About approval of the Regulations on the Unified electronic register of leaves of disability

According to the Regulations on the Ministry of Health of Ukraine approved by the Presidential decree of Ukraine of 13.04.2011 No. 467, Bases of the legislation of Ukraine on health care, the Laws of Ukraine "About the Basic principles of development of information society in Ukraine for 2007-2015", "About obligatory national social insurance in connection with the temporary disability and expenses caused by burial", the resolution of the Cabinet of Ministers of Ukraine of 17.02.2010 No. 208 "Some questions of enhancement of health care system" of PRIKAZYVAYU:

1. Approve Regulations on the Unified electronic register of leaves of disability which are applied.

2. Determine pilot areas for introduction in trial operation of the Unified electronic register of leaves of disability the Vinnytsia, Volynsk, Donetsk, Ivano-Frankivsk, Luhansk, Lviv, Odessa, Poltava, Kharkiv, Chernivtsi and Chernihiv regions (further - Pilot areas) on behalf of managements of health care of regional public administrations.

3. To chiefs of managements of health care of regional public administrations of the Vinnytsia, Volynsk, Donetsk, Ivanofrankovsky, Luhansk, Lviv, Odessa, Poltava, Kharkiv, Chernivtsi and Chernihiv regions:

3.1. Determine persons responsible for implementation and introduction in trial operation of the Unified electronic register of leaves of disability.

3.2. Provide centralized registration of leaves of disability in subordinate institutions of health care (to 30.01.2012).

3.3. Provide in subordinate institutions of health care implementation of the unified software products "to Ukrmedsoft: Hospital" and "Ukrmedsoft: Polyclinic" (to 31.03.2012).

3.4. Create based on territorial information and analysis centers of medical statistics permanent rates for personnel training of institutions of health care.

3.5. Provide monthly control of implementation, filling and maintaining the Unified electronic register of leaves of disability according to the Law of Ukraine "About personal data protection".

3.6. Resolve issue with local government bodies and local public administrations concerning assistance in providing institutions of health care with means of informatization.

4. The executive directorate of Social Insurance Fund on temporary disability provides:

4.1. Institutions of health care of Pilot areas free applied software products "Ukrmedsoft: Hospital" and "Ukrmedsoft: Polyclinic".

4.2. Technical and technological support of the Unified electronic register of leaves of disability according to the current legislation.

5. To the director of the department of the treatment-and-prophylactic help of MZ of Ukraine Hobzey M. K. in accordance with the established procedure to provide submission of this order on state registration in the Ministry of Justice of Ukraine.

6. This order becomes effective from the date of its official publication.

7. To impose control over the implementation of the order on the First Deputy Minister of Health of Ukraine Moiseenko R. M. and the acting deputy director of Executive directorate of Social Insurance Fund on temporary disability Nagrebu T. A.

Regulations on the Unified electronic register of leaves of disability

1. This Provision is developed according to part one of article 28 of the Law of Ukraine "About obligatory national social insurance in connection with the temporary disability and expenses caused by burial", Item 11 of the Section III of the Law of Ukraine "About the Basic principles of development of information society in Ukraine for 2007-2015", Item 9 of the Main conceptual directions of reforming of health care system approved by the resolution of the Cabinet of Ministers of Ukraine of 17.02.2010 No. 208, the General agreement between the Cabinet of Ministers of Ukraine, the All-Ukrainian Unions of labor unions and employers for 2010-2012, the Agreement on joint activities between Social Insurance Fund on temporary disability and the Ministry of Health of Ukraine of 07:09. 2010, determines the organization of maintaining the Unified electronic register of leaves of disability.

3. The register is created on purpose:

4. Processing and personal data protection is performed according to the Law of Ukraine "About personal data protection".

5. Owners of bases of personal data are institutions of health care which grants the right of issue of leaves of disability.

Subjects of personal data are physical persons which asked for medical care in institutions of health care and received disability leaf.

Managers of bases of personal data are MZ of Ukraine, managements (head departments) of health care of regional public administrations.
