About approval of the list of necessary data for the passport of production of ethyl alcohol and alcoholic products

(as amended of the Order of the Government of the Republic of Kazakhstan of 05.06.2013 No. 574)

According to the subitem 2) of article 3-1 of the Law of the Republic of Kazakhstan of July 16, 1999 "About state regulation of production and turnover of ethyl alcohol and alcoholic products" the Government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed list of necessary data for the passport of production of ethyl alcohol and alcoholic products.

2. This resolution becomes effective after ten calendar days after the first official publication.

The list of necessary data for the passport of production of ethyl alcohol and alcoholic products

1. The passport of production of ethyl alcohol and alcoholic products (further - the passport) developed and approved by producer of ethyl alcohol and alcoholic products (further - the producer) and signed by the head, or person authorized by it, contain the following data:

1) name of the producer (legal entity or individual entrepreneur);

2) number and date of issue of the certificate * or certificates of state registration (re-registration) of the legal entity, the name of the body which granted the certificate or the reference;

note: * the certificate on the state (accounting) registration (re-registration) of the legal entity (branch, representation) issued before enforcement of the Law of the Republic of Kazakhstan of December 24, 2012 "About modification and amendments in some legal acts of the Republic of Kazakhstan concerning state registration of legal entities and accounting registration of branches and representations" is valid before the termination of activities of the legal entity.

3) legal address of the producer;

4) data of the head of the producer (in case of availability at the producer of the production manager it is necessary to specify its data (surname, name, middle name, office phone number and the fax);

5) place of implementation of activities of the producer (production location, postal address, e-mail address (in the presence);

6) IIN - individual identification number / BIN - business identification number;

7) No. 574 is excluded according to the Order of the Government of the Republic of Kazakhstan of 05.06.2013

8) the name of the serviced bank, the settlement account, the individual identification code (IIC);

9) property right types;

10) number, date of state registration, the name of the body which registered the title document;

11) railway details of the producer;

12) year of input of production in operation, when carrying out reconstruction (date);

13) the master plan of production with explication of buildings and constructions (in the form of appendix to the passport);

14) total area of the territory of production;

15) area of buildings and constructions;

16) types of the issued alcohol (the name, number and date of the decision of authorized body on alcohol compliance to requirements of regulating and technical documentation);

17) range of products;

18) technology scheme of production of ethyl alcohol and alcoholic products;

19) the list of the capital processing equipment on workshops and sites in case of production of ethyl alcohol and alcoholic products;

20) about spirtokhranilishche (the opened or closed type);

21) on technical and chemical production control of ethyl alcohol and alcoholic products;

22) about consumption of the main raw materials and auxiliary materials in case of production of ethyl alcohol and alcoholic products;

23) about storage facilities in case of production of ethyl alcohol and alcoholic products;

24) about metrological support of production of ethyl alcohol and alcoholic products;

25) about engineering support of production of ethyl alcohol and alcoholic products.

2. In the description of the technology scheme of production of ethyl alcohol and alcoholic products are specified:

1) graphical representations of the hardware and technology scheme of production with the specification of the equipment and the layout plan of arrangement of the equipment;

2) in case of production of ethyl alcohol:

transportation of grain or molasses (transportation method, availability automobile and/or railroad side tracks, scales automobile and/or railway);

completion of grain for cooking and solodorashcheniye (the applied method, use of the advanced methods of side job);

grain crushing (crushing method, grinding percent);

razvarivany mashes (razvarivaniye method, temperature conditions, himikobakteriologichesky parameters of ready mash);

osakharivany mashes (the used method, parameters, osakharivaniye time);

preparation of molasses for sbrazhivaniye (acidulation, preparation of melassny mash);

preparation of yeast (the used race of yeast, temperature and preparation time);

fermentation of mash (quantity and reservoir of the established tubs, fold temperature, time of filling of fermentative reservoirs, amount of the set yeast, temperature conditions and time of fermentation, the used molasses sbrazhivaniye method);

distillation of distiller's beer on alcohol (content of alcohol in mature distiller's beer (in case of conversion of grain culture) or concentration of melassny mash as a percentage);

bragorektifikatsionny or fermentative (in case of conversion of molasses) installation (performance, control mode and regulations by distillation processes, use of additional columns);

method of action of bragorektifikatsionny installation (continuous, periodic);

stabilization of temperature of alcohol (alcohol refrigerator availability, parameters and source of the water used on chilling, the direction of water from the alcohol refrigerator, use of system of automatic control of temperature of alcohol);

spirtoizmeryayushchy devices (brand, their quantity on selection of the pasteurized alcohol and efiroaldegidny fraction, date of adjustment, information transfer in real time to authorized body about development amounts in ready-made product);

drain department (storage of efiroaldegidny fraction and fusel oils);

spirtokhranilishche (the type (opened or closed), one-time reservoir of storage);

soaking of barley on malt;

solodorashcheniye (the used method, rashcheniye time, temperature moisture conditions);

crushing of malt and preparation of malt milk;

use of enzymes (name, country manufacturer);

realization of production wastes of alcohol (carbonic acid, bard, efiroaldegidny fraction, fusel oils);

distillation of wine material on cognac alcohol (sgonka speed, control of transparency of alcohol, temperature, fortress and organoleptic quality);
