About carrying out technical inspection of vehicles of urban land electric transportation

(as amended on 03-11-2015)

According to article 2 of the Federal law "About Technical Inspection of Vehicles and about Modification of Separate Legal Acts of the Russian Federation" Government of the Russian Federation decides:

1. Approve the enclosed Rules of carrying out technical inspection of vehicles of urban land electric transportation.

2. Determine that since July 1, 2012 vehicles of urban land electric transportation are subject to technical inspection with the following frequency:

each 6 months - the vehicles intended for public conveyance;

each 12 months - the vehicles intended for carriage of goods.

3. This resolution becomes effective since January 1, 2012.

Rules of carrying out technical inspection of vehicles of urban land electric transportation

1. These rules establish procedure for rendering services in carrying out technical inspection of vehicles of urban land electric transportation (further respectively - the vehicle, technical inspection), including the assessment of conformity of vehicles, including their parts and objects of their additional equipment, to mandatory requirements of safety of the vehicles which are in operation which is carried out in the form of technical diagnosing for the purpose of the admission of these vehicles to participation in traffic.

2. The requirements and parameters shown to trolleybuses when carrying out technical inspection are given in appendix No. 1. The requirements and parameters shown to tram cars when carrying out technical inspection are given in appendix No. 1.1.

3. The requirements concerning availability of the configuration items which are subject to check which were not provided on the vehicle at the time of its release into the stream of commerce, on condition of lack of modification of its design regarding the specified elements and nodes and aggregates containing them are not applied to vehicles when carrying out technical inspection.

4. Technical inspection is performed by the operator of technical inspection accredited in accordance with the established procedure in the field of implementation of activities for carrying out technical inspection.

5. Carrying out technical inspection is performed on paid basis according to the agreement on carrying out technical inspection signed by the vehicle owner or his representative, including the representative who is acting on the basis of the power of attorney, drawn up in writing (further - the applicant), and the operator of technical inspection, on the standard form approved by the Ministry of Economic Development of the Russian Federation.

6. The amount of payment for carrying out technical inspection and the amount of payment for carrying out repeated technical inspection which is determined by amount of completed work are established by the operator of technical inspection and cannot exceed the extreme size established by the highest actuator of the government of the subject of the Russian Federation according to the technique approved by Federal Antimonopoly Service.

7. Operators of technical inspection provide placement on the Internet and in Item of technical inspection in the place, convenient for acquaintance, and type of the text of the Federal Law "About Technical Inspection of Vehicles and about Modification of Separate Legal Acts of the Russian Federation", these rules, information of help nature (including addresses of the operator of technical inspection and Item of technical inspection, phone numbers, the e-mail address, the address of the website of the operator of technical inspection on the Internet), up-to-date information about operational mode of Item of technical inspection, information on the sizes of service fee on carrying out technical inspection, the list of the documents necessary for passing of technical inspection, the copy of the certificate of accreditation (except for the organizations, specified in part 7 of article 32 of the Federal law "About Technical Inspection of Vehicles and about Modification of Separate Legal Acts of the Russian Federation"), standard form of the agreement on carrying out technical inspection, and also provide possibility of preliminary record on technical inspection.

8. Technical inspection is performed with use of means of technical diagnosing, including portable means, directly in the location of tramway depot or the trolleybus park on condition of providing all necessary working and organizational conditions for carrying out technical inspection.

The basic technical characteristics of means of technical diagnosing and their list affirm the Ministry of Industry and Trade of the Russian Federation.

9. For carrying out technical inspection the applicant submits the vehicle and the following documents:

the identity document, and the power of attorney (for the representative of the vehicle owner);

registration documents on the vehicle.

10. In case of non-presentation by the applicant of the documents specified in Item 9 of these rules or discrepancy of the vehicle to the data specified in the documents containing the data allowing to identify this vehicle, the operator of technical inspection refuses to the applicant rendering services in technical inspection.

11. In case of vehicle compliance to the data specified in the submitted documents after its identification the vehicle is allowed to carrying out technical diagnosing.

Prior to carrying out technical diagnosing by the applicant fee, the rendered under the agreement, stipulated in Item 5 these rules is made that confirms the conclusion of the agreement.

12. Technical diagnosing is carried out by the technical expert who is the employee of operator of technical inspection and meeting the qualification requirements established by the Ministry of Industry and Trade of the Russian Federation.

13. Technical diagnosing is carried out by methods of visual, organoleptic inspection and (or) with use of means of technical diagnosing.

14. Duration of technical diagnosing of 1 vehicle constitutes 50 minutes.

15. At the end of the procedure of technical diagnosing the operator of technical inspection performs registration and issue to the applicant of the diagnostic card containing the conclusion about opportunity or impossibility of operation of the vehicle in the form given in the appendix N 2.

Rules of filling of the diagnostic card are established by the Ministry of Transport of the Russian Federation.
