Rules of rendering emergency medical service and medical care in the form of sanitary aircraft

1. General provisions

1. These rules of rendering emergency medical service and medical care in the form of sanitary aircraft (further - Rules) determine procedure for rendering the specified types of medical care in the Republic of Kazakhstan.

2. Emergency medical service (further - SMP) - form of provision of medical care in case of the diseases and conditions requiring the emergency medical care for prevention of essential harm to health or elimination of threat of life.

3. Sanitary aircraft (further - ambulance aircraft) - form of provision of the emergency medical care to the population in case of impossibility of delivery of health care due to the lack of the medical equipment or specialists of the corresponding qualification in the medical organization for the location of the patient. Provision of medical care in the form of sanitary aircraft is performed by delivery of qualified specialists to the destination or transportations of the patient in the relevant medical organization by various air modes of transport.

4. The basis for rendering SMP to the patient is:

1) direct threat of life which without timely medical care can lead to weighting of condition or lethal outcome;

2) lack of direct threat for life, but, proceeding from pathological condition, the menacing moment can come at any time;

OSMP is coordinator of service of emergency medical service and ambulance aircraft in all territory of areas, cities of Astana and Almaty.

7. In the large cities and the district centers for the decision of local executive bodies as a part of OSMP substations will be organized. Service areas of substations affirm local authorities of public administration by health care on representation of the chief physician of the station of emergency medical service. Substations will be organized with calculation of ensuring 15-minute transport availability. Zones of servicing of substation are established taking into account the number, density and age composition of the population, features of building, area saturation by industrial enterprises, large agricultural complexes, availability and condition of thoroughfares, traffic load and other features of the region.

OSMP are provided with city telephone communication at the rate of the 2nd input, but at least 2 inputs on each 100 thousand of the population (including with the medical organizations, services of the Ministry of Internal Affairs, the Ministry of Emergency Situations of the Republic of Kazakhstan, the Ministry of Transport and Communications - road and operational sites), domestic long distance telephone communication, and also radio communication with mobile teams.

9. In OSMP rendering the emergency medical care is performed by mobile teams of SMP (medical assistant's, medical, specialized) - the functional units of OSMP organized according to regular standard rates.

10. The medical assistant's mobile team of SMP includes the paramedic in the structure (the specialist with secondary medical education having the diploma in "medical case", the certificate the spetsialistadokument granting to physical person the right to perform medical activities in the specialty (further - the certificate), the hospital attendant and the driver.

11. The medical mobile team of SMP includes in the structure the doctor (the specialist with the higher medical education having the diploma in "medical case" or "pediatrics" and the certificate in "emergency medical service"), the paramedic (the specialist with secondary medical education having the diploma in "medical case", the certificate), the hospital attendant and the driver.

12. In the cities and the district centers specialized crews depending on the number of the served population of the city or the area will be organized:

over 70 thousand inhabitants - crew of intensive therapy, and also crew for delivery of health care to the children's population;

over 100 thousand - narrow-purpose specialized crews (cardiological, neurologic, obstetric and gynecologic, resuscitation, psychiatric and others).

13. The specialized mobile team of SMP includes in the structure the doctor (the specialist with the higher medical education having the diploma in "medical case" or "pediatrics", the certificate of the doctor in "emergency medical service" and specialization in profile of specialized crew), the paramedic (the specialist with secondary medical education having the diploma in "medical case", the certificate), the hospital attendant and the driver.

14. In case of receipt of challenge in OSMP the following data are fixed:

1) surname, name, middle name, age and sex of the patient;

2) short data on condition of the patient and circumstances of accident or disease;

3) the exact address and phone, entrance door code, and also approximate data on journey to the location of the patient.

15. The arrived challenge is processed on nature, profile of disease and transferred to mobile team of SMP. Mobile teams go:

1) for rendering SMP and transportation of patients in case of accidents, injuries and poisonings;
