For the purpose of ensuring execution of Items 3.1 and 3.2 of the Presidential decree of the Azerbaijan Republic of April 22, 2008 "About the Interdepartmental automated "Entrance Departure and Registration" information retrieval system the Cabinet of Ministers of the Azerbaijan Republic decides No. 744:

1. Approve "Rules of the organization of operation of the Interdepartmental information retrieval system "Entrance Departure and Registration" (Appendix No. 1).

2. Approve "The access level to use of information resources of state bodies within the Interdepartmental automated "Entrance Departure and Registration" information retrieval system (Appendix No. 2).

3. This resolution becomes effective from the date of signing.

Rules of the organization of operation of the Interdepartmental automated Entrance departure information retrieval system

1. General provisions

1.1. These rules are prepared for the purpose of ensuring execution of Items 3.1 and 3.2 of the Presidential decree of the Azerbaijan Republic of April 22, 2008 No. 744 "About the Interdepartmental automated "Entrance Departure and Registration" information retrieval system and establish complex procedures for actions in the sphere of operation of subsystems, forming, coordination and uses of information resources, program technical support of the Interdepartmental automated "Entrance Departure and Registration" information retrieval system (further - MAIPS).

1.2. MAIPS is the state resource of special purpose consisting of the distributed information resources jointly created and used according to the procedure, established "By provision about Interdepartmental the automated "Entrance Departure and Registration" information retrieval system (further - the Provision), mutually using these resources and means of ensuring of subsystems, the corresponding local segments or the separate computerized workplaces.

1.3. Infrastructure of MAIPS covers the following structures located in the territory of the country and beyond its limits, connected to the same computer network on corporate bases, and also providing integration or coordination with other information structures with which its interaction is provided.

1.3.1. offices of the state bodies connected to system;

1.3.2. city (district) departments and departments of police agencies of registration and identity certificates;

1.3.3. the structures performing the activities connected with provision of data on registration at the place of residence;

1.3.4. regional passport centers of police agencies;

1.3.5. boundary checkpoints;

1.3.6. diplomatic representations and consulates of the Azerbaijan Republic.

1.4. By means of MAIPS documentation, check, requests and the analysis on the following questions are performed in electronic format:

1.4.1. individual filling and certification of the personality, the passport and visa and provided in the Provision other boundary documents;

1.4.2. registration at the place of residence and the location;

1.4.3. accounting of forms of the documents used within MAIPS;

1.4.4. maintaining lists on persons whose entry and departure into the country is limited, or persons who are wanted on vehicles and conducting checks according to invalid boundary documents;

1.4.5. check of persons, documents, vehicles on control lists and boundary accounting;

1.4.6. identification of persons, establishment of reliability and validity of documents proving the identity and boundary documents;

1.4.7. carrying out integration and coordination between other information resources which are part of MAIPS or interacting with it;

1.4.8. collection of the data creating biometric information resources.

2. Operation of subsystems of MAIPS

2.1. Operation of subsystems of MAIPS is performed by means of the corresponding subsystems in the following directions:

2.1.1. documentation;

2.1.2. registration and regulation;

2.1.3. information support and information security.

3. Documentation

3.1. Issue of identity documents, is performed according to the following standard scheme specified in Regulations on MAIPS:

3.1.1. the data specified in the questionnaire statement of persons, the corresponding form (name, surname, year of birth, the birthplace, biometric data, marital status, addresses and so forth) are entered into MAIPS;

3.1.2. reliability of the provided information is checked, compliance to their available documents and availability of the restrictions set by the legislation of cases, the document and quality of its seal are checked by the special program technical tool which is reading out passports;

3.1.3. number of the form of the document completed in individual procedure is introduced in the list of the relevant documents with the active status, the active status returned, changed or according to the procedure, established by the legislation, the temporary documents taken for specific term changes with indication of the reasons and date;

3.1.4. registration of the forms completed in individual procedure, and also damaged or damaged is conducted automatically in the information resource "Accounting of Forms";

3.1.5. information on condition of forms and the data collected after process of personal filling from the MAIPS corresponding local server is transferred by means of computer network to complex of the central servers.

3.2. Subsystem "The identity certificate of the citizen of the Azerbaijan Republic" - input in MAIPS of the data specified in the statement questionnaire for certification of the identity of the citizen of the Azerbaijan Republic, both data on certification and filling in individual procedure are performed at the place of residence of the citizen by the subsystem program technical means which are available in structures of police agencies on registration and identity certificates:

3.2.1. The data specified in the questionnaire petition from the citizen and which are available in the State Register of the Population of the Azerbaijan Republic are entered into the MAIPS information resource "Citizens of the Azerbaijan Republic" based on the address to the corresponding information system in the automated mode, and other data by means of the optical reader and (or) the keyboard;
