects: to mathematics, Russian, literature, physics, chemistry, biology, geography, history, social science, foreign languages (English, French, German, Spanish), to information science and information and communication technologies (ICT).

4. Persons involved in holding the USE, and during the USE also persons passing the Unified State Examination bear in accordance with the legislation of the Russian Federation responsibility for disclosure of the data containing in KIM * (3).

II. Participants of the USE

5. Participants of the USE are:

the students who mastered the main general education programs of the secondary (complete) general education and allowed in accordance with the established procedure to the state (final) certification (further - graduates of the current year);

the students of educational institutions of primary professional and secondary professional education who mastered the federal state educational standard of the secondary (complete) general education within the main professional educational programs;

the graduates of educational institutions of last years having the document on secondary (complete) general, primary professional or secondary professional education including persons at whom effective period of earlier received certificate on results of the USE did not expire (daleevypusknik of last years);

the citizens having the secondary (complete) general education got in educational institutions of foreign states * (4).

6. Graduates of special teaching and educational facilities of the closed type for children and teenagers with deviant (socially dangerous) behavior and educational institutions of criminal executive system, and also graduates with limited opportunities of health have the right to pass the Unified State Examination on voluntary basis.
