1. Approve the enclosed Rules of submission of reports on accomplishment of actions of Civil defense.

2. This resolution becomes effective after ten calendar days after the first official publication.

Rules of submission of reports on accomplishment of actions of Civil defense

1. These rules determine procedure for submission of reports on accomplishment of actions of Civil defense (further – Rules).

2. State bodies annually by December 10 of the corresponding year submit in authorized body on emergency situations reports on accomplishment of actions of Civil defense (further – reports).

3. The organizations referred to categories on civil defense according to the order of the Government of the Republic of Kazakhstan of September 22, 2005 No. 942 "About approval of Rules and criteria of reference of the cities to groups, the organizations – to categories on civil defense", annually by November 25 of the corresponding year submit reports in territorial authorities of authorized body on emergency situations.

4. The authorized body on emergency situations annually by January 25 of the corresponding year submits in the Government of the Republic of Kazakhstan the report on accomplishment of actions of Civil defense in the territory of the Republic of Kazakhstan for last year.

5. Reports are submitted in any form with contents of the following data:

1) availability of the plan of Civil defense;

2) upgrade and enhancement of management systems, notifications and bonds of Civil defense and their maintenance in readiness for use;

3) completion, equipping and maintenance in readiness of civil defense forces;

4) preparation of governing bodies and general education of the population to methods of remedies and actions in cases of use of weapons of destruction;

5) construction and accumulating of fund of protective constructions of Civil defense and their content in readiness for functioning;

6) creation, accumulating and timely refreshening of inventories of individual protection equipment, materialnotekhnichesky, food, medical and other resources, reserves for accomplishment of actions of Civil defense and life support of the population;

7) planning and holding evacuation actions in case of threat and emergence of emergency situations;

8) preparation and carrying out rescue and other urgent works;

9) planning and accomplishment of actions for steady functioning of industries and objects of economy;

10) problematic issues and ways of their decision.

6. Reports are signed by the first heads of state bodies and organizations. State bodies submit reports in electronic form, certified by the digital signature, and the organizations – on paper.
