About approval of the Regulations on preferential provision of medicines of the population at the out-patient level according to the Program of the state guarantees and the Additional program of compulsory medical insurance

(as amended on 03-03-2017)

For the purpose of implementation of the laws of the Kyrgyz Republic "About protection of public health in the Kyrgyz Republic" and "About medical insurance of citizens in the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve the enclosed Regulations on preferential provision of medicines of the population at the out-patient level according to the Program of the state guarantees and the Additional program of compulsory medical insurance.

2. To fund of compulsory medical insurance under the Government of the Kyrgyz Republic and to the Ministry of Health of the Kyrgyz Republic to make offers on reduction of regulatory legal acts of the Government of the Kyrgyz Republic in compliance with this resolution.

3. Ceased to be valid according to the Order of the Government of the Kyrgyz Republic of 28.06.2013 No. 388

4. Publish this resolution in mass media.

5. To impose control of execution of this resolution on department of social development of Government office of the Kyrgyz Republic.

Regulations on preferential provision of medicines of the population at the out-patient level according to the Program of the state guarantees and the Additional program of compulsory medical insurance

1. General provisions

1. The regulations on preferential provision of medicines of the population at the out-patient level according to the Program of the state guarantees and the Additional program of compulsory medical insurance are developed according to the Law of the Kyrgyz Republic "About medical insurance of citizens in the Kyrgyz Republic" and the Program of the state guarantees for providing citizens of the Kyrgyz Republic with the medical and sanitary help approved by the Government of the Kyrgyz Republic determine procedure for preferential provision of medicines of citizens in the Kyrgyz Republic at the out-patient level.

2. Preferential provision of medicines according to the Program of the state guarantees is aimed at provision of medicines of the preferential category of patients provided by the Program of the state guarantees for providing citizens of the Kyrgyz Republic with the medical and sanitary help approved by the Government of the Kyrgyz Republic.

Preferential provision of medicines according to the Additional program of compulsory medical insurance is aimed at providing insured category of the population.

3. Preferential provision of medicines according to the Program of the state guarantees and the Additional program of compulsory medical insurance (further - programs of preferential provision of medicines) are based on the following principles:

1) prescription dispensing of medicines;

2) partial payment by the patient of cost of acquired medicines in pharmaceutical institutions according to recipes;

3) financing of the Additional program of compulsory medical insurance is performed on the basis of the per capita standard rate of financing of the organizations of health care of primary level in the amount of, established by authorized state body in the field of compulsory medical insurance;

4) financing of preferential category of patients is performed from means of the government budget proceeding from the established standard rate of medicines on 1 patient a year.

4. This Provision regulates relations between subjects of preferential provision of medicines at the out-patient level.

5. Subjects of program implementation of preferential provision of medicines at the out-patient level are:

1) authorized state body in the field of compulsory medical insurance;

2) groups of family doctors, the centers of family medicine, including regional, the centers of general medical practice, medical and obstetrical centers and the centers of mental health in Bishkek, Osh (further - the organization of health care) performing the statement of recipes in process of the conclusion of the contract with authorized state body in the field of compulsory medical insurance;

3) pharmaceutical institutions, irrespective of patterns of ownership and departmental accessory, the signed contracts for provision of pharmaceutical services (further - drugstores) with authorized state body in the field of compulsory medical insurance;

4) insured citizens of the Kyrgyz Republic;

5) the citizens of the Kyrgyz Republic having the right to preferential provision of medicines in case of the diseases provided by the Program of the state guarantees for providing citizens of the Kyrgyz Republic with the medical and sanitary help approved by the Government of the Kyrgyz Republic.

Relations of the subjects participating in program implementation of preferential provision of medicines are regulated by agreements.

6. According to the Program of the state guarantees the citizens of the Kyrgyz Republic staying on the dispensary registry in the organizations of health care with the disease regulated by the Program of the state guarantees for providing citizens of the Kyrgyz Republic with the medical and sanitary help have the right to preferential provision of medicines.

7. According to the Additional program of compulsory medical insurance the insured category of the population consisting in base of Social fund of the Kyrgyz Republic and attributed to the organization of health care has the right to preferential provision of medicines.

8. Preferential provision of medicines is performed by prescription dispensing through pharmacy chain.

9. Accounting of the written-out recipes, the realized medicines within programs of preferential provision of medicines, is conducted by means of specially developed information and technical software. The software is established in the organizations of health care and drugstores, supported by authorized state body in the field of compulsory medical insurance.

2. Financing of programs of preferential provision of medicines

10. The budget of programs of preferential provision of medicines is created of means of the republican budget and means of compulsory medical insurance.

11. Financing is performed through authorized state body in the field of compulsory medical insurance.

12. The means of the republican budget planned for program implementation of preferential provision of medicines and not used in reporting year do not pass for the next accounting year.

Means of compulsory medical insurance pass for the next year according to the Regulations on means of compulsory medical insurance approved by the Government of the Kyrgyz Republic.
