Baku declaration of heads of the Turkic-speaking states

of April 8, 2000

The president of the Azerbaijan Republic Heydar Aliyev, the President of the Republic of Kazakhstan Nursultan Nazarbayev, the President of the Kyrgyz Republic Askar Akayev, the President of the Republic of Turkey Süleyman Demirel, the Chairman of Majlis of Turkmenistan Sakhat Muradov and the Chairman of Oliy Majlis of the Republic of Uzbekistan Erkin Khalilov held on April 8, 2000 in the city of Baku the Sixth Summit.

Heads of states,

- emphasizing the high level of friendly, equal and mutually beneficial relations in all spheres of interstate cooperation and proceeding from community of history, language and culture;

- aiming at strengthening of political and economic safety of the states on the basis of the principles of respect of independence, sovereignty, territorial integrity and inviolability of frontiers, equality, non-interference to internal affairs of each other, refusal of use of force and threat of force, economic and any other methods of pressure, to growth in prosperity of the people, dynamic development of national economies on the basis of complete and effective use of natural resources;

- especially noting the initiative of Turkey of holding the First Meeting of heads of the Turkic-speaking states which laid the foundation of regular summits, confirming succession of the Ankara Statement of October 31, 1992, the Declarations adopted in Istanbul on October 19, 1994 in Bishkek on August 28, 1995, in Tashkent on October 21, 1996 and in Astana on June 9, 1998;

- expressing commitment to the purposes and the principles of the Charter of the UN, the Helsinki Final Act and Other fundamental documents of OSCE;

- considering that further development of the relations of friendship, neighborliness and mutually beneficial cooperation is equitable to radical interests of the people of their states and serves cause of peace and safety;

- entering the 21st century, emphasized need of giving of new impulse to mutually beneficial and equal cooperation;

- having considered condition of the relations and prospects of development of cooperation between the countries, having exchanged opinions on number of the international and regional problems,

declare:

1. Heads of states with satisfaction noted usefulness and timeliness of the Baku Summit, emphasized need of further development and deepening of multilateral and bilateral cooperation for different areas, and also close interaction within the international organizations.

2. Heads of states confirmed the strong commitment to the principles of democracy, to respect for human rights, and also development of market economy again.

3. Heads of states, welcoming holding the Sixth Meeting at the highest levels in Baku during the broad celebration of 1300-year anniversary of dastan "Kitabi-Ded Gorgoud", expressed satisfaction with cooperation in the field of science, culture, education, information exchange, supported further development and strengthening of these bonds between their countries, noted need of increase in effectiveness of the organization of TÜRKSOY for development and implementation of joint programs on celebration of the memorials relating to general history and culture of the people of the Turkic-speaking states and having world value.

4. Heads of states recognized that recovery of the Historical Great Silk Way will play important role in development of economic potential and will strengthen mutually beneficial economic cooperation of the states of the region.

Heads of states highly appreciated role of the President of the Azerbaijan Republic in carrying out in September, 1998 in the city of Baku of the International Conference on recovery of historical silk way, signing of "The basic multilateral agreement about the international transport on development of corridor of Europe-Caucasus-Asia", and expressed determination in accomplishment of the documents accepted at conference, and also earlier reached agreements directed to creating favorable conditions on ensuring free passing of export-import loads.

Heads of states welcome also other initiatives announced by heads of the Turkic-speaking states, directed to further strengthening and development of cooperation in recovery of the Historical Great Silk way.

5. Heads of states emphasized special importance of development and production of rich natural resources of the countries, first of all, of natural gas and oil, and also use of hydroenergy resources again, supported realization of joint projects, with attraction to these projects of the interested states, the international financial institutions, private structures.

Heads of states noted importance of cooperation on the questions connected with production and transportation of energy resources, forming and functioning of the Euroasian transport corridor.

Heads of states attach importance to ecological safety when transporting hydrocarbonic resources on the world markets.

6. Heads of states confirmed importance of the Ankara Declaration signed on October 29, 1998 concerning entry into the world market of hydrocarbonic resources of the countries of the Caspian region, and also expressed need to stir up the activities in this direction.

Heads of states highly appreciated signing in Istanbul on November 18, 1999 of the Istanbul Declaration and the Agreement on oil transportation on the Main Export pipeline of Baku-Tbilisi-Ceyhan, and also the Intergovernmental Declaration on the principles of realization of Trans-Caspian Gas Pipeline Туркменистан-Азербайджан-Грузия-Турция-Европа and noted importance of their fastest implementation.

7. Heads of states emphasized relevance of development of cooperation in the field of environmental protection and called for acceptance of urgent measures internationally for stabilization of ecological situation in the region of member countries.

8. Heads of states recognized need of continuation of experience exchange and information on questions of carrying out economic reforms and management of the national economy, implementation of programs of scientific and technical assistance and training, including in the field of small and medium entrepreneurship.

Heads of states noted the begun process of cooperation between the certain Turkic-speaking states in the field of civil aviation.

9. Heads of states confirmed importance of deepening of bonds and expansion of exchanges in the field of science, cultures, arts, literatures, educations, health cares, seals, radio, cinema and television, tourism, sport and in other spheres.

10. Heads of states noted need of continuation of cooperation between parliaments, central and regional authorities, public and other non-governmental organizations.

11. Heads of states confirmed commitment of openness and to broad interaction for the benefit of providing the world, stability and safety in regional and global scales, to peaceful settlement of the conflicts, and stated readiness to render assistance to increase in efficiency of United Nations operation, OSCE and other international organizations in maintenance of the universal peace and safety.

Heads of states noted importance of the initiatives announced by them at the Istanbul Summit of OSCE and at other levels of peace-making, stability and safety in South Caucasus and in Central Asia and expressed confidence that realization of these initiatives will make contribution to case of providing the world and stability in the region and around the world.
