Article 1. This Law determines procedure for the direction of the military personnel (except for the military personnel undergoing compulsory military service and military service of officers at the call of and also the citizens serving in reserve), faces of the commanding and ordinary structure of law-enforcement bodies, the Investigative Committee, the State committee of judicial examinations, bodies of financial investigations of the State Control Committee, bodies and divisions by emergency situations, public prosecutor's workers, other persons (further if other is not provided, - military personnel, the staff of paramilitary organizations, other persons) out of limits of the Republic of Belarus for participation in ensuring collective security and activities for maintenance of international peace and safety (further - activities for maintenance of international peace and safety).
Operation of this Law does not extend much uses of Armed Forces of the Republic of Belarus, other troops and military forming of the Republic of Belarus when implementing by the Republic of Belarus of its inalienable right to individual and collective self-defense for attack reflection (the act of the armed aggression) according to article 51 of the Charter of the UN.
Article 2. In this Law are understood as activities for maintenance of international peace and safety:
peace support operations and other measures undertaken by the UN Security Council according to the Charter of the UN, the regional international organizations, or within the regional international organizations or agreements of the Republic of Belarus, or based on bilateral and multi-lateral international treaties of the Republic of Belarus and not being according to the Charter of the UN forced actions;
the international forced actions with use of armed forces performed according to the decision of the UN Security Council made according to the Charter of the UN for elimination of threat to peace, violations of the world or act of aggression.
Article 3. Participation of the military personnel, staff of paramilitary organizations, other persons outside the Republic of Belarus in activities for maintenance of international peace and safety can include observation and control of observance of Cease-Fire Agreements and other hostile actions, separation of conflicting parties, disarmament and disbandment of their divisions, production of engineering and other works, assistance in the problem resolution of refugees, rendering medical, other humanitarian aid, accomplishment of militia (police officers) and other functions on safety of the population and respect for human rights, and also maintaining according to the Charter of the UN of the international forced actions.
Article 4. The Republic of Belarus taking into account its obligations determines by the Charter of the UN and other international treaties of the Republic of Belarus in each separate case possibility of the participation in activities for maintenance of international peace and safety.
Article 5. The direction of the military personnel, staff of paramilitary organizations, other persons out of limits of the Republic of Belarus for participation in activities for maintenance of international peace and safety is performed from their personal written consent according to the decision of the President of the Republic of Belarus.
In the decision on the direction of the military personnel, the staff of paramilitary organizations, other persons out of limits of the Republic of Belarus for participation in activities for maintenance of international peace and safety the President of the Republic of Belarus, as a rule, determines the area of their action, task, number, subordination, term of stay and replacement procedure, conclusion conditions, and also establishes according to the legislation additional guarantees and compensations to specified persons and members of their families. If necessary the President of the Republic of Belarus determines measures for providing the military personnel directed out of limits of the Republic of Belarus, the staff of paramilitary organizations with arms, military equipment, food, means of communication, vehicles and other material resources, medical and other attendance, and other persons – means of communication, vehicles and other material resources, medical and other attendance.
The decision on early response of the military personnel, the staff of paramilitary organizations, the other persons directed out of limits of the Republic of Belarus for participation in activities for maintenance of international peace and safety is accepted by the President of the Republic of Belarus if in connection with change of military-political situation their further participation in these activities becomes inexpedient.
Drafts of decisions on the direction of the military personnel, the staff of paramilitary organizations, other persons out of limits of the Republic of Belarus for participation in activities for maintenance of international peace and safety and about their early response are submitted for consideration of the President of the Republic of Belarus by Council of Ministers of the Republic of Belarus according to the procedure, established by the legislation. At the same time before submitting for examination of the President of the Republic of Belarus the specified projects are subject to written approval of the permanent commissions of the House of Representatives and Council of the Republic of National assembly of the Republic of Belarus knowing national security issues and the international relations.
The Vsebelorussky people's assembly according to the proposal of the President of the Republic of Belarus makes the decision on possibility of the direction of the military personnel, the staff of paramilitary organizations, other persons out of limits of the Republic of Belarus for participation in ensuring collective security and activities for maintenance of international peace and safety.
Article 6. Obligatory training, medical examination, training of the military personnel, staff of paramilitary organizations, the other persons directed out of limits of the Republic of Belarus for participation in activities for maintenance of international peace and safety are provided with Council of Ministers of the Republic of Belarus. Expenses on the specified purposes, and also on participation of the military personnel, staff of paramilitary organizations, other persons outside the Republic of Belarus in activities for maintenance of international peace and safety are performed at the expense of means of the republican budget, and also according to the procedure, established by international treaties of the Republic of Belarus.
