About approval of the Technical regulation "About Electromagnetic Compatibility of Technical Means"

(as amended of the Order of the Government of the Kyrgyz Republic of 20.01.2015 No. 15)

According to the Law of the Kyrgyz Republic "About bases of technical regulation in the Kyrgyz Republic", the order of the Government of the Kyrgyz Republic "About the Program of development of technical regulations for 2006-2011" of August 14, 2009 the No. 533 Government of the Kyrgyz Republic decides:

1. Approve the enclosed Technical regulation "About Electromagnetic Compatibility of Technical Means".

2. This resolution becomes effective after six months from the date of official publication. This resolution is effective before entry into force in the territory of the Kyrgyz Republic of the corresponding technical regulation of the Customs union.

3. To the Ministry of Energy and Industry of the Kyrgyz Republic to make the offer on reduction of regulatory legal acts of the Government of the Kyrgyz Republic in compliance with the Technical regulation approved by Item 1 of this resolution and to provide its execution.

Technical regulation "About Electromagnetic Compatibility of Technical Means"

Chapter 1. General provisions

1. The purposes of this Technical regulation "About Electromagnetic Compatibility of Technical Means" (further - the Technical regulation) are protection of life and health of citizens, environmental protection, life and health of animals and plants, the prevention of the actions misleading consumers, establishment of the main requirements to electromagnetic compatibility of technical means, and also the legal basis of assessment of accomplishment of these requirements.

2. This Technical regulation establishes:

1) objects of technical regulation, including methods (rules) of their identification;

2) mandatory requirements on ensuring electromagnetic compatibility of objects of technical regulation, including requirements for classification of electromagnetic situations, for types of electromagnetic hindrances, for types of electromagnetic indignations, for levels of electromagnetic compatibility, etc.;

3) forms of assessment of conformity of objects of technical regulation to requirements of this Technical regulation;

4) responsibility of physical persons and legal entities, state bodies for failure to carry out (minimum necessary) mandatory requirements on ensuring electromagnetic compatibility established by this Technical regulation.

3. This Technical regulation does not include the requirement for ensuring electromagnetic compatibility if the damnification risk degree technical means and the processes performed with them is higher than the risk degree of damnification considered by this Technical regulation.

4. Requirements of other technical regulations cannot cancel or reduce the requirements established by this Technical regulation.

5. In cases when requirements of several technical regulations extend to technical means, fulfillment of requirements of all technical regulations under which action they fall is necessary.

6. Action of this Technical regulation extends to any technical means capable to create electromagnetic hindrances and/or quality of functioning of which is subject to impact of external electromagnetic hindrances (appendix 2 to this Technical regulation):

1) the electrotechnical and electronic products, the equipment and systems capable to create electromagnetic hindrances (further - technical means) new, earlier not being in operation, being in operation after upgrade, being in operation, imported on the territory of the Kyrgyz Republic;

2) implementation processes and operation, including the stages of installation, installation, maintenance and repair (further - processes) performed within the Kyrgyz Republic;

3) electrical energy in power networks of general purpose.

7. Action of this Technical regulation extends to any objects of technical regulation specified in Item 6 of this Technical regulation if for the purpose of ensuring integrity, stability of functioning of communication network of the Kyrgyz Republic and as a result of specifics of the relations in the field of use of radio-frequency range other is not provided by the corresponding technical regulations.

8. This Technical regulation does not include the requirement to courses of carriage, storage and utilization of the technical means specified in Item 6 of this Technical regulation.

9. Identification of the technical means falling within coverage of this Technical regulation is made by use of codes of the Commodity Nomenclature of External Economic Activity (CNEEA).

Chapter 2. Basic concepts

10. In this Technical regulation the following basic concepts are used:

indignation electromagnetic - any electromagnetic phenomenon which can worsen working indicators of the technical tool or is negative affect live or lifeless matter. Electromagnetic indignation can represent undesirable signal, electromagnetic noise or change of the circle of distribution of electromagnetic oscillations;

indignations electromagnetic induced conductive (the induced currents or tension) - tension or currents in the conductor arising owing to inductive or capacitive coupling with nearby current carrying wires or owing to electric, magnetic or electromagnetic fields in space;

harmonic (harmonious component) - any component of current or tension with frequency, the multiple main frequency of harmonic;

tension failure depth - the difference between the rated voltage of network and residual tension expressed in volts or percentage of the rated voltage of utility power system;

stocked noise stabilities - the noise stability limit relation to the level of electromagnetic compatibility;

stocked issues of hindrances - the relation of level of electromagnetic compatibility to limit of hindrances;

inventory of electromagnetic compatibility (compatibility inventory) - the noise stability limit relation to limit of hindrances. The inventory of compatibility is equal to the work of inventory of emission and inventory of noise stability;

intergarmonik (component intermediate harmonious) - component of current or tension, with frequency, not multiple main frequency;

class of locations of the technical tool - set of the locations of the technical tool having the general properties relating to types and features of use of the technical tool including conditions of installation and influence of external electromagnetic hindrances;

coefficient of total harmonics - the relation of mean square value of the amount of all harmonious components to the 40th procedure inclusive to mean square value of the main component;

coefficient of harmonics partial weighed - the relation of mean square value of the amount of currents of the highest harmonics (from 14th to the 40th procedure inclusive) taken with the coefficients equal to procedure for harmonic to mean square value of the main component;

the location of the technical tool - the installation site or use of the technical tool which is characterized by different conditions of electromagnetic situation;

upgrade - modification of design of the technical tool which is in operation;

rated power of the technical tool seeming (Sts) - the size calculated based on nominal mean square rate of linear current via the Its technical tool and the rated voltage of Uf network (between phase and neutral) or Ul (between phases);

capacity of short circuit (Skz) - the size of the capacity given by utility power system in the mode of short circuit which is calculated as the relation of square of rated voltage of Un network to its complete resistance of Z in point of general accession;

tension residual - the minimum size of mean square value of tension fixed throughout failure or short-term interruption of tension of electric utility power grid and expressed in volts or percentage of the rated voltage of utility power system;

asymmetry of tension of three-phase system - condition of three-phase utility power system in case of which mean square values of the main component of tension between couples of lines, or the angles of shift of phases between tension two going in the order of lines, are not equal each other;

situation electromagnetic - set of the electromagnetic phenomena, the processes existing in the location of the technical tool;

the relation of short circuit (Rkz) - the size calculated based on capacity of short circuit of Skz and the rated seeming power of the Sts technical tool;

users of the technical tool - persons and the organizations performing installation, operation and technical maintenance of the technical tool;

hindrances emitted electromagnetic - electromagnetic hindrances which are caused by the electromagnetic indignations in the form of electromagnetic fields extending in the space surrounding the technical tool;

hindrances conductive electromagnetic - electromagnetic hindrances which are caused by electromagnetic indignations in the form of electric currents in the carrying-out circles;

hindrance electromagnetic (further - EMP) - the electromagnetic phenomenon of natural or artificial origin, process which reduce or can reduce quality of functioning of the technical tool, that is the deterioration in working indicators of the technical tool caused by electromagnetic indignation;

port of the technical tool - border between the technical tool and external electromagnetic environment (clip, the socket, the plug, communication joint, etc.);

the port of the body - physical border of the technical tool through which the electromagnetic fields created by this technical tool can be radiated or gets external electromagnetic fields;

procedure for harmonic (number of harmonic) - the integer equal to the harmonic frequency relation to the main frequency of current or tension;

limit of hindrances (limit of hindrances from source of indignations) - the most allowed level of issue of hindrances;

noise stability limit - minimum necessary level of noise stability;

interruption of supply voltage short-term - sudden undervoltage of all phases in some point of utility power system is lower than the established threshold value of interruption, with the subsequent recovery of level of tension later short time (no more than 1 min.);

tension failure - sudden undervoltage in some point of utility power system is lower than the established threshold value of failure, with the subsequent recovery of level of tension later short time (no more than 10 sec.);

transition process - short-term (no more than 1 sec.) process of transition from one steady state of the electromagnetic field in space (either current, or tension in conductors) to other steady state;

aperiodic transition process - transition process in case of which change of size of the field, current or tension does not contain periodic component;

oscillatory transition process - transition process in case of which change of size of the field, current or tension contains one or several periodic components;

radio-electronic means are the technical means intended for transfer and (or) acceptance of radio waves, consisting of one or several transferring and (or) intakes, or combination of such devices and including the service equipment;

power network of general use - the low-voltage party of utility power system intended for connection of technical means of one or several consumers. Belong to this category single-phase two - both three-wire networks with a rated voltage up to 240 V and three-phase of three - and four-wire networks with a rated voltage up to 400 V, with nominal frequency of 50 Hz;

utility power system of industrial enterprise - the part of utility power system of general purpose which is not power network public;

compatibility electromagnetic (EMS) - capability of the technical tool to function without deterioration in working indicators in the electromagnetic situation existing in the location of the technical tool and not to create at the same time inadmissible electromagnetic hindrances to other technical means in this situation, including biological objects;

the technical tool (TS) - any electrotechnical or electronic product, the equipment or system capable to create electromagnetic hindrances to other technical means or to create adverse electromagnetic indignation for biological objects, or quality of functioning of which depends on impact of external electromagnetic hindrances;

the single-phase technical tool - the technical tool which joins to linear (phase) and zero (neutral) to wires, or two linear wires of network of power supply;

the three-phase technical tool - the technical tool which joins three linear wires of network of power supply;

the three-phase technical tool asymmetrical - the technical tool which design does not provide coincidence of three linear currents on amplitude and form or the phase lag between any two from them is not equal to one third of the period of the main frequency of network;

the three-phase technical tool symmetric - the technical tool which design provides coincidence of three linear currents on amplitude (with acceptable deviation no more than 20%) and form, with shift them on phase from each other on one third of the period of the main frequency of network (with acceptable deviation no more +2sh);

degree of intensity of electromagnetic hindrance - the conditional size characterizing the range of levels of electromagnetic hindrance of certain type in the considered location of the technical tool;

point of general accession - the point of power network public, next to the considered loading, in which are connected or other loadings can be connected;

level (size level) - the quantitative value of size found the regulated method. Level of size can be expressed both in physical, and in logarithmic units, for example, in decibels of rather basic value;

indignation level - the level of this type of electromagnetic indignations measured in the regulated conditions;

level of noise stability of the technical tool - the maximum level of each type of electromagnetic indignation in case of which appendix by the regulated method to this technical tool does not occur deteriorations in functioning of this technical tool;

level of electromagnetic compatibility (compatibility level) - the set level of indignation in case of which with probability at least 95% electromagnetic compatibility shall take place. Level of electromagnetic compatibility is used in the specified electromagnetic situation as reference level for the approved establishment of limits of issue of hindrances and noise stability;

level of issue of hindrances (level of issue of hindrances from source of indignations) - the level of each type of the electromagnetic indignation made by the technical tool which is source of indignations, measured and estimated by the regulated method;

resistance to electromagnetic indignations (noise stability) - capability of the technical tool to work without deterioration in functioning in the presence of electromagnetic indignations;

deterioration in working indicators - unacceptable variation of quality of operation of any technical tool from planned, as temporary, and in the form of permanent failure;

flicker - inadvertent fluctuations of brightness (for the technical tool which main function is light radiation). In particular, it can be caused by voltage fluctuations in network of food of the technical tool in this connection this phenomenon is considered as one of types of electromagnetic hindrances;

frequency high - all types of the electromagnetic oscillations which are not relating to fluctuations of low frequencies. This term is equally applied to electromagnetic indignations and electromagnetic hindrances, except electrostatic categories;

harmonic frequency - frequency, in integer of times big the main frequency;

frequency is low, - more than 90% of energy of electromagnetic oscillations are concentrated on the site of frequency range lower than 9 kHz. This term is equally applied to electromagnetic indignations and electromagnetic hindrances, except electrostatic categories;

frequency the main - the frequency of tension of network of power supply. The component of current or tension with the frequency equal the main, is called the main component;

frequency of intermediate harmonic (frequency intergarmonik) - any frequency, not multiple to the main frequency;

power network of general purpose - the power network of the electrosupplying organization intended for giving of electrical energy to different consumers of electrical energy or technical means.

Chapter 3. Essential requirements of electromagnetic compatibility

11. Technical means, except for passive in the electromagnetic relation, are manufactured as follows:

1) the electromagnetic hindrances created by the technical tool do not exceed the level providing functioning of other technical means;

2) technical means have the sufficient level of own resistance to electromagnetic hindrances providing their functioning according to appointment.

12. Electromagnetic hindrances in power networks of general purpose do not exceed the level providing functioning of the technical means receiving food from these networks according to their appointment.

13. The total level of electromagnetic fields (intensity of the electric and magnetic components, energy flow density) created by technical means does not exceed the maximum permissible level specified in the table 1, and does not make harmful effects on health of the person:

1) the technical means working in the different ranges of radio frequencies:

2) the maximum permissible levels of electromagnetic hindrances created by personal electronic computers on workplaces do not exceed admissible sizes on:

a) to electric components:

- in the range of the frequencies of 5 Hz - 2 kHz - 25 In oil;

- in the range of the frequencies of 2 kHz - 400 kHz - 2,5 In oil;

b) to magnetic components:

- in the range of the frequencies of 5 Hz - 2 kHz - 250 ntl;

- in the range of the frequencies of 2 kHz - 400 kHz - 25 ntl;

3) maximum permissible levels of strength of electric field of current of industrial frequency (50 Hz) created by technical means do not exceed sq.m 0,5;

4) the admissible level of intensity of electrostatic field from technical means does not exceed 15 sq.m.

Chapter 4. Classification of electromagnetic situations and ports of the technical tool. Types of electromagnetic indignations. Levels of electromagnetic compatibility

14. The purpose of classification system of electromagnetic situations is establishment of one level of electromagnetic compatibility by each type of electromagnetic indignations for each class of locations of the technical tool.

15. The principle of classification consists in the establishment of limited set of characteristics of electromagnetic situation and their quantitative values necessary for determination of requirements to the technical tool in relation to typical conditions of placement of the technical tool.

The procedure for classification of electromagnetic indignations and determination of classes of electromagnetic situation is established in appendices 3 and 6 - 13 to this Technical regulation.

For the quantitative description of the electromagnetic phenomena and processes creating electromagnetic situation the conditional characteristic - degree of intensity of electromagnetic hindrance is used.

16. For determination of electromagnetic situation all electromagnetic hindrances caused by electromagnetic indignations are classified in four main categories:

1) the low-frequency EMP (conductive and emitted) caused by any source except electrostatic categories:

a) conductive low-frequency electromagnetic hindrances:

harmonics and intergarmonik of tension of power supply;

tension of the signals which are purposely transferred on power supply systems;

power supply voltage fluctuations;

failures and short-term interruptions of tension of power supply;

asymmetry of tension in three-phase utility power systems;

changes of frequency of the feeding tension;

the induced low-frequency tension;

permanent components in networks of power supply of alternating current;

b) emitted low-frequency electromagnetic hindrances:

magnetic fields;

electric fields;

2) the high-frequency EMP (conductive and emitted) caused by any source except electrostatic categories:

a) conductive high-frequency electromagnetic hindrances:

the induced tension or currents of continuous fluctuations;

aperiodic transition processes;

oscillatory transition processes.

Classification of conductive high-frequency electromagnetic hindrances, their characteristics and types of levels are provided in appendix 4 to this Technical regulation;

b) emitted high-frequency electromagnetic indignations:

magnetic fields;

electric fields;

the electromagnetic fields including caused by continuous fluctuations and transition processes;

3) industrial radio interferences and radio emissions:

a) the industrial radio interferences created by the technical tool:

level of intensity of the field;

tension level in power-supply circuits, managements, information transfers, switching, grounding;

power level;

b) radio emissions of the radio-transmitting device:

level of collateral radio emission;

level of extra band radio emission;

c) variation of frequency of the radio-transmitting device;

d) level of the electromagnetic field created by heterodyne of the radio-receiving device;

4) electrostatic categories.

17. Treat number of ports of technical means through which electromagnetic indignations make impact on technical means:

1) port of the body;

2) ports of power supply of alternating current;

3) ports of power supply of direct current;

4) ports of input-output of signals;

5) ports of grounding.

18. Electromagnetic hindrances are classified by levels of electromagnetic indignations on the following types:

1) Conductive low-frequency electromagnetic indignations:

a) Power supply tension harmonics.

Levels of electromagnetic indignations regarding tension harmonics in low-voltage utility power systems, and also total values of coefficient of harmonics of tension of Kg (in %) are established in table 2.
