About approval of Rules of physical examination of persons according to clinical and epidemiological indications on HIV infection availability

1. Approve the enclosed Rules of physical examination of persons according to clinical and epidemiological indications on HIV infection availability.
2. This resolution becomes effective after ten calendar days from the date of the first official publication.

1. Rules of physical examination of persons according to clinical and epidemiological indications on HIV infection availability (further – Rules) determine procedure for carrying out obligatory confidential physical examination of persons by clinical and epidemiological indications on availability of HIV infection of citizens of Kazakhstan, the oralmans and other persons who are in the territory of the republic.
2. In Rules the following concepts are used:
1) HIV – human immunodeficiency virus;
2) acquired immunodeficiency syndrome (AIDS) – final stage of HIV infection in case of which the pathological manifestations caused by deep defeat of immune system of the person of HIV are observed;
3) inspection of persons according to clinical indications on HIV infection availability – obligatory confidential physical examination of persons having clinical indications (the opportunistic diseases, syndromes and symptoms specifying possibility of infection with HIV infection);
4) inspection of persons according to epidemiological indications on HIV infection availability – the obligatory confidential physical examination of persons caused by epidemiological situation in certain territory among separate national groups and when conducting epidemiological investigation of each case of HIV infection.
3. The purposes of inspection of persons according to clinical and epidemiological indications on availability of HIV infection are:
1) establishment of the diagnosis of HIV infection;
2) ensuring infectious safety of blood transfusion and its components, transplantations and cellular technologies;
3) prevention of vertical way of transfer of HIV infection;
4) carrying out epidemiological monitoring: estimates of level of prevalence of HIV infection among separate national groups for forecasting of epidemic, development and efficiency evaluation of preventive actions.
4. Examination on antibodies to HIV is conducted by laboratories of the territorial centers for prevention and fight about AIDS in the conditions of strict confidentiality.
5. Laboratories Republican and territorial and the centers of blood conduct examinations on antibodies to HIV of blood donors of its components, bodies (part of bodies), fabrics, sexual, fetalny and stem cells on algorithm of laboratory diagnosis of HIV infection according to appendix 1 to these rules.
6. Inspection on antibodies to HIV of recipients of blood, its components, bodies (part of bodies), fabrics, sexual, fetalny and stem cells and other biological materials is carried out by laboratories of the territorial centers for prevention and fight about AIDS to and in 1 and 3 months after blood transfusion and its components, organ transplantation, fabrics, sexual, fetalny and stem cells.
7. Laboratory diagnosis of HIV infection at the children born by HIV-positive people and mothers sick with AIDS is carried out on algorithm according to appendix 2 to these rules.
8. According to clinical indications on availability of HIV infection persons (adults and children) at whom the following diseases, syndromes and symptoms are revealed are surveyed persons:
1) increase in two and more lymph nodes lasting more than 1 month, persistiruyushchy, generalized limfadenopatiya;
2) fever of not clear etiology (permanent or recidivous lasting more than 1 month);
3) inexplicable heavy kakheksiya or the expressed violations of food which are badly giving in to standard treatment (at children), inexplicable loss of 10% of weight;
4) chronic diarrhea within 14 days and more (at children), inexplicable chronic diarrhea lasting more than month;
5) seboreyny dermatitis, the itching papular rash (at children);

7) recidivous upper respiratory tract infections (sinusitis, average otitis, pharyngitis, tracheitis, bronchitis);
8) shingles at persons of young age;
9) any disseminirovanny endemic mycosis, deep mycoses (koktsidioidoz, extra pulmonary kriptokokkoz (kriptokokkovy meningitis), sporotrikhoz, aspergillomycosis, izosporoz, extra pulmonary histoplasmosis, strongiloidoz, actinomycosis, etc.);
10) tuberculosis pulmonary and extra pulmonary, including the disseminirovanny infection caused by atypical mikobakteriya except tuberculosis of peripheral lymph nodes;
11) hairy leukoplakia of oral cavity, linear eritema of gums;
12) the heavy long recidivous pneumonia and chronic bronchitis which are not giving in to regular therapy (frequency rate two or more times within year), the asymptomatic and clinically expressed lymphoid interstitsialny pneumonia;
13) sepsis, long and recidivous it is purulent - bacterial diseases of internals (pneumonia, empiyema of pleura, meningitis, meningoentsefalita, infections of bones and joints, purulent miozit, salmonellezny septitsemiya (except Salmonella tiphi), stomatitises, gingivita, periodontitis and others);
14) pnevmotsistny pneumonia;
15) the infections caused by virus of simple herpes with damage of internals and chronic (lasting more than one month from the moment of disease) damage of skin and mucous membranes, including eyes;
16) cardiomyopathy;
17) nephropathy;
18) encephalopathy of not clear etiology;
19) the progressing multifocal leykoentsefalopatiya;
20) sarcoma of Kaposha;
21) new growths, including lymphoma (brain) or V-cellular lymphoma;
22) toxoplasmosis of the central nervous system;
23) candidiasis of gullet, bronchial tubes, tracheas, lungs, mucous membranes of oral cavity and nose;
24) the disseminirovanny infection caused by atypical mikobakteriya;
25) kakheksiya of not clear etiology;
26) the long recidivous piodermiya which are not giving in to regular therapy;
